Motion passed 5-0. Briefings: 1. Residential Pattern Book Ms. Mills showed a PowerPoint presentation on Roanoke City's newly developed Residential Pattern Book. There are forty-three (43) neighborhoods in the city. Approximately two-thirds of the neighborhoods are in the Neighborhood Design District or under some type of design regulations. The book is a tool to assist in creating comparable building designs in existing neighborhoods. She distributed cards with information for accessing the book online. 2. Route 419 Multi-Modal Plan Mr. Gilmer presented the Route 419 Multi-Modal Transportation Plan being conducted by the Roanoke Valley Alleghany Regional Commission (RVARC). The project is being sponsored by the Roanoke Valley Area Metropolitan Planning Organization (RVAMPO), the Virginia Department of Transportation (VDOT), Roanoke County, and the Cities of Salem and Roanoke. A Synchro model will be created to simulate traffic along the corridor. Topics of discussion included the possibilities of a dedicated Valley Metro route and a Park-N-Ride for commuters, as well as forecasting future traffic volumes and bicycle and pedestrian mobility. The public will be involved via workshops, focus groups, and public hearings. Mr. Gilmer reviewed a tentative schedule of tasks for the project. 3. Vinton Area Corridors Plan Ms. Blankenship gave a brief overview of the Vinton Area Corridors Plan being conducted jointly with the Town of Vinton. The county and Town of Vinton will collaborate with Valley Metro and look at ways (i.e. improved signage) to bring commuters into the downtown Vinton area. There was discussion of the considerable amount of potential for the area. Ms. Blankenship displayed a map indicating the study corridors. She described the scope and schedule of the plan. Two community meetings are scheduled on January 29, 2009, to be held at the Vinton War Memorial and another is planned for late March. A survey is being conducted through the end of February. Completion and adoption of the plan is anticipated for late spring to early summer of this year. Other Topics of Discussion The Roanoke City Planning Commissioners asked the county commissioners if they would be interested in participating in study groups for city projects. This is a topic they will be discussing with Roanoke City Council at a joint work session. They feel study groups should be open to other jurisdictions and wish to reach out to other commissions for input. The county commissioners were receptive to the idea. Roanoke City's commission discussed creating regulations for wind turbines, which they hope to implement in 2009. There is a proposal to use wind energy for a new stadium to Page 2 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES JANUARY 20, 2009 be built at William Fleming High School. The stadium would be the first in the country of this type. There was discussion of a date for the next joint meeting. The intention is for the county to host one in the winter months and the city in the summer months to better accommodate schedules of the commissioners. Staff will coordinate these meetings. A possible date for the next meeting is July 10, 2009, to be hosted by Roanoke City. Other Comments Both commissions voiced their appreciation of their willingness to work together.
