COMMISSION HELD ON THURSDAY, JUNE 13, 2013, AT 7 P.M., AT THE VINTON
MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET.

The meeting of the Vinton Planning Commission was called to order at 7:20 p.m. by Chairman Jones.
Roll was called and all members were present, except Mr. Booth who had damage at his home due to a
severe storm that hit earlier in the afternoon.
Minutes from the May 2, 2013, were considered for approval. Chairman Jones asked for a motion on
the minutes. Mr. Patterson made a motion to approve the minutes as submitted, and Mr. Mason
seconded the motion. Roll was called, and all members present voted in favor of the motion to approve
the minutes.
The first item on the public hearing portion of the agenda was the petition of Karen Sloan for a Special
Use Permit (SUP) to operate a hair salon at 1031 Almond Drive, Tax Map Number 61.17-03-34, zoned
R-1 Residential District. Ms. Sloan, the Petitioner, was not yet present at the meeting. Ms. McMillan
left the meeting to call her. When Ms. McMillan returned to the meeting she reported that Ms. Sloan
stated that she was ill, but also had not received the notification letter informing her of the meeting. Ms.
Sloan told Ms. McMillan she would come down to the Municipal Building right away. Ms. Turman
mentioned that she is sure that she sent the letter to Ms. Sloan via first class mail. Chairman Jones went
ahead opened the public hearing. Ms. McMillan asked if they would like the staff report to be read
aloud or not. Instead, Chairman Jones asked if Ms. Layman, a citizen of Vinton and also a Town
employee, would like to address the Commission regarding the request while they wait for Ms. Sloan to
arrive. Ms. Layman stated that she is Mary Beth Layman, of 1028 Almond Drive, Vinton. She said that

she lives across the street from Ms. Sloan. She stated that she is in favor of Ms. Sloan having the hair
salon in her home. She thinks it will be a quiet business. Ms. Layman said she thinks that Ms. Sloan’s
driveway could hold at least three cars. She mentioned that there is also a good amount of road frontage
there, too. She said Ms. Sloan has been a good neighbor; and therefore, she would be in support of this
petition for Ms. Sloan to have the hair salon in her home. Ms. Layman stated that she received the
notice in the mail about the hearings. Ms. Sloan still had not arrived by this time, so Ms. Layman
offered to call her on her Town cell phone. Ms. Layman was able to reach Ms. Sloan at her home who
agreed to appear by speaker phone. She stated that she was very sorry she was not at the meeting in
person and mentioned that she had not received the notification letter. She also mentioned that she was
very sick and dealing with a case of pneumonia. For the benefit of Ms. Sloan, Ms. Turman read the staff
report aloud, a copy of which will be made part of the permanent record. Ms. Sloan stated that she
would abide by any requirements they felt necessary. Mr. Jones asked if she would be willing to limit it
to two clients there at any one time. Ms. Sloan said she does not overbook, and does not want the salon
to be overcrowded. She says she likes to have ample time with each person. She said she guarantees
there would be no more than two customers at a time. Mr. Mason asked if that can be a part of the
recommendation the PC makes. Ms. Turman asked if she would be willing to accept the conditions that
there would be only one station and no more than two clients at any time. Ms. Sloan said she would be
willing to agree to those conditions that in writing. Ms. Turman told her that the Town would need that
in writing and signed by her prior to the council meeting. Ms. Sloan said she would bring the signed
conditions to the planning office in the morning. Ms. Turman suggested that Ms. Layman pick up the
signed conditions from Ms. Sloan since she is so ill. Ms. Layman agreed to do so. Chairman Jones
closed the public hearing and asked for motion. Mr. Patterson moved to recommend that Council
approve the request with the understanding that no more than two customers will be there at a time and
only one chair to be allowed. Mr. Mason seconded the motion. A roll call vote was taken, and all
members present voted in favor of the motion. Chairman Jones stated that the request will be
recommended to Council with the understanding that no more than two customers and only one chair
will be allowed. Ms. Sloan apologized again for not being present at the hearing.
There were no further comments from citizens, commissioners, or staff. Therefore, with there being
nothing further to discuss, the meeting was adjourned at 7:40 p.m.
