Work Session
Mr. Bower called the meeting to order at 6:01 pm.,
Approvall of Agenda
Mr. James made a motion to approve the agenda, which passed 5-0.
Zoning Ordinance Amendments
Mr. Henry discussed sight triangles, including definition and description. He discussed
private streets and commercial entrances. He reviewed Section 30-92-6 requirements
for a median section. He reviewed sight triangles at driveways, family homes, and
commercial entrances. He reviewed examples of sight triangles which are in other
localities. Mr. Henry and the Commissioners discussed topography issues within the
County. They discussed current VDOT standards for sight distance. They discussed
lower density in rural areas, issues regarding regulations of state roads, and parking
areas. They discussed that some driveways would be grandfathered. They discussed
triangles being used in high speed areas but not low speed areas. They discussed the
definition of driveway, noting entrances to commercial properties would be governed by
VDOT. Ms. James and the Commissioners discussed safety and visibility, noting most
businesses want to comply. They discussed landscaping issues and regulations
regarding sight distance, including the Iheight of vegetation required for buffering at
ingress and egress. They discussed enforcement of sight distance issues. Ms. James,
Mr. Henry, and the Commissioners discussed revising the use and design standards
regarding landscaping requirements, including landscaping in parking lots. They
discussed public and private road requirements.
Mr. Thompson and the Commissioners reviewed other amendments including making the
rezoning procedure consistent with the special use procedure. They discussed
regulations regarding commercial vehicles. They discussed other temporary uses, cell

towers, and major utilities. They discussed district standards, use and design standards,
parking standards, signs, and sight triangles. They discussed reviewing other portions of
the Zoning Ordinance, Subdivision Ordinance, and Use and Design Handbook for
possible revisions.
Mr. Henderson made a motion to move forward with the Zoning Ordinance revision
process, which passed 5-0.
Planning Commission's 2020 Annual Report
Ms. Newcomb provided a brief overview of the report contents, including Planning
Commission actions, awards and certifications, zoning, long range planning,
transportation, and staff project highlights. Ms. Newcomb, Mr. Thompson, and the
Commissioners discussed the timeline of the report. They discussed status of future
projects.
The consensus of the Commissioners was to forward the 2020 Annual Report to the
Board of Supervisors.
Planning Commission's 2021 Work Plan
Mr. Thompson provided a brief overview of the work pian history and process. He
reviewed the draft work plan, including the introduction statement, planning studies,
zoning ordinance/code amendments, other projects, and the work plan timetable. He
discussed plans to update the Comprehensive Plan, including creating the vision
statement to have five community wide vision statements with goals and objectives. He
discussed the eleven community planning areas of the County. Mr. Thompson and the
Commissioners discussed the layout, process, and timeline for the revised
Comprehensive Plan. Mr. Thompson and the Commissioners discussed economic
development and transportation projects.
Mr. Thompson stated staff will bring the completed work plan to the Commissioners for
their final review and adoption at the February 2, 2021 Planning Commission meeting.

There were none.
Commissioners' and Staff Comments
Mr. Bower requested that district tours be added to the 2021 Work Plan to look at land
use and zoning. Mr. Thompson and the Commissioners discussed this issue.
Mr. James suggested reviewing each area plan every ten years. Mr. Thompson and the
Commissioners discussed this issue.
Mr. Thompson discussed upcoming petitions and public hearings.
Mr. Thompson stated future Planning Commission Work Sessions will be held in the 3rd
floor conference room.
Ms. Lower provided an update regarding litigation involving the Board of Zoning Appeals.

With no further business or comments, Mr. Bower adjourned the meeting at 8:19 p.m.
