Approval of Minutes Mr. McMurray made a motion to approve the August 4,, 2020 minutes, which passed 3-0- 1, with Mr. Henderson abstaining. Consent Agenda Ms. Dunbar provided a PowerPoint presentation regarding the petition of Engineering Concepts, Inc., including a brief history of the petition, zoning, future land use designation, and conditions. Mr. James inquired about removing the conditions on the property. Ms. Dunbar discussed this issue, noting the petitioner wants to build a church on the property and possibly a church expansion in the future, Mr. James inquired, about property access, Ms,. Dunbar and Mr. Thompson discussed proposed property access. Mr. James inquired about the building design. Ms. Dunbar and the Commissioners discussed the concept plan and the size of the parcel. Mr. Thompson, Ms. Dunbar, and the Commissioners discussed building phases. Mr. Henderson made a motion to approve the consent agenda, which passed 4-0. Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES SEPTEMBER 1, 2020 Oak Grove Center Pian Ms. Howard -DuBois provided an overview of the draft plan sections and study area, including the Introduction, Existing Conditions, Community Engagement, Vision and Principles, Implementation and Recommendations. She reviewed area population and demographics, existing land use, housing, future land use, environment, public facilities and infrastructure, and outreach. She stated 1,325 citizens participated in the study. She discussed the outreach to public schools, stakeholder interviews, and other outreach efforts. She discussed the summary of major needs and suggestions from Engagement Activities, including bicycle lanes, American with Disabilities Act (ADA) compliance, expanding parks and recreation activities, and improve Route 419 traffic congestion. She discussed Vision and Principles including the draft vision and draft principles. She discussed Implementation and Recommendation, including design principles, funding, timing/phasing, communication, accessibility, and adoption of plan. Mr. Thompson, Ms. Howard -DuBois, and the Commissioners discussed engagement to solicit input from public and collaboration with Roanoke City. They discussed the current future land use designations in both Roanoke City and Roanoke County. Mr. Thompson discussed engagement survey questions and results. Mr. Thompson, Ms. Howard -DuBois, and the Commissioners discussed the importance of deciding what they want to see 'in Core use area. Mr. Thompson and the Commissioners discussed the process and timeline of the plan. Zoning Ordinance Amendments Mr. Thompson discussed the status of proposed miscellaneous amendments. He reviewed items which have been discussed and draft language reviewed and approved for changing from the Department of Community Department to the Department of Development Services and the Department of Planning. He discussed changing religious assembly from special use to a permitted use in AG -3 District and changing commercial indoor amusement from a special use to a permitted use in C-2 district. He reviewed items which have been discussed but draft language has not been reviewed or approved, including yard encroachments and wireless communications. Mr. Thompson and the Commissioners discussed additional items to consider for possible amendments, including sight triangles, campgrounds, short-term rentals, temporary construction yards, public self -storage, expansion of home beauty salon to include additional services, allow guidance services as a permitted use in C-1 district, clarify use and design standards for multi -family dwelling in C-1 and C-2 districts, and agricultural subdivisions/private roads. Mr. Thompson and the Commissioners discussed working on the amendments in increments. They discussed developing standards if the use is approved. Mr. Thompson and the Commissioners discussed the timeline for review of the amendments. Citizen Comments There were none. Commissioners' and Staff Comments Staff and Commissioners discussed vacation rental and bed and breakfast uses, Page 2of3 ROANOKE COUNTY PLANNING COMMISSION MINUTES SEPTEMBER 1, 2020 Mr. Thompson stated the Board of Supervisors approved the Hollins Center Plan. He stated the County will be printing copies of the plan which will be made available to property owners in the study area. Mr, Thompson and the Commissioners discussed topics to be discussed at future Planning Commission meetings. Final Orders 1. The petition of MCE Owner Occupied, LLP to obtain a special use permit in a C-1, Low Intensity Commercial, District to allow a multi -family use to account for more than 50 percent of the gross floor area on the site on approximately 1.116 acres, located at 3220 McVitty Road, Windsor Hills Magisterial District was approved by the Board of Supervisors at a Public Hearing on August 25, 2020. 2. The petition of Om Shree Hospitality, LLC to rezone approximately 9.99 acres from AG -1, Agricultural/Rural Low Density, District to C-2, High Intensity Commercial, District for the construction of a hotel/motel/motor lodge, located near the 2700 block of Wildwood Road and the 1700 block of Skyview Road, Catawba Magisterial District was approved by the Board of Supervisors at a Public Hearing on August 25, 2020.
