Motion passed 5-0. New GIS Website (IMS2) Mr. Booth provided an overview of the new GIS system. He discussed new features which include links to the conditions on specific parcels. He reviewed technical navigation of the system. Ms. Hooker requested information regarding property zoning inquiries. Mr. Booth and Ms. Cronise discussed available zoning information and future land use designation. Mr. Radford inquired about water line overlay. Mr. Booth stated this feature may be added in the future. Ms. Cronise stated the Western Virginia Water Authority provides this information on its website. He discussed viewing surrounding property zoning and adjoiners. He discussed the capability to calculate distance from the maps. He also noted parcels can be searched by zoning designation. Mr. Thompson noted this system has more capabilities and is easier to use. He noted staff will be available for assistance. Mr. Booth also discussed Vinton zoning designations. Federal Low Income Tax Credit Program Ms. Gilkeson provided a powerpoint presentation regarding Low Income Housing Tax Credits which is administrated by VHDA in Virginia. She stated the program provides Page 1 of 3 ROANOKE COUNTY PLANNING COMMISSION MINUTES MAY 19, 2009 incentives for developers to construct and rehab low income housing. She discussed eligibility requirements, including tenant income limits and proposed evaluation criteria. Ms. Hooker inquired about mixed income units. Ms. Gilkeson discussed marketability of these properties. Mr. Thompson noted the developments would preferably be located throughout the county. Hollins Area Plan Ms. Cronise discussed implementation strategies, including the greenway, adjoining parking lot, and pedestrian accommodations. Mr. Radford inquired about parking accommodations. Ms. Cronise provided an update on the proposed parking area. Ms. Hooker inquired about funding for the bridge. Ms. Cronise stated they are in the process of seeking funding for the construction of the bridge and acquiring easements from adjoining properties for the greenway. Ms. Hooker inquired about the Hollins tunnel. Ms. Cronise stated the tunnel will allow for connectivity of the greenways. Ms. Hooker inquired about the use of pervious pavers. Ms. Cronise discussed advantages and disadvantages of using pervious pavers for this project. She also discussed the need for the development of a bioretention pond. She discussed conceptual landscaping and plantings. She discussed acquiring easements to accommodate topography and wet areas. Mr. Obenshain briefly discussed the status of the easement process. Ms. Cronise discussed improving pedestrian traffic between ITT and Williamson Road/Plantation Road intersection. She discussed improvements including landscaping, sidewalks, crosswalks, bike lanes, hotels, and restaurants. Mr. Jarrell noted hotels are often full in that area. Mr. Radford inquired about sidewalks. Ms. Cronise stated the sidewalks will be a minimum of 5 feet wide. Mr. Jarrell noted many travelers go to surrounding areas due to lack of accommodations and amenities in the area. VIDOT's Six-Year Plan and Revenue Sharing Program Mr. Thompson provided an overview of the currently proposed program, including a brief history of prior year allocations. He noted a dramatic decrease in federal and state funding. He discussed projects which have been added and removed from the program. Mr. Beard briefly discussed Colonial Avenue improvements. Mr. Thompson reviewed priority roads. He explained the tier system which reflects the priority of selecting revenue sharing projects. He discussed acquiring the Planning Commission's input for future revenue sharing projects. Mr. Radford suggested tying projects to developers. Mr. Thompson discussed traffic impact studies to insure the most impact will be acquired with available funding. Other Comments Mr. Thompson provided an update on the Edward Rose Properties, LLC, petition. He discussed open space, road proffers, and conceptual site plan changes. He stated a Community Meeting will be held on Thursday, May 21, 2009, at 7:00 p.m. in the Roanoke County School Administration Boardroom. Mr. McNeil made the motion to cancel the Planning Commission Work Session and Public Hearing for June 2, 2009, since no petitions are scheduled to be heard in June. The motion passed 5-0.
