Work Session
Mr. James called the meeting to order at 6.02 p.m.
Approval of Agenda
Mr. James made a motion to approve the agenda, which passed 4-0.
Zoning Ordinance Amendments
Mr. Thompson reviewed proposed amendments, including changing religious assembly
from a special use in the AG -3 district to a by -right use, changing, commercial indoor
amusement from a special use in, the C-2 district to a by -right use, and adding a yard
(front, side, rear) encroachment table to the ordinance. He provided a brief history of the
previous analysis regarding permitted use. Mr. Thompsonand the Commissioners
discussed making religious assembly a by -right use in AG -3 to be consistent with other
agricultural districts. They discussed indoor amusement use being by -right or requiring
a special use permit. 'They discussed the importance of being consistent with other uses.
They discussed creating regulations based on, the square footage of the facility. They
discussed simplifying the ordinance. They discussed this use being allowed by special
use permit in other districts, including C-2, R-1, and R-2 zoned areas. Mr. Murphy and
the Commissioners discussed outdoor gathering regulations.
Mr. Thompson reviewed yard encroachment revisions, including the addition of building
and site features, increasing setback encroachments, and converting existing language
into chart format. Mr. Murphy, Ms. James, and the Commissioners discussed site triangle
and yard coverage, noting the importance of maintaining site distance. Ms. James

discussed regulations regarding ramps forthe handicapped citizens. They discussed the
importance of being able to age in place. They discussed ways to determine if ramp
should be allowed. They discussed the installation of awnings and setback regulations.
They discussed enforcement of regulations. Staff and Commissioners discussed ramp
and carport requests and average dimensions of structures and setback requirements.
They discussed the need to locate utility line easements before construction, noting this
would be determined during permit process. Ms. James, Mr. Thompson, and the
Commissioners discussed the criteria of setbacks including exceptions which could be
determined by the Zoning Administrator. Mr. Murphy noted topography would need to be
considered in some cases. Ms. Nash and the Commissioners discussed the State Code
provisions and Americans Disabilities Act (ADA) compliance.
The consensus of the Commission was to move forward with these amendments as
discussed.
Hollins Center Plan
Mr. Thompson provided a brief history of the plan, including draft sections, existing
conditions, community engagement, and vision and principles. He discussed the
appendices. He stated they would also like to develop a shorter version of the plan for
distribution. Ms. Howard -DuBois, Mr. Thompson, and the Commissioners discussed the
three options and various scenarios of the future land use maps. Mr. Thompson noted
the choice could be a combination of the options. Mr. Thompson, staff, and the
Commissioners discussed industrial zoning and future land use designation within the
corridor. They discussed various uses for larger parcels in the area, including integrating
mixed use in denser areas. Mr. Thompson discussed uses which are permitted in the
various zoning districts. Ms. Cronise discussed implementing research and development
uses in the Hollins corridor. Mr. Thompson discussed designing an overlay district and
review by -right uses in the corridor.
Mr. Thompson provided a brief overview of the transportation section of the plan. Mr.
Thompson, Ms. Cronise, and the Commissioners discussed the various options and
priorities, including improving intersections and movement of traffic by making functional
changes. They discussed identifying and prioritizing various issues and discussing these
issues with VDOT representatives. They discussed combining projects. They discussed
the importance of connectivity of greenways. They discussed that Williamson Road and
Peters Creek intersection is highest priority with Plantation Road and Williamson Road
intersection being the next highest priority. They discussed transit within the corridor.
They discussed improvement of parks and streetscape improvements. Mr. Thompson
and the Commission discussed the importance of continuing long range planning for the
County.

Mr. Thompson and the Commissioners discussed the status of the Transportation
Planner position.

Mr. Thompson and the Commissioners discussed upcoming petitions scheduled for
October 1, 2019.
Mr. Thompson and the Commissioners discussed the petition of Lewis Gale Medical
Center, including citizen input received at the community meeting on September 16,
2019.
Mr. Thompson discussed upcoming petitions scheduled for the Monday, November 4,
2019 Planning Commission Public Hearing.
Mr. Thompson and the Commissioners discussed topics for discussion at future
meetings.
Ms. Newcomb stated the County received an award from the Virginia Association of
Zoning Officials (VAZO) for programs implemented in the County school system.
With no further business or comments, Mr. James adjourned the meeting at 8:25 p.m.
