CALL TO ORDER:
Mr. Azar called the meeting to order at 6:00 p.m.
Approval of Agenda
Mr. Jarrell made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. McNeil made a motion to approve the May 5, 2009 and May 19, 2009 minutes,
which passed 4-0.
Vinton Area Corridor Plan
Ms. Blankenship provided a project update, including survey results, scope of plan,
Roanoke County/Town of Vinton Planning Commission tour, stakeholders' meeting, and
downtown revitalization public meeting. She reviewed the draft goals and objectives
and draft plan goals, including transportation, parking, community involvement,
aesthetics, land use, and handicap accessibility. She reviewed draft
recommendations, such as signage, downtown revitalization, library renovation, and
increasing roadway and intersection capacity. Ms. Pattisall reviewed conceptual

renderings of signage, sidewalk design, streetscape design, and other aesthetic
improvements. She discussed gateway signage for various entrances to the town. Ms.
Blankenship discussed development and redevelopment opportunities. She reviewed
maps, including future landuse areas. Mr. McNeil inquired about the implementation
process. Ms. Blankenship discussed both the input and implementation process. Mr.
Thompson and Mr. Mahoney discussed funding for projects. Mr. McNeil inquired about
library and post office issues. Ms. Blankenship stated the library is small and frequently
overcrowded. Mr. Murphy stated the current post office is a leased building. Mr. Azar
noted parking is very limited for post office patrons.
Mr. McNeil inquired about greenway right of ways and easements which would connect
paths. Mr. Mahoney discussed this issue. Mr. Radford inquired if various vacant
properties in Vinton are in violation. Ms. Blankenship reported the properties are not
currently in violation. Mr. Azar commended planning staff for work on the study.
Ms. Blankenship stated a Community Meeting will be held June 18, 2009 at 7:00 p.m. at
the Vinton War Memorial. She also reviewed the proposed timeline for acceptance
and implementation of the plan.
2009/2010 Zoning Ordinance Amendments
Mr. Murphy reviewed the draft proposals. He discussed existing projects, including
private road standards and sidewalk and trail standards. He discussed various text
amendments, including sections on zoning enforcement, E & S, PRD, and rehabilitating
houses. He discussed new ordinance sections, including wind and renewable energy,
corridor studies, and dam break zones. Mr. Murphy discussed revising the existing
ordinance section regarding home occupation regulations, as well as, permitted uses
and design standards for multiple dog permits, fast food restaurants, accessory
apartments, and exterior lighting. He reviewed the addition of graphics to the Design
Handbook. Mr. Radford agreed the language may need to be revised for multiple dog
permits. He suggested including outparcels in the design standards for fast food
restaurants. Mr. Azar inquired about accessory apartments. Mr. Murphy discussed
various types of accessory apartments and items which define an accessory apartment.
Mr. Azar made a motion for staff to continue working on the 2009-2010 Zoning
Ordinance Proposals (Draft 6-16-09). The motion passed 4-0.
Other Comments
Mr. Thompson stated staff and commissioners will begin discussing updates for the
workplan at the July 21, 2009, Planning Commission Work Session. He discussed
combining all current Blue Ridge Parkway guideline documents into one reference
document. He stated Ms. Micklow will be developing a presentation regarding virtual
communication, including Facebook and Twitter.
Mr. Thompson announced that Ms. Becky Meador has been appointed Clerk to the
Board of Supervisors.

Mr. McNeil inquired about updating the Planning Commission Bylaws. Mr. Thompson
discussed this issue.
Mr. Murphy provided an update on the Walmart project. Mr. Mahoney provided an
update on the Explore Park property. Mr. McNeil inquired about waterlines in the
Mount Pleasant area. Mr. Thompson discussed future waterline issues, noting Explore
Park and Mount Pleasant Elementary School would be separate proposals.
Mr. Radford inquired about Urban Development Areas. Mr. Thompson discussed the
state mandate which requires analysis of future growth areas. Mr. Mahoney discussed
impact fees. He discussed localities enforcing impact fees, especially regarding
transportation issues in order to channel development. Mr. McNeil expressed concern
regarding impact fees. Mr. Radford discussed the application of impact fees in
Washington. Mr. Azar noted it would tie into Comprehensive Plan. Mr. Thompson
stated development will likely coincide with land use boundaries. Mr. Holladay added it
may also follow water and sewer availability in some areas.
Mr. Mahoney provided a brief update on potential development of Slate Hill, He
discussed the Community Development Authority's assistance regarding development
funding. Mr. McNeil inquired about bonds and ownership of property. Mr. Mahoney
discussed this issue.
With no further business or comments, Mr. Azar adjourned the meeting at 7:20 p.m.
