Ms. Hooker called the work session to order at 4:02 p.m.
Approval of Agenda
Mr. Jarrell made 8 motion tO approve the agenda, which passed 5-U.
Approval of Minutes
Mr. Azar moved tD approve the minutes aS amended Of April 7 passed 5-0.
Approval of Consent Agenda
There were OO items for the Consent Agenda.

staff has requested additional detailed information which has delayed the petition.

Ms. Hooker called the Public Hearing b} order st 7:00 p.m. Mr. Jarre gave the invocation and
led the pledge of allegiance.
The petition of Anne Johnston to obtain 8Special Use Permit iD8R-1 �

K4G. ADlGmd8 MicklOVV presented the staff report to the CODlnOisSk}Derg, not the
petitioner will limit the number Ofdogs to the existing four dogs. MG. HOOk8[ expressed
CDDC8Dl regarding the dogs and their proximity tO the Woodbridge neighborhood. Mr.
ThO0p8OD discussed the definition Of multiple dog permit. Mr. McNeil discussed the
difficulty Of enforcement if the permit iG limited tD specific dogs. Mr. Azar inquired about
the currently fenced @[e3. MS. MiCh|OVYstated two of the four dogs go outside and two
are inside only.

Ms. Becky Mahoney presented the staff re to the commissioners, discussing the
proposed fence |iD8 barn /OC8bOD and number of horses requested hv '

M[ /\Z8[ inquired about the use of electrical fencing. K4G. Smith stated they plan to use
high t8DSi|8 and electric fencing. She stated they will keep the fence 5-10 feet off Ofthe
property line. Mr. Azar expressed C0OCeFD regarding electrical fencing since neighbors
will be permitted to walk 8rOUOd the perimeter of the property. He suggested adding G
condition diS8)|OVViDg electrical fencing. K4S. Hooker noted the area i8 very secluded
with few neighbors having access tO the property. She also stated the fence would h8

set inside the property line. Mr. McNeil stated the fence will also be marked and is
appropriate for the use of the property.
Ms. Hooker moved to approve the petition, including the suggested condition, with a
favorable recommendation to the Board of Supervisors.

3. The petition of Timothy and Angela Ramsay to obtain a Special Use Permit in a R-11,
Low Density Residential, District to operate a private stable on 8.16 acres, located at
1718 Mayfield Drive, Vinton Magisterial District.
Mr. Tim Beard presented the staff report to the commissioners, reviewing the history of
the property and zoning designations of the surrounding area, Mr. Azar requested the
unlicensed vehicle on the property be removed to bring the property into compliance and
for the protection of the horses. Mr. Beard discussed the code violations. Mr.
Obenshain stated the violation can be enforced by the current ordinance. Mr. McNeil
inquired about the number of horses on the property. Mr. Beard stated the petitioner is
requesting four but staff recommends no more than two.
Mr. Tim Ramsay, spoke regarding the petition. Mr. Azar reviewed the zoning history of
the property noting horses were allowed prior to 1993 and would be an appropriate use
now. Mr. McNeil and Mr. Radford concurred. Mr. Jarrell suggested the code violation
be handled separately since the code already covers this issue. Mr. Ramsay discussed
fencing of the area, noting they do not plan to have electrical fencing.
Mr. Azar moved to approve the petition, including all suggested conditions, with a
favorable recommendation to the Board of Supervisors.

4. The petition of Sam L. Hardy, Jr. and Mercedes P. Hardy to rezone approximately 81.81
acres from PRD, Planned Residential Development, District to AR,
Agricultural/Residential, District for the purpose of constructing single family residential
dwellings on large acreage tracts of approximately 66.3 acres and 15.5 acres, located at
the 7800 Block of Whistler Drive, Windsor Hills Magisterial District.
Mr. Chris Patriarca presented the staff report to the commissioners, reviewing the history
of the PRD and surrounding zoning designations. He discussed acreage included in this
request, noting a portion not owned by him will remain PRD. Mr. Radford inquired
about the uses of the remaining parcel zoned as PRD. Mr. Obenshain and Mr.
Patriarca discussed potential uses and density. Mr. Patriarca stated one house is
currently allowed on the parcel by right. He stated any other density request would

require county approval. M[. McNeil inquired about original site plan. M[ PGth8[C8

5. The petition of the Roanoke County Public Schools to obtain a Special Use Permit in a

existing school on 9.4 acres, located at 3244 and 3250 Mount Pleasant Boulevard,
Vinton Magisterial District.
Ms. Nicole Gi/keson presented the staff report to the commissioners, noting the request
is in C0OfO0O3DC8 with the CODlpFBh8DSiv8 Plan. M[ McNeil inquired about VY8te[
8V8i|8bi|ib/. M[ (Si|heSOD discussed water and sewer options. M[. Radford inquired
about g[eeOVY8yconnections and deeded easements. Ms. Gi|keGDO stated this issue is
suggested iD the Mount Pleasant Comprehensive Plan.
M[ Chris Lowe Spoke representing the Roanoke County Schools. He discussed water
and SeVV8r 8V@i|8bi|ifv and pnOpoS8|G. M[. &4CNGi| inquired if water would be 8V8i|2h|e for
all properties in the Mount Pleasant area. K4[ Lowe discussed this issue. M[ Azar
complimented the site plan design and improved safety measures for the children.
