Call to Order
Mr. James called the meeting to order at 7:00 p.m. He gave the invocation and led the
pledge of allegiance,
Approval of Agenda
Mr. Bower made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. Woltz made a motion to approve the January 21, 2020 minutes, which passed 3-0-1,
with Mr. Bower abstaining!.
Approval of Consent Agenda
Mr. Thompson reviewed the revisions to the draft Floodplain Ordinance including the
definitions. Mr. Thompson and the Commissioners discussed procedural issues. Mr.
Thompson discussed the floodway restrictions are in accordance with the Environmental
Protection Agency (EPA) regulations. He also noted some formatting changes have also
been made to the document. Mr. Thompson and the Commissioners discussed notifying
local agencies about the ordinance.
Mr. Henderson made a emotion to approve the consent agenda, which passed 4-0.
Public Hearing
1. The petition of Michele Meinhart to rezone property to remove the proffered
conditions on approximately 1.24 acres zoned C -1C, Low Intensity Commercial,
District with conditions, located at 5681 Starkey Road, Cave Spring Magisterial
District. Ms. James provided the staff report, including current zoning, permitted
uses, surrounding zoning, and future land use designation. She reviewed the
concept plan and proffered conditions. Mr. James inquired about the history and

previous rezonings of the property. Ms. James discussed this issue, noting the
petitioner's plan in 2008 was to expand her business at that location. Mr. James
inquired about signage. Ms. James discussed the existing signage proffer and
signage regulations in C-1 zoning. Mr. McMurray inquired about floodway issues.
Ms. James discussed options for the floodway portion of the property, noting that
any development in the area would have to go through the site plan review
process. She noted traffic issues on Starkey Road and Buck Run Drive are
currently being studied by VDOT.
Ms. Michele Meinhart, 1486 Hollybrook Road, stated the property is currently listed
for sale. She stated long term the property will be passed down to her children.
She discussed the possibly of developing a language club for immigrants at the
facility. Mr. James inquired about building code changes. Mr. Thompson
discussed this issue, including regulations regarding change of use on the
property. Mr. James inquired about events and parking. Mr. Thompson stated the
project would have to go through the site plan review process, noting special
events facility is allowed in AG zoning but not in C-1 zoning. Mr. Woltz inquired if
the property would be leased out or if the petitioner would run the facility. Ms.
Meinhart stated she would be donating the use of the facility for the club. She
stated she plans to pass the property down to her children. Mr. Bower asked the
petitioner if she understood the floodplain regulations. Ms. Meinhart stated she
did understand the regulations.
Mr. James opened the public hearing for public comment.
With no citizens requesting to speak, Mr. James closed the public hearing.
The Commissioners discussed how removing the proffers would affect the property
use. Mr. Thompson stated the proposed use would be evaluated by the Zoning
Administrator and he would make a determination. Mr. James discussed concerns
regarding removing the signage and lighting proffers.
Mr. Henderson made a motion to recommend approval of the request to remove
the proffered conditions.
Mr. Thompson called the roll and the motion passed (4-0) with the following vote:

Mr. Thompson stated the Board of Supervisors Public Hearing regarding this
petition will be held on Tuesday, February 25, 2020 at 3:00 p.m.
2019 Annual Report
Mr. Thompson provided an overview of the report, including some minor modifications
which have been made. He discussed the proposed timeline for the report, noting after
approval by the Commission it would be forwarded to the Board of Supervisors. Mr.

James inquired about the statistics in Zoning Review section. Ms. James and Mr.
Thompson, and the Commissioners discussed how statistics were computed. Ms. James
stated some packets are not complete when they are submitted for review and require
additional submissions. Mr. James suggested providing the number of projects staff
reviews. Mr. Thompson noted some projects began in 2019 but were not approved until
2020. Mr. James inquired about streamlining the review process. Ms. James stated new
software is being implemented to assist with the process. Mr. Thompson noted some
issues may need to be addressed by other departments and resubmitted. Ms. James
discussed the review process regarding the redevelopment of a site and other
departments involved in the process. Mr. Woltz suggested getting feedback from
developers regarding the permitting process. Mr. Henderson stated if marketing the
County it would be useful to show the timeframe for the process. Mr. James noted timing
could be deciding factor for some development.
Mr. Bower made a motion to forward the 2019 Annual Report to the Board of Supervisors.
Mr. Thompson called the roll and the motion passed (4-0) with the following vote:

Mr. Thompson stated the report would be forwarded to the Board of Supervisors.
2024 Work Plan
Mr. Thompson provided an overview of the plan. He discussed the Planning Studies,
including status updates on the 419 Town Center Plan, Hollins Center Plan, Oak Grove
Center Pian, Route 460 Access Plan, and Route 221 Plan Amendment. Mr. Thompson
and the Commissioners discussed Route 460 corridor, including traffic issues, landuse
issues, and the importance of public outreach during the process. Mr. James noted there
is potential for economic development in the Route 460 area but the traffic flow is an
issue. He discussed the Zoning Ordinance/Code Amendments, including Explore Park
District, Floodplain Overlay, Wireless Communications Facilities, and Miscellaneous
amendments. He discussed Other Projects/items, including Rezonings/Special Use
Permits, Joint City -County Planning Commission Meetings, and Presentations. Mr.
Thompson and the Commissioners discussed interests for presentations. Mr. Thompson
reviewed the proposed Work Plan Timetable for each item. Mr. Thompson and the
Commissioners discussed the future revision of the Comprehensive Plan.
Mr. Thompson discussed revisiting parking standards. He stated Mr. Woltz has
requested to add review private road subdivision standards to the plan. Mr. James stated
the Roanoke City has a lot of development on Franklin Road which could be an economic
generator along the Route 419 corridor. Mr. Thompson and the Commissioners
discussed potential presentations which would be of interest. They discussed reaching
out to officials from adjoining localities.

Commissioners' and Staff Comments
Mr. Thompson and the Commissioners discussed the interview process for the position
of Zoning Administrator. Mr. Thompson stated an Acting Zoning Administrator will be
appointed until the position is filled.
Mr. Thompson, Ms. James, and the Commissioners discussed the status of the Lewis
Gale Medical Center facility.
Mr. Thompson provided a status update on Tanglewood Mail signage.
Mr. Thompson provided updates on various transportation projects.
Mr. Thompson and the Commissioners discussed topics for future meetings.
With no further business or comments, Mr. James adjourned the meeting at 8:41 p.m.
