Work Session
Mr. Bower called the meeting to order at 6:08 p.m.
Approval of Agenda
Mr., Henderson made a motion to approve the agenda, which passed 5-0.
Approval of Minutes
Mr. Woltz made a motion to approve the February 2, 2021 minutes and February 16, 2021
minutes, which passed 5-0.
Consent Agenda
There are no items scheduled for public hearing on May 4, 2021.
Zoning Ordinance Amendments
Mr. Thompson provided an overview of the proposed amendments, including home
occupation use and design standards, drive-thru bypass lane, and future work items.
Ms. Dunbar discussed minimum and maximum square, footage for Type I and Type 11:
home occupation uses. Ms. Dunbar and the Commissioners discussed accessory
structures, daily and weekly customer visits, and combining both use types. They
discussed use and design standards regarding the maximum area permitted. The
consensus of the Commissioners for home occupation is to allow use of 10 percent of the
finished floor space or 250 square feet, whichever is greater. Ms. Dunbar, Mr. Thompson
and the Commissioners discussed allowing home occupation use within the principal and
accessory structure without requiring a special use permit. Ms. Dunbar and the

Commissioners discussed Type II home occupation standards. The consensus of the
Commission was to have the maximum floor area permitted be 25 percent of the finished
floor area of the dwelling unit or 500 square feet, whichever is greater. They discussed
that the home occupation shall be conducted entirely within the interior of the principal
residential structure or within an accessory structure located on the property for both Type
and Type II home occupation uses. The consensus of the Commission was to move
forward with the amendment as discussed.
Ms. James discussed shopping center signage, including definitions, use and design
standards, and various types of signage. Ms. James and the Commissioners discussed
the definition of shopping center and expanding the definition. They discussed calculating
square footage of allowable signage. Mr. Thompson and the Commissioners discussed
multi -family apartments in C-1 and C-2 zoning districts, noting there are no height
limitations in C-2 zoning districts. Ms. James, Mr. Thompson, and the Commissioners
discussed the need for a long term vision. They discussed keeping the definition broad.
They discussed creating an overlay for the town centers in the future. They discussed
basing signage allowances on road frontage and zoning districts. They discussed
signage regulations for corner lot parcels and calculating allowable signage for corner
lots. They discussed options if maximum signage allowance has been reached. They
discussed short and long term issues regarding signage. Mr. Thompson noted proffers
overrule other signage regulations. The consensus of the Commission was to move
forward with the amendment as discussed.
Mr. Crawford discussed current shared parking regulations. He reviewed the parking
study requirements. Mr. Crawford and the Commissioners discussed requirements for a
reduction in the number of spaces, materials applicants must submit supporting reduction
of parking spaces, and allowing Zoning Administrator to request a parking study or
additional materials to support a reduction in parking spaces. They reviewed parking
study requirements in other localities. Mr. Crawford discussed potential amendments to
the location of offsite shared parking facilities, including current language regarding
location of offsite shared parking facilities and discontinuation of shared parking
arrangements. Mr. Crawford and the Commissioners discussed expanding the maximum
distance allowed between offsite shared parking facilities and uses they serve. They
discussed examples of location of offsite shared parking facilities in other localities. They
discussed the percentage of spaces which can be shared spaces to meet parking
requirements. They discussed the importance of allowing flexibility for the Zoning
Administrator to make a determination if needed. The consensus of the Commission was
to move forward with the amendment as discussed.
Mr. Henry discussed sight triangles in parking areas. He discussed amendments to the
use and design standards regarding landscaped medians, including preserving sight
distance as determined by the Zoning Administrator. Staff and the Commissioners
discussed parking space requirements. The consensus of the Commission was to amend
the use and design standards as discussed.
Mr. Thompson discussed allowing agritourism as a permitted use in industrial zoning
districts. Mr. Thompson and the Commissioners discussed this issue. The consensus of

the Commissioners was to allow agritourism in 1-1 and 1-2 zoning districts, noting the
principal use of the property must be agriculture.
Transportation Update
Ms. Cronise provided a PowerPoint presentation, including a SMART Scale update,
projects nearing construction, other active projects, and project scoping. She provided
updates on Round 1 applications submitted in 2015, and awarded in 2016, including 1-81
widening from Exit 143 to Exit 141 northbound, Lila Drive/Route 115 intersection safety
improvements, Route 419 widening and safety improvements, and Route 311/Route 419
intersection safety and congestion improvements. She reviewed Round 2 applications
submitted in 2016 and awarded in 2017, including Route 419 and Route 221 adaptive
signal control, 1-81 widening from Exit 143 to Exit 141 southbound, Plantation Road
bicycle, pedestrian and streetscape improvements (Phase 2), and West Main Street
pedestrian improvements (Phase 2). She discussed Round 3 applications submitted
2018 and awarded in 2019, including Route 419/Route 220 diverging diamond
interchange, and Williamson Road pedestrian improvements. She discussed SMART
Scale Round 4 applications submitted in 2020, including Route 460 intersections from
Carson Road to Huntridge Road, Starkey Road/Buck Mountain Road intersection
improvements, Valleypointe Parkway realignment, Route 460 at West Ruritan Road
intersection improvements, and Route 419 streetscape improvements (Phase 2). She
discussed unsuccessful SMART Scale applications, including Route 460 at Alternate
Route 220 intersection improvements, 1-581, Exit 2 (Peters Creek Road) interchange
improvements. Ms. Cronise and the Commissioners reviewed lessons learned during
SMART Scale Round 4. They discussed the future steps regarding applications.
Ms. Cronise and the Commissioners discussed the 1-81 corridor improvement plan,
Fallowater Lane Extension, Williamson road sidewalk from Peters Creek to North
Roanoke Assisted Living, and Oak Grove streetscape improvements. Ms. Cronise stated
VDOT will be holding a Virtual Design Public Hearing at 5:00 p.m. on April 21, 2021,
regarding Route 220 arterial preservation program and signalization improvements study.
Ms. Cronise provided a construction status update regarding the Roanoke River
Greenway. She discussed project scoping for future applications. She reviewed plans
regarding the Route 460/Challenger Avenue study, Oak Grove pedestrian improvements,
Waldrond Drive multimodal improvements, and Glade Creek Greenway through Vineyard
Park West. Ms. Cronise and the Commissioners discussed funding changes and issues.
Citizen Comments
There were none.
Commissioners' and Staff Comments
Mr. Thompson discussed the status of the Oak Grove Center Plan. He stated Roanoke
City Council voted to amend the City Plan 2040 to include the Oak Grove Center Plan on
March 15, 2021. He stated Roanoke County Board of Supervisors held a public hearing
on March 23, 2021, voting to adopt the plan. He stated copies of the plan will be printed
and mailed to those in the study area district.

Mr. Thompson provided an overview of the meeting which was held remotely via Zoom
on March 18, 2021, to discuss the status of the Western Virginia Regional Industrial
Facility Authority (WRIFA) development on Wood Haven Road.
Mr. Thompson and the Commissioners discussed topics for upcoming meetings.
Mr. Thompson noted there are no public hearings scheduled for May 4, 2021. Mr. Woltz
made a motion to cancel the May 4, 2021 Planning Commission meeting, which passed
4-0.
Mr. Thompson stated a community meeting will be held at 6:00 p.m. on April 15, 2021, at
Mason Cove Elementary School, to discuss operational changes of the Roanoke Valley
Resource Authority.
Mr. Thompson stated a State of the Corridor video is being planned for April 19, 2021, for
the Route 419 area. He stated that the video would provide updates on several projects.
With no further business or comments, Mr. Bower adjourned the meeting at 8:09 p.m.
