CALL TO ORDER:
Ms. Hooker called the meeting to order at 6:00 p.m.
Approval of Agenda
Mr. Radford made a motion to approve the agenda, which passed 3-0.
Approval of the Bylaw Amendments
Mr. Thompson reviewed the proposed bylaw amendments, including changes to term
limits, voting regulations, and speaker time limitations. Mr. Azar inquired about citizen
awareness of time limits being imposed. Mr. Thompson stated if public hearing has full
agenda, time limits may need to be applied. Mr. Radford discussed time limits of other
localities.
Mr. Radford made a motion to approve the Planning Commission Bylaw Amendments,
which passed 3-0.

Private Stables, Multiple Dog Permits and Home Occupations
Ms. Mahoney provided a PowerPoint presentation, during which she discussed Private
Stables (Section 30-81-5), Multiple Dog Permit (Section 30-82-4), and Home
Occupations (Section 30-82-3), including requirements within each zoning district. She
discussed current use and design standards. She reviewed concerns for each use
which are based on inspections and complaints. Mr. Thompson discussed amending
some of the use and design standards criteria in order to alleviate some of the special
use permit requests. Mr. Azar inquired how the change would impact citizens currently
within the special use permit guidelines. Mr. Thompson stated it would only apply to
new applicants. Mr. Murphy discussed public nuisance provision in the ordinance.
Mr. Obenshain and Mr. Murphy discussed density restrictions.
Ms. Mahoney reviewed general use and design standards for home occupations. Mr.
Azar request more information regarding Type I and Type 11 home occupations. Ms.
Mahoney discussed the zoning requirements and criteria necessary to operate each
type of home occupation. Mr. Thompson discussed updating the standards for home-
based businesses which have not been reviewed since 1992. Ms. Hooker inquired
about signage. Mr. Murphy discussed signage regulations and restrictions. Ms.
Hooker inquired about inspections of properties. Ms. Mahoney discussed tracking
properties for inspection. Mr. Thompson stated the permit would be voided if the
property is sold. He discussed methods to track businesses to insure conformance.
The commissioners requested continuing to move forward with these issues.
Exterior Lighting
Mr. Beard provided a PowerPoint presentation and explanation of various types of
lighting. Mr. Radford expressed concern regarding light pollution within the county. Mr.
Beard discussed site development regulations which include photometric plans and
height of installation. He discussed design standards which include intensity of lighting.
He reviewed outdoor lighting ordinances of both Prince William County and Roanoke
County. Ms. Hooker suggested restricting lighting pole height to 18 feet. Mr. Beard
discussed various types of lighting fixtures. Mr. Radford suggested adding lighting
regulations as part of covenants for new construction to prevent light pollution. Ms.
Hooker stated parking lot safety should be a consideration. Mr. Radford discussed the
importance of using the photometric guides. Mr. Azar agreed other areas should have
height limits not exclusively overlay districts.
Entrance Corridor Overlay Districts
Ms. Cronise gave a PowerPoint overview regarding the proposed amendment for
entrance corridors. She reviewed various concept maps of overlay districts, such as
highway, interstate, scenic, and urban. She discussed the test case on Plantation
Road. She discussed typical ECOD regulations, including limited uses allowed in
underlying zoning districts, and special use permit structures. Mr. Azar inquired about
placing utilities underground. Ms. Cronise discussed expense involved regarding this
issue. She discussed setbacks, pedestrian accommodations, landscaping, lighting,
and signage. She discussed reducing clutter in the entrance corridors. Mr. Azar

inquired about signage. Ms. Cronise stated signage behind windows is not regulated.
The commissioners agreed on the importance of improving the appearance of county's
entrance corridors.
Other Comments
Mr. Thompson provided updates on the Foxhall Properties, LLC, petition and proposed
Merriman Road Roundabout.
Mr. Thompson stated a community meeting regarding the petition of Clifton Ronk, will
be held on November 19, 2009, at 7:00 pm at the Roanoke County School Board
Administration Boardroom.
With no further business or comments, Ms. Hooker adjourned the meeting at 7:35 p.m.
