WORK SESSION:
Ms. Hooker called the work session to order at 6:07 p.m.
Approval of Agenda
Mr. Azar made a motion to approve the agenda, which passed 4-0.
Zoning Ordinance Amendments
Mr. Murphy provided a brief overview and PowerPoint presentation regarding proposed
revisions, noting some changes were made in response to Hurricane Katrina. He discussed
definitions including buffering, lighting, undeveloped land, and alleys. He proposed changing
gasoline station to fuel center and revising drive-in/ fast food restaurants, and salvage services.
He discussed C-1 and C-2 zoning setbacks. Mr. Thompson stated engineering staff will be
involved in stormwater revisions. Mr. Murphy discussed use and design standards. He stated
more work sessions will be held to discuss the proposed revisions. Mr. Murphy stated staff will
be contacting other localities regarding revision issues. Mr. Jarrell suggested contacting
Harrisonburg and Mr. Obenshain suggested contacting Fredericksburg. Ms. Hooker inquired
about detached trailers regulations. Mr. Murphy discussed regulations regarding this issue. Mr.
Murphy stated more research will be conducted and additional work sessions will be held to
provide more information to the commission.
Commissioner and Staff Comments
Mr. Thompson presented the revised Planning Commission Bylaws. Mr. Jarrell made a motion
to approve the Planning Commission Bylaws, which passed 5-0
Mr. Thompson discussed proposed meeting dates. Mr. Jarrell made a motion to approve the
2010 Planning Commission meeting dates, which passed 5-0.
With no further comments, Ms. Hooker adjourned the work session at 6:50 p.m.

Ms. Hooker called the Public Hearing to order at 7:02 p.m. Mr. Jarrell gave the invocation and
led the pledge of allegiance.

this petition since the property has not been subdivided. Mr. HODli||8[GtGted Wal-Mart
currently owns the back p8[Ce|8 but would be /Dt8[eSt8d in having OD-p[8OliSeG)gnag8
approved in order to market the property. M[. McNeil requested S|8[ifiC8UOD of the
property ownership. M[. HO0[||8r affirmed the property i8 currently QVVOed by the

Mr. Harry Norris, 5346 Amanda Lane, stated h8 has resided at his current address for 32

and layout. He discussed the importance of doing what is best for the c0DlDOultv of

M[ Chris Alouf 5160 Singing Hills Road expressed concern regarding p roposed
8/AO8g88Dd color changes. He stated landscaping was included and 8Q[88d upon in
the O[igiO8| proffers. He requested the petition be U3qUiF8d to be in substantial
conformity to the concept plan.
M[ Jarrell expressed CODC8Ol regarding SigO8g8 li OOL being in conformance with
lighting r8gU|8UDOS. K48. Hooker asked staff about lighting and subdivision of property.
Ms. Blankenship stated the sign would b� 2O tBSL from the O8LU[Gl grade. She state ~

nationwide.
Mr. Thompson discussed substantial and general conformity regarding the building color
scheme request and architectural plans, explaining the architecture iS not changing. K8C

with the intent Of the [|V[)0. Mr. Thompson reviewed the design and colors Of the sign.
M[. W1Ch]8i| noted the total sign height would be the 8808 if area was filled in and actual
sign height stayed the G8[Ue. M[. HO0i||8FStGted the petitioner agrees to 8 18X2Ufoot

commissioners discussed the procedure regarding multiple motions.
M[ McNeil made @ motion to recommend approval of the petition with amended
condition #2 to the Board of Supervisors to read as follows:

Mr. Thompson called the roll and the motion was approved (5-0) with the following vote:

Mr, McNeil made a motion to recommend approval of the petition with amended
condition #5 to the Board of Supervisors to read as follows:
5. All freestanding signs shall be monument style signs, and such signs, exclusive of
the sign panels to be installed thereon, shall be constructed with materials and
colors that match the buildings, per the architectural plans prepared by Perkowitz &
Ruth, dated September 30, 2009, entitled V1301-02 Roanoke, VA Exterior
Elevations - Proposed Color Scheme". The tenant sign panels shall have a white
background.
Mr. Thompson called the roll and the motion was approved (4-1) with the following vote:
AYES: Hooker, Azar, McNeil, Radford
NAYES: Jarrell
ABSTAIN: None
Mr. McNeil made a motion to recommend approval of a new condition #10 regarding
signage which would allow a 18' x 20' sign to the Board of Supervisors.
Mr. Thompson called the roll and the motion failed (2-3) with the following vote:
AYES: McNeil, Radford
NAYES: Hooker, Jarrell, Azar
ABSTAIN: None
Mr. Azar made a substitute motion to recommend approval of a new condition #10 which
would allow a 14'x 20' sign to the Board of Supervisors.
Mr. Thompson called the roll and the motion was approved (4-1) with the following vote:
AYES: Hooker, Jarrell, Azar, Radford
NAYES: McNeil
ABSTAIN: None
