Mr. Henderson called the meeting to order at 4-08 p.m.

Approval of Minutes
Mr. Mahoney made a motion to approve the minutes of July 9, 2019, as amended, which
passed 4-0-1, with Mr. Woltz abstaining.
Consent Agenda
Ms. James provided an overview of the petition of Lewis Gale Medical Center petition,
including the concept plan, proffer statement, surrounding zoning, and future land use
designation. Ms. Nash, Mr. Thompson, and the Commissioners discussed certificate of
need. Mr. Thompson and the Commissioners discussed the traffic impact analysis. Ms.
James stated a community meeting regarding, the petition will be held on Monday,
September 16, 2019, at 6:30 p.m. at the Bonsack Elementary School, 5437 Crumpacker
Drive, Roanoke, Virginia.
Ms, Newcomb provided an overview of the petition of Balzer and Associates, Inc.,
including the proposed tower height, zoning designation, and new Federal
Communications Commission (FCC) structural regulations, Ms. Newcomb and the
Commissioners discussed the need for the new tower. They discussed whether or not
the existing tower would be removed. Ms. Newcomb noted all broadcast towers require
a special use permit.

Mr. James made a motion to approve the consent agenda, which passed 5-0.

Commissioners' and Staff Comments
The Commissioners welcomed Ms. Alyssa Dunbar, Planner I
Mr. Henderson adjourned the meeting for site viewing at 4:21 p.m.
EVENING SESSION
Mr. Henderson called the Public Hearing to order at 7:04 p.m. Mr. James gave the
invocation and led the pledge of allegiance.
1. The petition of Donald and Elaine Kepple to rezone approximately 4.6 acres from
1-2, High Intensity Industrial, District to AR, Agricultural/Residential, District for the
construction of single family dwelling, located at 6121 Peaceful Drive, Catawba
Magisterial District. Ms. James presented the staff report, including a brief history
of the property, surrounding zoning, and future land use designation. She
discussed the parcel size, road frontage, and easements on the property.
Mr. James stated his employer, Adams Construction Company, adjoins the
petitioner's property. He stated that he will abstain from participating in the public
hearing to avoid the appearance of a conflict of interest.
Mr. Henderson inquired about when property was zoned industrial. Mr. Thompson
discussed this issue.
Mr. Don Kepple discussed the concept plan and topography of the property. He
stated he would like his son to be permitted to build a house on the property.
Mr. Henderson opened the public hearing for public comment.
With no citizens requesting to speak, Mr. Henderson closed the public hearing.
Mr. Henderson made a motion to recommend approval of the rezoning.
Mr. Mahoney stated he is generally opposed to downzoning industrial zoned
parcels but based on the staff report the rezoning makes sense and is a good use
of the property.
Mr. Thompson called the roll and the motion passed (5-0) with the following vote:

Mr. Thompson stated the Board of Supervisors Public Hearing regarding this
petition will be held on Tuesday, September 24, 2019 at 3:00 p.m.
2. Proposed amendments to the Roanoke County Zoning Ordinance. Proposed
amendments to Section 30-82-3 of the Roanoke County Zoning Ordinance. The
proposed amendment would remove the presently invalid provision of zoning
ordinance that prohibits the sale of firearms as a home occupation. This provision
was rendered invalid by Section 16.2-915 of the Code of Virginia, which generally
prohibits localities from regulating the transfer of firearms, and leaves such
regulation in the discretion of the Commonwealth. Mr. Thompson provided a brief
history of this proposed amendment. He discussed the Attorney General's opinion
regarding this issue. Mr. Thompson and the Commissioners discussed removing
this item from the agenda.
Mr. Woltz made a motion to withdrawal this item from the September 3, 2019
Planning Commission Public Hearing Agenda.
Mr. Thompson called the roll and the motion passed (5-0) with the following vote:

Citizens' Comments
There were none.
Comments of Plannina Commissioners and Planning Staff
Mr. Thompson and the Commissioners discussed the July 23, 2019 Joint Meeting with
the Roanoke Valley Resource Authority, the Roanoke County Board of Supervisors, and
the Roanoke County Planning Commission.
Mr. Thompson and the Commissioners discussed upcoming petitions. Mr. Thompson
stated the deadline for November applications is September 13, 2019.
Final Orders
1. The petition of Girl Scouts of Virginia Skyline Council, Inc. to amend the special
use permit conditions associated with the operation of a camp on property
zoned AG -3S, Agricultural/Rural Preserve, District with a special use permit,
on 63.12 acres, located at 5488 Yellow Mountain Road, Cave Spring
Magisterial District was approved by the Board of Supervisors at a Public
Hearing on July 23, 2019.
2. Proposed amendment to the Roanoke County Comprehensive Plan. The
proposed amendment would incorporate the 419 Town Center Plan into the
Roanoke County Comprehensive Plan. The 419 Town Center Pian study area
is approximately 400 acres in size located near Tanglewood Mall covering
Route 419 from US -220 to the railroad bridge near Chaparral Drive. The
proposed Plan includes recommendations on the future development of this

area was approved by the Board of Supervisors at a Public Hearing on July 23,
2019.
With no further business or comments, Mr. Henderson adjourned the meeting at 7:20
p.m.
