Mr. James called the meeting to order at 7-01 p.m. Mr. Bower gave the invocation and
led the pledge of allegiance.

Mr. Woltz made a motion to approve the agenda, which passed 5 -0 -
Approval of Minutes
Mr. Bower made a motion to approve the May 5, 2020 minutes, which passed 5-0.
Consent Agenda
Ms. Dunbar provided an overview of the MCE Owner Occupied, LLP petition, including
previous use, use and design standards, current zoning, future land use designation, and
concept plan. She discussed the development phases. Ms. Dunbar and the
Commissioners discussed the future land use designation of the area including
neighborhood conservation. They discussed surrounding zoning and property uses.
Ms. Newcomb provided an overview of the Orn Shree Hospitality, LLC petition, including
zoning, future land use designation, surrounding uses, topography, and concept plan.
Ms. Newcomb and the Commissioners discussed the history of the property. They also
discussed the property layout and previous uses.
Mr. Henderson made a motion to approve the consent agenda, which passed 5-0.

Public Hearing
1. The petition of Wild Partners to obtain a special use permit in a C -2S, High Intensity
Commercial, District with special use permit to operate a car wash facility on
approximately 1.152 acres, located at 4065 Electric Road, Cave Spring Magisterial
District. Mr. Alex Jones provided a PowerPoint presentation, including suggested
conditions, concept plan, use definition, zoning, and future land use designation.
He reviewed site photos, including landscaping concept plan, elevations, and
conceptual renderings. He provided a brief overview of the 419 Town Center Plan
including the principles and goals. He discussed future plans regarding Fallowater
Lane Extension and Route 419,
Mr. Jones provided a summary of two emails which the County received. He
stated copies of these emails have been provided to the Commissioners.
The first email was from Dr. David Cummings. He expressed his concern
regarding traffic congestion, noting the high intensity use would cause traffic
concerns at the intersection of Electric Road and Fallowater Lane Extension. He
recommended a de -acceleration lane for right turns onto Fallowater Lane
Extension from Electric Road. He requested that a stoplight be installed at the
intersection. He stated it is difficult to take a left turn from Fallowater Lane
Extension onto Route 419 and recommended a left turn lane be added. He
requested assurance the right-of-way from Sleep Inn Hotel and adjacent properties
to Fallowater Lane Extension be maintained and kept in good repair with no cars
blocking access. He stated the current right-of-way has a steep bump onto
Fallowater Lane Extension which causes trucks from the hotel to be beached. He
recommends changing the grade of the access. He requested landscaping be
added along Fallowater Lane Extension for aesthetics, to decrease carbon
footprint, and to decrease stormwater runoff. He stated currently stormwater runs
from Chucky Cheese to the rear of the current building and onto adjacent
spillways. He requested the crossover on Route 419 remain intact.
The second email was from Michael Bell, Manager, Tanglewood Autowash Shell.
He stated they are a family owned and operated business and an active member
of the Roanoke Community for over 30 years. He stated they are opposed to the
proposed use which is adjacent to their property. He stated the proposed carwash
is only 500 feet away from their current business. He discussed their concern
regarding the addition of automated carwash facilities. He stated the proposed
carwash would be positioned to intercept west to east traffic to their business which
would dilute their customer base. He stated they employ over 30 people from the
community many of which are long time employees. He stated his business pays
taxes, supports schools and charities, and supports civic organizations.
Mr. Jones stated the proposed use is consistent with the Comprehensive Plan's
Core future land use designation but is not consistent with the 419 Town Center
Plan. Mr. James inquired about the adoption of the 419 Town Center Plan. Mr.
Jones stated the Board of Supervisors adopted the 419 Town Center Plan on July
23, 2019, Mr. McMurray inquired about the use. Mr. Jones stated staff
recommends denial but noted the proposed use is consistent with some of the

nearby uses. Mr. Woltz inquired about traffic impact analysis. Mr. Jones
discussed this issue.
Mr. Mike Agee, Mattern & Craig Engineers, discussed the site design. He
discussed the method used to calculate traffic counts. He reviewed traffic count
projections during peak hours, noting it is not a high rate of traffic. He also
discussed trip generations for other uses. Mr. James requested that Mr. Agee
submit the trip generation findings to staff.
Mr. Jonathan Yates, Ultimate Shine Car Wash, provided a PowerPoint
presentation, noting it is a family business which began in 2005. He stated they
have eleven facilities in Tennessee and Virginia. He stated they use water
reclamation equipment in the car wash facilities. He discussed car wash trends,
noting 77% of all cars are currently washed professionally. He discussed the
difference between a full service car wash and an express car wash, noting
different types of car washes appeal to different customer bases. He stated they
have made changes in response to staff comments in the staff report and citizen
comments which have been received. Mr. Woltz inquired about hours of operation.
Mr. Yates stated they will be open from 8:00 a.m. to 10:00 p.m., noting hours will
be shorter in the winter. Mr. Woltz inquired about availability of vacuums. Mr.
Yates stated vacuums will be available for customer use.
Mr. Thom Hubard, Poe and Cronk Real Estate Group, Inc., stated they have been
marketing the property for approximately six months trying to get a national
restaurant but it is not a large enough site. He stated a nearby commercial
property was on the market for three years. He stated the petitioner proposes a
nice project.
Mr. James opened the public hearing for public comment.
Mr. Kirtesh Patel, Sleep Inn Tanglewood, inquired about the right-of-way along the
back of the petitioner's property. He stated he wants the right -of --way to stay open
for hotel patrons to enter and exit the property especially if they need to take a left
turn onto Route 419. Mr. Woltz stated the right-of-way is included in the metes
and bounds of the property.
Mr. James called for a 10 minute recess to receive comments via phone or
email which began at 7:50 p.m. He reconvened the meeting at 8:09 p.m.
Ms. Melanie Brown, 5909 Maywood Avenue, called during the recess stating she
was concerned by the traffic count reported by the applicant who stated that the
car count between 4:00 p.m. and 6:00 p.m. can be 40 cars per hour. She stated
during those times traffic is backed up passed the Kentucky Fried Chicken
Restaurant from Ogden Road and Starkey Road. She stated the area cannot take
40 more cars. She stated the 419 Town. Center Plan encourages bike, pedestrian,
and mixed-use development. She stated the proposed use does not fit the
location.

