Work Session
Mr. Henderson called the meeting to order at 6:02 p.m.
Approval of Agenda
Mr. James made a motion to approve the agenda, which passed 4-0.
419 Town Center
Mr. Thompson stated that at the March 5, 2019 Planning Commission Public Hearing the
Commission allowed a 30 day public comment period on the Draft 419 Town Center Plan,
noting the deadline for comments was April 5, 2019. Mr. Thompson, Ms. Cronise, and
the Commissioners discussed categories of comments, including general development,
development of Tanglewood Mall, housing, natural resources/green space/environment,
transportation infrastructure, and miscellaneous comments. They discussed funding of
the proposed diverging diamond interchange. Ms. Cronise stated Commonwealth
Transportation Board will be conducting a public hearing at 4:00 p.m. on May 7, 2019, at
Holiday Inn -Tanglewood regarding funding of area road projects. She stated the hearing
will include the proposed Route 419 diverging diamond interchange. Ms. Cronise and the
Commissioners discussed information regarding the perspective timelines for
construction of projects.
Mr. Thompson and the Commissioners discussed various issues, including affordable
housing, retail, restaurants, traffic, walkable communities, stormwater plan, transit,
aesthetics, parking structures, infrastructure, and outdoor spaces. They discussed the

need for the public to support the plan. Mr. Thompson, Ms. Loope, and the
Commissioners discussed the housing study and housing needs. Mr. Thompson and the
Commissioners discussed transportation projects and issues. Mr. Thompson stated staff
will make suggested changes and revisions and bring the draft document back to the
Commission for review. Ms. Cronise noted a summary of the survey results will be posted
on the County website. Mr. Thompson discussed the timeline for the plan.
Hollins Center Plan
Ms. Cronise provided a PowerPoint presentation of the plan, including the Draft Vision
and Draft Principles. She reviewed the Draft Plan Reveal Community Meetings which
were held on March 23, 2019, and March 25, 2019. She stated 143 people attended the
meetings. She discussed the exhibits and exercises, including process overview, vision,
principles, core objectives, transportation projects, park improvements,
gatewaylstreetscape improvements, community amenities, future land use options, and
ways to stay informed. She provided updates on Lila Drive intersection, Plantation Road
Project, Phase ll, and Williamson Road area sidewalks. She discussed the timeline of
the plan, noting the public comment period will close on April 26, 2019.
Oak Grove Plan
Ms. Cronise provided a PowerPoint presentation of the plan, including an overview of the
plan. She discussed the 2018 Community Meetings which were held March 15, 2018,
March 24, 2018, with attendance of 106 people and May 19, 2018, and May 24, 2018,
with attendance of 63 people. She stated the survey, which was open from February 1,
through April 7, 2018, was completed by 627 people. She discussed the stakeholder
interviews and Roanoke County Public Schools Outreach. She stated other outreach
included business visits, Brambleton Area Business Association, Greater Deyerle
Neighborhood Association, Back Creek Civic League, Roanoke County Parks,
Recreation and Tourism Tons of Fun activities, Roanoke County Parks, Recreation and
Tourism Advisory Commission, and Cave Spring Goodwill store. She discussed themes
received from outreach, including walkability, bike -ability, Americans with Disabilities Act
(ADA) compliant, connectivity to the greenway, expanding park and recreation
opportunities, improving intersections along Route 419, upgrading commercial buildings
and facades, streetscaping to improve aesthetics, and adding restaurants, retail, and
community spaces.
Ms. Cronise reviewed the Draft Vision, Draft Principles and Core Concepts. She
discussed the upcoming Draft Plan Reveal Community Meeting. She reviewed the
exhibits and exercises, including process overview, vision, principles, core objectives,
gathering spaces and streetscape, development patterns, Oak Grove Park
improvements, multimodal transportation projects, and ways to stay informed. Ms.
Cronise discussed development patterns, including low density infill, medium density infill
and mixed use, and high density and mixed use. Mr. Thompson, Ms. Cronise, and the
Commissioners discussed the process and potential funding sources. They discussed
working collaboratively with other jurisdictions. Ms. Loope and the Commissioners
discussed possible ways to incentivize development.

Ms. Cronise stated the Oak Grove Draft Plan Reveal Community Meetings will be held
on May 2, 2019, from 4:00 p.m. — 7:00 p.m. and May 4, 2019, from 9:00 a.m. —12:00 p.m.
at Oak Grove Elementary School.
Zoning Ordinance Amendments
Mr. Thompson reviewed proposed amendments regarding year-round residences in
camps, parks, and campgrounds. He provided a brief history of the proposed
amendment. Mr. Thompson and the Commissioners discussed the importance of being
consistent regarding the use throughout the ordinance. Mr. Thompson stated he will
provide the revised amendments to the Commission for their review at the May 21, 2019
Planning Commission Work Session.
The consensus of the Commission was to move forward with these amendments as
discussed.
Citizen Comments
There were none.
Commissioners' and Staff Comments
Mr. James stated the Hollins Town Center Community Meeting was organized and well
attended. He discussed the issues regarding funding desired development the public
would like to have in the area.
Ms. Loope provided an update of economic development within the County. She noted
most economic development projects within the County are long term projects.
Mr. Bower discussed his site visit to SRW Squared LLC (dba Wolf's Den).
Mr. Thompson stated the Commonwealth Transportation Board will be conducting a
public hearing at 4:00 p.m. on May 7, 2019, at Holiday Inn -Tanglewood.
Mr. Thompson stated the May 7, 2019 Planning Commission Public Hearing will begin at
7:00 p.m., noting there will not be a work session prior to the public hearing.
Mr. Thompson stated County staff members and the Commissioners will be attending a
meeting at the Fralin Biomedical Research Institute at Virginia Tech-Carilion on April 17,
2019.
Mr. Thompson stated the Oak Grove Draft Plan Reveal Community Meetings will be held
on May 2, 2019, from 4:00 p.m. — 7:00 p.m. and May 4, 2019, from 9:00 a.m. —12:00 p.m.
at Oak Grove Elementary School.
Mr. Thompson and the Commissioners discussed topics for discussion at future
meetings.
With no further business or comments, Mr. Henderson adjourned the meeting at 7:25
