WORK SESSION:
Ms. Hooker called the work session to order at 4:00 p.m.
Approval of Agenda
Mr. McNeil made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Ms. Hooker moved to approve the minutes as amended of January 8. 2009. and January 20,
2OO9. which passed 4-O.
Approval of Consent Agenda
Mr. McNeil made a motion to approve the consent agenda. The motion passed 4-0.
Commissioner and Staff Comments
Mr. Thompson announced that the Board of Supervisors and Planning Commission will have 8
JOiDtVVD[kSe8SiDD OD March 17 2008. at 6:00 p.m. to di8CUSS the proposed Wolf Creek, Inc.
PR[}amendments. He reviewed the timeline for the design handbook revisions.
With no further comments, Ms. Hooker adjourned the work session at4:41p.m. for site viewing.
EVENING SESSION:
Ms. Hooker called the Public Hearing to order Ed7:O1 p.m. Mr. McNeil gave the invocation and
led the pledge of allegiance.

Hooker inquired about the traffic analysis. M[. B88Rj deferred the question tO the consulting

Road and Route 419. M[. /\ndH[GOO explained the /eV8| of service ratings are from "A through
"F." OOUDg this iDtH[S8CtiOO CO[[eDt|y has an "F" rating. Mr. Azar inquired about GigD8ge noting

both Hollins and Masons Cove would provide coverage tOthe area since the boundary for these

Mr. Beard affirmed 8 special use permit would require 8 separate application.
Mr. Dan Layman, Esquire, spoke representing the petitioner. He introduced Mr. John HouchiO
EUVV8nd ROS8 Properties, Inc., and K4[. P8U| /\DdenSOD, QoDSU|tiOA engineer from /\EC{}M. M[
Layman provided a brief history of the petition. He St@1Bd the f8rDi|V OVVOed bUSiD8GS. which
began iD1021 also owns GUDSC@peApartments.
K4[. HOUChiO provided 8 powerpoint p[8SeOt8tk}O of the proposed development. He stated the
topography of the site is desirable for the QOn6t[VCtiDO of the 8p3dDleOt complex. He discussed
the B0eDiUeS and 8CC8SSibi|ih/ of the proposed development. He discussed property vistas,
maintenance, public utilities, bUffB[iDg and lighting. He discussed incorporating natural
GtO[OOVV3ter d[8iD8gH with detention @Fe8S. He stated 8 hOrD8OVVDg[8' B8SOCi@UOD will be
developed after CO0p|etiOD of the CO0p|eX. Ms. Hooker lDqUi[8d about use of the C|UbhOU88.
Mr. HOUChiD stated the clubhouse will not be |g8S8d to DDO-|88SehD|deF8. MG. HOOk8[ inquired
about maintenance staffing. K4[. HOUChiO discussed proposed hOU[S, DoUDQ 24 hour on-call
service VVOU/d be 8V8i|8b|H. He stated the C8f6 VVDU|d be self-service. MG. HODk8[ inquired