Mr. James closed the public hearing for public comment.
Mr. James noted the application is consistent with the Comprehensive Plan's
future land use designation of Core but it is not consistent with the 419 Town
Center Plan which was adopted into the Comprehensive Plan. Mr. Jones
discussed this issue. Mr. James inquired about development types included in the
419 Town Center Plan. Mr. Jones discussed this issue. Mr. Woltz inquired about
the timeline for opening the proposed car wash. Mr. Yates stated it will open in
approximately six months if approved. Mr. Bower inquired about traffic flow after
road improvements are completed in the area. Mr. Thompson discussed this
issue, noting the diverging diamond interchange has been funded. He discussed
other proposed projects which have been funded and project applications which
have been submitted for funding. Mr. Jones discussed traffic flow and access
points for Fallowater Lane Extension for the Ridges development area. He stated
the Sleep Inn will continue to keep access through the right-of-way. Mr. Bower
noted the community plans are not perfect plans. He stated the plans are
projecting ten to fifteen years into the future, noting development may change to
include other parcels and roadways in the area. Mr. Woltz noted although they
may like to see something different on this parcel, much of the plan is ten years in
the future and things may change during that time. Mr. McMurray stated the area
may evolve differently than planned, noting it is difficult to predict development in
the future. Mr. Woltz noted the County will continue to see more and more
proposed development which will be difficult because the parcels are not large.
Mr. McMurray made a motion to recommend approval of the request with the
following conditions:
1. The property shall be developed in substantial conformance with the "Ultimate
Shine Car Wash — Electric Road; Wild Partners, Inc. — Concept Plan" prepared
by Mattern & Craig Engineering -Surveyors dated May 8, 2020, subject to any
changes required during the site plan review process.
2. Landscaping on the property shall be in substantial conformance with the
"Ultimate Shine Car Wash -- Electric Road; Wild Partners, Inc. — Landscape
Concept Plan" prepared by Mattern & Craig Engineering -Surveyors dated May
8, 2020, subject to any changes required during the site plan review process.
3. The existing freestanding sign shall be removed. New freestanding signage
shall be limited to one (1) monument style sign not to exceed five (5) feet in
height and seven (7) feet in width with materials to match the building fagade.
The freestanding sign shall not contain any LED, digital faces, or electronic
message boards.
4. The building shall be developed in substantial conformance to the architectural
renderings submitted with the application dated May 8, 2020.
5. The dumpster enclosure shall be constructed with masonry materials and colors
that match those used on the building facade.

Mr. James stated he was a proponent and advocate for the 419 Town Center Plan.
He stated citizens had seven opportunities to provide input regarding the plan. He
noted it is a long range plan. He stated the 419 Town Center is a good plan and
was adopted into the Comprehensive Plan. He stated he does not want to
disregard the adopted plan.
Mr. Thompson called the roll and the motion passed (4-1) with the following vote:

Mr. Thompson stated the Board of Supervisors Public Hearing regarding this
petition will be held on July 28, 2020.
Commissioners' and Staff Comments
Mr. James thanked the citizens that participated in the meeting online and remotely.
Mr. Thompson stated the County is seeking funding to broadcast the Planning
Commission Public Hearings through December, 2020, due to the pandemic.
Final Orders
1. The petition of Western Virginia Regional Industrial Facility Authority to rezone 2.02
acres from R-1, Low Density Residential, District to PTD, Planned Technology
Development, District for the development of the Wood Haven Technology Park,
and to amend a portion (43.72 acres) of the Wood Haven Technology Park Master
Plan, located in the 7800 and 7900 blocks of Wood Haven Road, including 7875
Wood Haven Road, Catawba Magisterial District was approved by the Board of
Supervisors at a Public Hearing on May 26, 2020.
With no further business or comments, Mr. James adjourned the meeting at 8:37
p.m.
