PLANNING COMMISSIONregia OCTOBER 15,2019 Commissioners Present: Mr. Wayne Bower Mr. Troy Henderson Mr. Rick James Mr. Paul Mahoney Mr. Jim Woltz Staff Present: Mr. Philip Thompson, Secretary Ms. Mary Beth Nash, Senior Assistant County Attorney Mr. John Murphy Ms. Megan Cronise Mr. Brian Epperley Ms. Cecile Newcomb Mr. Alex Jones Ms. Becky James Ms. Alyssa Dunbar Ms. Bailey Howard -DuBois Ms, Susan McCoy, Recording Secretary Work Session Mr. Henderson called the meeting to order at 6:02 p.m. Approval of Agenda Mr. James made a motion to approve the agenda, which passed 5-0, Zoning Ordinance Amendments Mr. Thompson provided a brief history of Zoning Ordinance Amendment - Section 30-82- 3 Home Occupations, Type 1 and Type 11, regarding the sale of firearms. He noted a resolution was adopted by the Board of Supervisors requesting the Planning Commission review a potential amendment to the ordinance regarding the sale of firearms as a home occupation, and make a recommendation to the Board of Supervisors. Ms, Nash, Mr. Thompson, and the Commissioners discussed the background and procedural issues regarding this issue. Ms. Nash reviewed the Attorney General's opinion. Mr. Murphy and the Commissioners discussed the Bureau of Alcohol Tobacco and Firearms (ATF) regulations regarding the sale of firearms. Staff and the Commissioners discussed possible school and neighborhood impacts. The consensus of the Commission was to not amend this section of the Zoning Ordinance. ROANOKE COUNTY PLANNING COMMISSION MINUTES OCTOBER 95, 2019 Transportation Project Updates Ms. Cronise provided a PowerPoint presentation regarding transportation project updates, including Route 419 Streetscape Improvements (Ogden Road to Route 220) and Route 419/Route 220 Diverging Diamond Interchange. She discussed Route 220 Signalization Improvements, noting a community meeting has been scheduled for November 7, 2019, at Clearbrook Elementary School, beginning at 4:30 p.m. She discussed Starkey Road/Buck Mountain Road Intersection Improvements and Route 419 and Route 221 Adaptive Signal Control. She discussed Interstate 81 auxiliary lanes near exits 141-143. She discussed the Interstate 81 Advisory Committee meetings which were held in August and October. She reviewed Plantation Road Project, Phase II (Walrond Drive to Gander Way) and Lila Drive Intersection Safety Improvements. She discussed Williamson Road sidewalks from Peters Creek Road to North Roanoke Assisted Living, Peters Creek Road to Plantation Road, and North Roanoke Assisted Living to Clubhouse Drive/Dent Road. She discussed West Main Street Pedestrian Improvements, Dry Hollow Road Improvements, Route 311/Route 419 Intersection Safety Improvements, and McAfee Knob/Route 311 Pedestrian Improvements. Ms. Cronise discussed the VDOT Route 460 Strategically Targeted Affordable Roadway Solutions (STARS) Study. She stated a community meeting regarding Route 460 between Williamson Road (Route 11) and Route 220 Alternate (Cloverdale Road), will be held on November 21, 2019, at the Berglund Center, beginning at 4:00 p.m. Ms. Cronise discussed the 2019 Surface Transportation Block Grant Applications, including Valleypointe Parkway Realignment, Route 419 Streetscape Improvements, Phase II (Starkey Road to Ogden Road), Orange Market Park and Ride and Parking Lot Improvements, Old Cave Spring Road Intersection Improvements, Route 419 Pedestrian and Streetscape Improvements at Oak Grove, and Ogden Road Multimodal Improvements (Route 419 to Colonial Avenue). She discussed 2019 Revenue Sharing application for Fallowater Lane Extension. She discussed 2019 Transportation Alternatives Set -Aside application for Roanoke River Greenway, Blue Ridge Parkway Crossing at Highland Road. She reviewed potential 2020 SMART Scale applications, including 1-581 Exit 2 (Peters Creek Road) Interchange Study, Route 419 Streetscape Improvements, Phase II (Starkey Road to Ogden Road), and Route 460 Improvements. Ms. Cronise, Mr. Thompson, and the Commissioners discussed that transportation is a long range endeavor. They also discussed the Rural Addition program. Citizen Comments There were none. Commissioners' and Staff Comments Mr. Thompson stated a community meeting regarding the Roanoke Valley Resource Authority petition will be held at 6:00 p.m. on October 17, 2019, at Masons Cove Elementary School. Mr. Thompson and the Commissioners discussed the upcoming petition scheduled for December 2, 2019. Page 2 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES OCTOBER 15, 2019 Mr. Thompson stated VDOT will be conducting a public information meeting on November 7, 2019, at Clearbrook Elementary School from 4:30 p.m. to 6:30 p.m. regarding the Route 220 Preservation and Improvement Plan Mr. Thompson stated VDOT will be conducting a public information meeting regarding Route 460 (Orange/Challenger Avenue) Operation Improvements Study on November 21, 2019, from 4:00 p.m. to 6:00 p.m. at the Berglund Center. Mr. Thompson stated the State of the Corridor — 419 Town Center meeting will be held at 8:00 a.m. on November 1, 2019, at the South County Library. Mr. Thompson stated Ms. Cronise has been promoted to Transportation Planning Administrator. Mr. Thompson stated Ms. Howard -DuBois has been promoted to Principal Planner Mr. Thompson and the Commissioners discussed the status of the Transportation Planner position. Mr. Thompson stated that on October 30, 2019, the Commonwealth Transportation Board will hold a public meeting at Holiday Inn — Valley View at 4:00 p.m. Mr. Thompson and the Commissioners discussed topics for discussion at future meetings.