stocked with fish. M[ Azar inquired about trash CO||8CtiOn. Mr. HOUChiD stated although
centralized trash compactors are preferred, trash FeC8pt8d8S have not been added tn the site
plan. He diGCUSS8d p|8DS to iDSt@|| 3 centralized nO8i| kiosk for residents. Mr. Azar inquired
about conference rOODl use and short term use Dfapartments. M[. HOUChiD stated they p|8O to
have COrpOn8tg leasing of some units which would be [8DLed by 3 rd party temporary residents.
He stated corporate units VVDUld house employees while they are in the area for training. He
also stated they may provide 8 C0DVeOi8Oc8 unit for F8Sid8OtS to lease for out of town QU8StS.
K4[ F<8dfOnd inquired about build-out OO the pnDp8dv. K4[ HOUchiO stated the p8UUOD8[
specializes in multi-family developments. HB stated the C00DlerCi8| area would be dependent
UpOD the market. M[. Radford COOOOleDted on the 8b8eOCH Of environmentally friendly lighting.
K4[. HOUChiD stated his company iS sensitive tOthe environment and Op8D to suggestions. He
stated they p|@D to meet or exceed requirements regarding lighting iS8U8S VVhi|8 providing 8
S@f8 and cODlfOrt8b|8 environment for the [8Sid8DtS. M[. J8[[e|| inquired about the OUOObe[ of
CO[pO[Bte 8padrD8DtG which will be 8V8i|8b|e. M[ HOuChiO stated Bpp[DXiOl8t8|y 10% Of the
apartments would be COrpO[8t8 leases. He discussed the details of corporate |88SiOg.
M[. Pau! AOd8[SVO reviewed the Traffic |Dlp8Ct AO3|yGiG (T|/\). He Gt8[8d the study iOVO|V8d
eight iDt8cSediOn3 which were rated from /\— F based OD the delay of traffic at the intersection.

He stated the left turn lane at intersection 3, westbound Route 419 and Cove Road, received a
grade of D. He suggested providing a right turn lane separate from the left turning movement
onto Route 419 from Cove Road. Ms. Hooker noted the absence of a proffered condition for
the addition of a turn lane. Mr. Azar inquired about impacts to traffic when commercial property
is developed. Mr. Anderson discussed VDOT requirements. He suggested establishing the
Cove Road to Route 419 right turn lane early in the construction process. Mr. Radford
expressed concern regarding increased traffic and the close proximity to the 1-81 exit ramp. Mr.
Anderson stated that although more distance between intersections would be preferable, on this
project they will need to work with existing roads. Mr. Jarrell asked if the turn lanes would
improve the T" rating. Mr. Anderson stated the rating would remain the same with the
improvement. Ms. Hooker inquired about the adequacy of other turning lanes. Mr. Anderson
stated they are barely adequate.
Mr. Layman discussed VDCIT's procedures and construction requirements. He stated it was
critical to keep costs down. He discussed fire & rescue coverage. He stated the petitioner
does not want to limit signage within the commercial portion of the property. Mr. Azar
expressed concern the commercial signage would impact apartment residents. Ms. Hooker
inquired about the construction of the turning lane. Mr. Layman stated the petitioner will need
budget parameters. Mr. Azar inquired about improvements to other intersections. Mr. Layman
stated they do not plan to provide improvements to other intersections within the traffic impact
analysis.
Ms. Cindee Garst Hensley, 6043 Cove Road, expressed concern regarding stormwater runoff,
damage to existing wells, septic systems, and excessive traffic and accidents. She stated her
father owns adjoining property.
Mr. R. Gary Ronk, 6247 Cove Road, stated he has lived in his current residence 30 years. He
expressed concern regarding increased traffic interfering with 1-81 traffic entering and exiting
nearby ramps. He expressed concern the project is on a blind curve, He stated emergency
vehicles currently travel at a high rate of speed on Cove Road.
Mr. Pete Bain, 5626 Plain View Avenue, expressed concern regarding increased traffic,
especially near Greenridge Baptist Church. He also discussed vehicle stacking and decreased
sight distance at intersections.
Mr. Greg Rhodes, 3361 Green Ridge Road, expressed concern regarding safety, noting traffic
will double in volume within five years due to increased development. He stated Cove Road is
primarily residential and not commercial.
Mr. Larry Conner, Jr., 5990 Cove Road, stated impacts from increased traffic should be
assessed. He expressed concern regarding the low ratings of the surrounding intersections
with increased traffic.
Robert Hardy, 5710 Cove Road, stated the intersection at Greenridge Baptist Church is
congested. He expressed concern regarding the pedestrian and vehicle safety along Cove
Road.
Robin Louthen, 6120 Roberta Road, stated the proposed use is inappropriate for this property.
He stated it will change the feel of the area.
