Board Roll Call:
Ms. Holton called the roll for Board of Supervisors. All members were present.
Approval of Agenda
Mr. McNeil moved to approve the agenda. Motion passed 3-0.
Wolf Creek, Inc.
Ms. Megan Cronise conducted a powerpoint presentation during which she provided a
brief history, timeline, and overview of the proposed amendments to the Planned
Residential Development (PRD). She stated Wolf Creek was the county's first
approved PRD. She briefly discussed the complaint and settlement agreements. She
stated an updated amendment proposal was submitted on February 6, 2009, regarding
additional changes to amenities. Mr. Radford commented on various paver options
and maintenance of the surfaces. Mr. McNeil stated cost of materials and installation
will need to be considered. Ms. Moore discussed landscaping maintenance.
Ms. Cronise discussed the development of a homeowners' association to maintain the
landscaping in perpetuity. She discussed open space amenity plans. She reviewed
the proposed deletions of the original plan. She reviewed the 2001 and 2009 design
guidelines. Mr. Altizer discussed the importance of development timelines and
insuring proffers would be enforceable. Mr. Flora stated enforcement by staff is
critically important. Mr. McNeil discussed the responsibility of the county to
incorporate standards and regulations into the ordinance; however, the developers have
a responsibility to follow the standards. Mr. Mahoney discussed the importance of
implementing and enforcing proffers. He discussed measures available which would
better guarantee compliance. Mr. Covey discussed the implementation of
maintenance and performance bonds. Mr. McNamara noted both the application and
enforcement of proffers have improved over the years. Mr. Mahoney stated the
proposed amendments are a compromise between the developers, residents, and staff.
Mr. McNeil inquired about governing the design guidelines. Ms. Cronise explained the
review process. Mr. Covey stated the county currently requires the submission of a
plot plan and a performance bond to insure compliance. Mr. McNeil inquired about
construction of private roads. Mr. Covey discussed using VDOT standards to build
these roads. Mr. Radford discussed homeowners' associations reserving funds to
maintain the private roads. Mr. McNeil inquired about the process of transferring
responsibility of maintenance over to the residents after completion of the development.
Mr. Covey discussed this process. Ms. Cronise discussed the timeline regarding the
transfer of the maintenance of each area to the homeowners' associations. Mr.
Thompson discussed the PRD process and enforceability proffers. Mr. Radford noted
DEQ regulations govern stream-side development. Mr. Holladay and Mr. Covey
discussed private road construction and regulations. The Board of Supervisors and
Planning Commission members all thanked staff for their work on this project.
The joint meeting was adjourned at 6:58 p.m.

The Planning Commission reconvened at 7:04 p.m.
Vinton Area Corridors Study
Ms. Lindsay Blankenship provided a powerpoint presentation. She reviewed input
received from the community meeting and survey which was conducted. She discussed
results including bicycling and pedestrian amenities. She reviewed each corridor of the
study and the improvements desired from the citizens. She reviewed transportation
improvements, business and services, signage, streetscape features, and community
facilities and services. She noted many citizens throughout the corridor expressed
interest in improved library services. She stated a joint tour for both the Vinton Planning
Commission and Roanoke County Planning Commission has been planned for 9:00
a.m. on March 28, 2009.
Mr. McNeil made the motion to approve the meeting for March 28, 2009, at 9:00 a.m.
The motion passed 3-0.
Advisory Committee for Peters Creek Communitv Plan
Mr. Chris Patriarca gave a powperpoint presentation, noting the large corridor is part of
both Hollins and Catawba Magisterial Districts. He discussed proposed methods for
gathering information would include surveys, interviews, and developing an advisory
committee. He requested the commission provide representation on this committee.
He discussed the boundaries of this corridor. Ms. Hooker inquired about census
geography. Mr. Patriarca explained the census bureau subdivides the area into
different units. He suggested adjusting the corridor boundaries to better match the
census bureau. He provided a timeline of development of the study. He discussed the
diversity of the area. Mr. Thompson suggested reviewing each area separately due to
the diverse uses within the corridor. Mr. Patriarca stated staff plans to solicit input from
experts in various fields to assist with the study in addition to the citizens.
Other Comments
Mr. Beard announced that there will be a public meeting on the Route 419 Multi-modal
study on April 21, 2009.
Ms. Gilkeson announced the Housing Symposium will take place on May 8, 2009.
Mr. Moneir stated the Home Show will take place from March 27, 2009, through March
29, 2009, at the Salem Civic Center. He stated Roanoke County will have an
informational booth at the show.
With no further business or comments, Ms. Hooker adjourned the meeting at 8:17 p.m.
