CALL TO ORDER:
Ms. Hooker called the meeting to order at 6:00 p.m.
Approval of Agenda
Mr. McNeil made a motion to approve the agenda, which passed 4-0.
Approval of Minutes
Mr. Jarrell made a motion to approve the July 21, 2009, minutes, which passed 4-0.
Approval of the Consent Agenda
Ms. Pattisall provided a PowerPoint presentation for the petition of Clyde and Amelia
Roberson request for a Private Stable, including the zoning designation of surrounding
property and the concept plan.
Mr. Radford made a motion to approve the September 1, 2009, consent agenda, which
passed 4-0.

Statistical Abstract
Ms. Pendleton, Mr. Patriarca, Ms. Micklow, and Mr. Beard provided a powerpoint
presentation on various county statistics, including land use, zoning, agricultural trends,
new construction, and housing. Mr. Thompson discussed how the Statistical Abstract
fits into the county's comprehensive plan. Ms. Pendleton provided an overview of
landuse, housing, population, community facilities, and resource preservation. She
provided an explanation of zoning overlays and inspections. Ms. Micklow stated
although most of the county is zoned agriculture, it is not in landuse. She stated
although the number of farms has increased, the size of the farms has decreased and
land use for farming has decreased. She provided a history of farming trends. She
stated most farm owners have other forms of employment.
Mr. Patriarca discussed increased cost trends of homes built. Ms. Pendleton discussed
the number of housing units has steadily increased. She stated the county has a high
rate of owner-occupancy homes. She noted the information was compiled from
census information. She discussed costs and affordability, stating the cost of housing
has doubled since 1990, while rent has increased more slowly. She discussed heating
fuel, noting gas is the dominant fuel for owner-occupied homes. Ms. Micklow
discussed population growth patterns, noting the aged population is increasing. She
discussed the diversity of the population, including language differences. Ms. Hooker
stated the information could be helpful to the schools. Mr. Thompson noted the
compilation of information, will be available as a community resource.
Ms. Pendleton discussed income per capita, household, and family. She discussed
educational attainment, school enrollment, and household structure. Mr. Patriarca
discussed the major employers, establishments by industry, employment gains and
losses by industry, and income by industry. Mr. Beard discussed crime trends
including drugs, assault, and larceny. He discussed crash statistics including alcohol
related accidents and fatalities. Ms. Pendleton stated the main focus will be local
statistics acquired from various resources. Mr. Thompson discussed the method in
which the document will progress. He stated changes will be incorporated as staff
acquires the information.

Mr. Holladay provided a PowerPoint presentation. He discussed the draft document
outline, including existing conditions, community involvement, and implementation
strategies. He reviewed an aerial map showing current zoning and future land use
designations. He discussed the sloped topography and floodplain areas. He stated
comparison of land use designations and floodplains areas will be needed to determine
if changes should be made to designations. He also discussed the importance of
community outreach, which will include stakeholder interviews and citizen surveys. He
discussed conducting a community meeting in this area during September or October.
He discussed the importance of highlighting the recreational possibilities of this area.
Ms. Hooker thanked citizens for their involvement and input in the development of the
area.

Ms. Judy Conyers stated citizens would be interested in assisting staff by researching
various areas in this corridor. Mr. Carter Turner inquired about the economic
opportunity in the area. Mr. Holladay provided a detailed explanation of land use
designations which may need to be adjusted to better fit an area. He discussed
suburban village areas. Mr. Thompson discussed various methods which can be used
to notify and solicit input from citizens. He stated the website will be updated as the
study progresses.
Vinton Area Corridors Plan
Ms. Blankenship provided an update on the plan, including the future land use
scenarios. Mr. Thompson discussed progress of the plan and the projected timeline.
The commissioners and staff discussed development of scenario 4, which would be a
compilation of the commission's recommendations. The commissioners and Mr.
Thompson discussed procedural issues. The commissioners stated they would like to
have another meeting with Town of Vinton staff and commissioners in order to discuss
scenarios.
Other Comments
Mr. Thompson encouraged commissioners to subscribe to Roanoke County's Facebook
page, in order to quickly receive available updates. He noted the Planning
Department's first E-Newsletter had been distributed. Commissioners requested to
receive security and software updates for laptops from outside the building. Mr.
Thompson stated he would research this issue with IT. He provided an update on the
Colonial Avenue roundabout construction.
Mr. Thompson announced Ms. Wood has been awarded her Bachelor's Degree. He
also announced Mr. Patriarca has earned his Certified Zoning Administrator
designation.
Ms. Cronise provided updates on the Hollins area greenway and Wolf Creek amenities.
Mr. Jarrell inquired about the timeline regarding the appointment of an advisory
committee for Peters Creek Corridor Study. Mr. Patriarca stated this study is currently
in the early stages of development. Mr. Thompson stated the corridor study will likely
move forward by the end of the year.
With no further business or comments, Ms. Hooker adjourned the meeting at 8:39 p.m.
