MEMBERS PRESENT: Keith Liles, Chairman Dave Jones, Vice Chairman Bill Booth Bob Patterson MEMBERS ABSENT: Bob Benninger STAFF PRESENT: Anita McMillan, Planning and Zoning Director Nathan McClung, Principal Planner OTHERS PRESENT: Liz Belcher, Roanoke Valley Greenways Project Coordinator Bud LaRoche, Roanoke Valley Greenways Commission Member Bill Tanger, Friends of the River Debbie Adams, The Vinton Messenger Reporter AGENDA WORK SESSION—6:15 P.M. Adjournment PLANNING COMMISSION WORK SESSION AND PUBLIC HEARING AUGUST 2, 2018 PAGE 2 WORK SESSION The work session of the Planning Commission was called to order at 6:15 p.m. by Chairman Liles. Roll was called, and all members were present, except Mr. Benninger. The first item on the work session agenda was the introduction of a new employee in the Planning and Zoning Department, Nathan McClung, Principal Planner. Ms. McMillan introduced Mr. McClung to the Commissioners and gave a brief presentation about Mr. McClung’s background, skills, and qualifications. The next item on the work session agenda was the briefing on the Town of Vinton Comprehensive Plan Amendment to Adopt and Incorporate by Reference the 2018 Roanoke Valley Greenway Plan, presented by Liz Belcher, the Roanoke Valley Greenway Coordinator. Ms. Belcher showed a PowerPoint presentation to the Commissioners about the 2018 Greenway Plan, a copy of which will be made a part of the permanent record of this meeting. In addition to the PowerPoint presentation, she also answered the Commissioners’ questions about the plan and the adoption of it into the Comprehensive Plan. With there being no further time for discussion, the work session was adjourned at 7:00 p.m. with a motion by Mr. Patterson. PUBLIC HEARING The regular session of the Vinton Planning Commission was called to order at 7:02 p.m. by Chairman Liles. All members were present, except Mr. Benninger. The first item on the agenda to be heard was the approval of minutes from the May 3, 2018, Work Session and Public Hearing. Mr. Patterson made a motion to approve the minutes as submitted, and Mr. Booth seconded the motion. A roll call vote was taken, and all members present voted in favor of the motion. The next item on the agenda was the public hearing to receive comments concerning the Town of Vinton Comprehensive Plan Amendment to Adopt and Incorporate by Reference the 2018 Roanoke Valley Greenway Plan. The public hearing was opened by Chairman Liles at 7:03 p.m. Ms. McMillan gave the staff report about the proposed amendment, a copy of which will be made a part of the permanent record of this meeting. Comments from Ms. Belcher, the Roanoke Valley Greenway Coordinator were received. Comments supporting the proposed amendment were also received from Mr. Bud LaRoche, Roanoke Valley Greenway Commission Member. Chairman Liles closed the public hearing at 7:10 p.m. Mr. Booth made a motion to recommend that Town Council approve the proposed amendment to the Town of Vinton Comprehensive Plan to Adopt and Incorporate by Reference the 2018 Roanoke Valley Greenway Plan. Vice Chairman Jones seconded PLANNING COMMISSION WORK SESSION AND PUBLIC HEARING AUGUST 2, 2018 PAGE 3 the motion stating that he could see no negatives to adopting the plan and that greenways make the region much better. He stated that breweries and other businesses are being drawn into the region because of the greenways. A roll call vote was taken, and all members who were present voted in favor of the motion. With there being nothing further to discuss, the meeting was adjourned at 7:18 p.m. on a motion by Mr. Patterson and a second by Mr. Booth.
