Work Session
Mr. Bower called the meeting to order at 6:09 p.m.
Approval of Agenda
Mr. Henderson made motion to approve the agenda, which passed 5-01.
Approval of Consent Agenda
Ms. Dunbar provided a PowerPoint presentation regarding the petition of Secure Store,
LLC, including a brief overview of the petition. She reviewed the current zoning, proposed
zoning, concept plan, and signage rendering. Mr. 'Thompson, Ms. Dunbar, and the
Commissioners discussed the history of the property, stormwater management, lighting,
buffering, and property access.
Mr. Henderson made a motion to approve the consent agenda, which passed 5-0,
Zoning Ordinance Amendments
Ms. Lower discussed the changes which were adopted by the Board of Supervisors
regarding the special use permit portion of Section 30-19, She provided an overview of
the proposed amendments which would amend the rezoning regulations in order provide
consistency within the Zoning Ordinance and the State Code. Mr. Thompson and the
Commissioners reviewed the current rezoning process for individual rezoning requests.,
They discussed regulations regarding comprehensive rezonings of more than twenty-five
properties, noting the proposed amendment does not apply to comprehensive rezonings,

Ms. James provided a PowerPoint presentation regarding slaughterhouse/food
processing, including regulations regarding this use in other jurisdictions. She reviewed
the existing definition and regulations for meat packing use. Mr. Thompson discussed
that Planned Technology District (PTD) regulations are created specifically for a certain
district. Ms. James discussed the amendments, including clarifying the industry Type
definition to include food, food items, and processing, deleting existing meat packing and
related industries definition, creating a definition for slaughterhouse, and amend Article
III to replace meat packing with slaughterhouse. Ms. James and the Commissioners
discussed regulations for this use in industrial zoning. They discussed regulation and
operation of slaughterhouses in other localities, including processing byproducts from
this use. They discussed whether or not to allow this use in agricultural areas of the
County. Mr. Thompson noted more research would be needed to determine if this use is
appropriate in agricultural zoning.
Mr. Crawford provided a PowerPoint presentation regarding shared parking text
amendment. The consensus of the Commission was for required spaces to be within 750
feet from the closest parking space in the parking lot which is to be used. They discussed
consistency within the ordinance. They discussed adding a notice provision when the
conditions for shared parking become null and void and the shared parking arrangement
is discontinued, They discussed removing the requirement for a parking study. They
discussed allowing the Zoning. Administrator flexibility to require additional materials when
needed to make a determination regarding parking. The consensus of the Commission
was to move forward with the amendment as discussed.
Mr. Henry provided a PowerPoint presentation regarding minimum parking standards,
including the need to simplify, update, and increase flexibility of parking standards. He
reviewed excerpts from the minimum parking table including Schedule A and Schedule
B. He discussed ways to simplify the standards, including removing uses for which there
is no requirement, add uses to Schedule A and Schedule B, and consolidate standards
into fewer groups. Mr. Henry, Mr. Thompson, and the Commissioners discussed ways to
simplify the standards. They discussed parking regulations of other localities. Mr. Henry
and the Commissioners discussed updating the regulations by adding uses not currently
in the table, adjusting parking requirements for specific uses, adding a parking maximum,
and implementing requirements for certain zoning districts. Mr. Henry, Mr. Thompson,
and the Commissioners discussed adding flexibility to the requirements by allowing the
Zoning Administrator to reduce minimum parking requirements when needed. They also
discussed adding uses to Schedule B. The consensus of the Commission was to have
staff explore options for simplifying, updating, and adding flexibility to the parking table.
Ms. James discussed a request received regarding grooming dogs as a permitted home
occupation use. She stated this use is currently under commercial kennel. Ms. James,
Mr. Thompson, and the Commissioners discussed professional standards, noise, and
number of dogs allowed. Ms. James stated staff will bring this issue back to the
Commission for future discussion.

Commissioners' and Staff Comments
Mr. Thompson reminded the Commissioners to complete the online Security Awareness
Training.
Mr. Thompson provided an update regarding the State of the Corridor held on April 19,
2021, for the Route 419 area.
Mr. Thompson stated VDOT will be conducting a virtual Design Public Hearing for the
proposed Route 220 Corridor Intersection Improvement projects starting at 5:00 pm. on
April 2l,2021. He stated information regarding this meeting can be found at the following

Mr. Thompson provided an update on the community meeting which was held on April
15, 2021, regarding operational changes at the Roanoke Valley Resource Authority.
Mr. Thompson stated a community meeting will be held at 6:30 p.m. on May 20, 2021, at
the Fire and Rescue Training Center to discuss issues regarding Timberview Road.
Mr. Thompson noted the May 4, 2021 Planning Commission meeting has been, canceled.
Mr. Thompson, stated a memorial service will be held on May 8, 2021, at Second
Presbyterian Church to honor the life of Ruth, Ellen Kuhnel, Roanoke County Attorney.
With no further business or comments, Mr. Bower adjourned the meeting at 8:10 p.m.
