Mr. James rnade a motion to approve the, agenda, which passed 4-0.

Mr. Woltz made a motion to, approve the minutes of December 2, 2019, which passed 3-
0-1 with Mr. McMurray abstaining.

Ms. James discussed the petition of Michele Meinhart, including a brief history of the
petition, current proffered conditions, SUrrounding zoning, and floodplain designation. Ms.
James and the Commissioners discussed prior uses of the property and permitted uses
in C-1 zoning. Mr. Thompson stated the petitioner's property is currently for sale, noting
removing the proffers would allow C-1 zoning peirrnitted uses. 1 -he Commissioners and
staff' discussed potential uses of the property.
Mr. Woltz rnade a motion to approve the consent agenda, which passed 4-0.

Election of Officers
Mr. Thompson opened the floor for nominations of chairman for the 2020 calendar year.
Mr. Woltz nominated Mr. James. No other nominations were received and the
Commission voted 3-0-1, for Mr. James as chairman for 2020, with Mr. James abstaining.
Mr. Thompson opened the floor for nominations of vice-chairman for the 2020 calendar
year. Mr. James nominated Mr. Bower. No other nominations were received and the
Commission voted 4-0 for Mr. Bower as vice-chairman for 2020.
2020 Planning Commission Meeting Schedule
Mr. Thompson and the Commissioners discussed revisions to the October meeting dates
on the 2020 Planning Commission Meeting Schedule. Mr. Henderson made a motion to
approve the revised 2020 Planning Commission Meeting Schedule as presented, which
passed 4-0.
Zoning Ordinance Amendments
Mr. Thompson provided a brief history of the proposed amendments to the County's
Zoning Ordinance dealing with floodplain regulations. He stated the proposed
amendments are consistent with the Virginia Department of Conservation and
Recreation's model ordinance which complies with the requirements of the Federal
Emergency Management Agency's (FEMA) National Flood Insurance Program (NFIP)
regulations.
Mr. Workman provided a PowerPoint presentation regarding the Floodplain Ordinance,
including a general overview of the National Flood Insurance Program (NFIP) and
floodplain management in Roanoke County and proposed Floodplain Overlay (FO)
District Amendments. He reviewed the NFIP, including mapping, insurance, and
regulation of the program. Fie reviewed the mutual agreement between the Federal
Government and Roanoke County to enforce and comply with NFIP regulations. He
discussed Federal, State, and local government roles. He reviewed flood history of the
Roanoke Valley and Roanoke County. He discussed floodplain management, including
the flood insurance program in Roanoke County. He reviewed floodplain mapping,
floodplain terms and definitions, and floodplain concepts. He discussed the Floodplain
Overlay (FO) District Amendments, including the amendment process. He discussed the
impacts to existing commercial and industrial development.
Mr. Workman and the Commissioners discussed elevation and construction standards
for residential and non-residential development. Mr. Thompson stated although the
County's Floodplain Ordinance is located within the Zoning Ordinance, it is managed by
the Floodplain Administrator. Mr. Thompson and the Commissioners discussed the
proposed timeline for the amendment process. The consensus of the Commission was
to move forward with the amendment process.
Hollins Center Plan
Mr. Thompson discussed the final draft and appendices of the Hollins Center Pian. He
discussed revisions to Cultural Resources, Community Engagement, and Vision and
Principles. He reviewed the layout of documents including graphics, explanations, and

maps. He reviewed the future land use map. Mr. Thompson and the Commissioners
discussed transition and mixed use development. They discussed Lila Drive area future
land use designation, including uses which would be encouraged and complement the
area. They discussed mixed use development and industrial development in the area.
Ms. Cronise and the Commissioners discussed Lila Drive improvements. Mr. Thompson
discussed zoning near Lila Drive.
Mr. Thompson discussed Community Facilities and Infrastructure. He stated they will
consult with Parks, Recreation, and Tourism Department for input on parks and
greenways. They discussed maps of proposed road projects, bicycle and pedestrian
projects, greenway projects, and transit opportunities. They discussed ranking of these
projects compared to other County projects. Mr. Thompson stated they will develop an
introduction statement for the plan. Mr. Thompson and the Commissioners discussed the
draft layout of the plan and the process and timeline for the plan. The consensus of the
Commission was to move forward with the pian as discussed.

There were none.
Commissioners' and Staff Comments
Mr. James requested that a 2020 Planning Commission Work Plan be created for the
Commission. Mr. Thompson and the Commissioners discussed this issue.
Mr. Thompson stated a review of the draft 2019 Annual Report for Roanoke County
Planning Commission and Planning and Zoning will be on the February 4, 2020 Planning
Commission Meeting agenda.
Mr. Woltz requested staff research developing a limited private road subdivision
ordinance. Mr. Thompson and the Commissioners discussed this issue.
Mr. Thompson, the Commissioners, and staff welcomed Mr. Kelly McMurray to the
Planning Commission.
Mr. Thompson and Ms. Nash provided updates regarding requests received for
broadcasting towers at William Byrd High School and Cave Spring Middle School.
Mr. Thompson provided status updates regarding the petitions of Roanoke Valley
Resource Authority and Bane International Company, LLC.
Mr. Thompson and the Commissioners discussed topics for discussion at future
meetings.
With no further business or comments, Mr. James adjourned the meeting at 7:48 p.m.
