Approval of Minutes Mr. McNeil moved to approve the minutes of August 18, 2009, which passed 4-0-1, with Mr. Azar abstaining. Approval of Consent Agenda Mr. Patriarca provided a brief summary and PowerPoint presentation of Fralin S P, LLC rezoning request. He reviewed the site plan of proposed development and proffered conditions. He announced that a Community Meeting will be held at 6:30 p.m. on September 17, 2009, at Northside Middle School. Mr. Jarrell expressed concern regarding potential traffic issues on Nover Road. Mr. Patriarca stated he will address the traffic concerns with VDOT. Mr. Radford expressed concern regarding traffic safety. Mr. McNeil inquired allowable density in R-3 and R-4 zoning. Mr. Patriarca and Mr. Thompson discussed density issues and requirements in both zoning areas. Mr. Murphy discussed zoning ordinance regulations. Mr. Azar inquired about the traffic impact analysis submitted by the petitioner. Mr. Patriarca stated the TIA has been forwarded to VDOT. Ms. Pendleton provided a PowerPoint presentation of StellarOne Bank and Bonsack Baptist Church Trustees rezoning request. The proposed adoption of the Roanoke County Design Handbook. The proposed Design Handbook provides recommendations for and illustrates zoning, development, and design concepts, and other standards and regulations. The proposed Design Handbook covers issues concerning site design, landscaping, transportation, and other features was approved by the Board of Supervisors at the Public Hearing on May 26, 2009.
