Dear Citizens:
As we embark on a new year in the Town, we want to convey the message to you, as citizens, and especially
to those who visit our Town that when you knock, our door will always be open. Why? Because an open door:
• invites people to come in
• showcases our town to our guests
• provides an opportunity to show them what we have to offer
• demonstrates that we value their presence
Mayor Grose says, “Vinton’s door is open and answered by the greatest people in the world; friendly people
who are anxious to provide big city service in a small-town atmosphere and who will enthusiastically welcome
you to their neighborhoods and businesses. People who are genuine, honest, hard-working and make Vinton
a special place to live, work and shop. The Vinton experience will entice you to come back again and again.”
As Council Members, we realize that by opening our door in the past, we have invited many new and exciting
possibilities that would otherwise have walked right on by, such as the:
• plans for the new Vinton Branch of the Roanoke County Library
• opportunity to revitalize our Downtown through the award of a $700,000 CDBG grant
• new businesses that have made the Town their home
• greenways to connect our town to the Roanoke Valley community.
Vice Mayor Nance says “As Vinton opens its door in 2013 you will see a year of development and change. As our
downtown becomes more vibrant and customer friendly, we invite you to participate in this exciting chapter
of Vinton's future. Vinton's door may receive a fresh coat of paint, but it will continue to be defined by the
strength of its citizens' and stakeholders' character, values, and faith.” “Within Vinton’s open door you will find
that the Town provides great quality service”, says Council Member Altice. “As Council Members we strive to
maintain an open door and make ourselves available to handle the concerns of the citizens.”
“Our door is always open,” says Council Member Adams, “and you will be greeted by a team that provides public
safety 24 hours a day, seven days a week by keeping our neighborhoods safe while we sleep and protecting
our homes and lives when we need them. Other team members make sure the Town is kept running and open
for business even when the weather is bad and the wind is blowing, and continually provide other essential
and valuable services second to none!” Council Member Hare says it this way, “Inside Vinton’s open door you
will find caring and knowledgeable people eager to serve. Come experience small-town charm and attention
without sacrificing value and selection.”
Vinton’s door was opened many years ago and we continue to keep the door open to let people know we are
open for business. Town Council is excited to be partners with Vinton’s residents and businesses as we strive to
make the Town an even better place in 2013.

We are very proud to announce
that Vinton has been awarded a Downtown Revitalization Grant in the amount of
$700,000 from the Virginia Department of Housing and Community Development.
The money from this grant will be used for needed improvements that will revitalize
and attract new business and visitors to our downtown.
This grant will greatly assist our existing business owners and new businesses in
expanding services and offering more choices of shopping and entertainment to
Vinton's residents and guests!

ADMINISTRATION/COUNCIL
Administration manages the day-to-day operations for
the Town and consists of the Town Manager, Executive
Assistant/Town Clerk, Assistant to the Town Manager
and Human Resources Director.
Town Council holds regular public meetings on the
first and third Tuesdays of each month at 7 p.m. in the
Council Chambers. All meeting notices and agendas are
available at www.vintonva.gov, or you may contact the
Town Manager’s office at 540-983-0607 for additional
information.
The treasurer’s office has three primary functions
and responsibilities: collecting and tracking revenue,
safeguarding revenue and distributing revenue.
WATER AND SEWER
The treasurer’s office processes and maintains all utility
billing. Utility bills are mailed on the first of every odd
month for residential customers, and each month for
commercial customers. Payments are due by the 18.
Payments may be made in our office (311 S. Pollard St.),
our drive-up window or on the Town website. We also
have a night drop box under the drive-up window. Water
and sewer rates are reviewed and established annually
by the Town Council. They are available on the Town
website or by calling our office at 540-983-0608.
ANIMAL LICENSES
According to the Code of Virginia, all dogs must be
vaccinated for rabies by the time they are 4 months old
and licensed in the locality in which they live. Effective
July 1, 2007, veterinarians are required to notify the
treasurer when a dog is given a rabies vaccination. If the
dog owner has not purchased a license within 90 days of
the rabies inoculation, the treasurer is required to send
them an application and a bill for the license (Code of
Virginia, Section 3.1-796.87:1). Animal licenses for dogs
and cats expire on December 31 of each year, and new
licenses go on sale December 1. To obtain a new license,
you must present the treasurer’s office with a current
rabies certification for each animal. The certification must
indicate if the animal is neutered or spayed.

are unable to carry refuse to the pick-up location may call
Public Works for special arrangements.
• Household refuse is picked up at both curbs and alleys
and is collected in a load packer. Refuse that cannot be
collected in the load packer (brush, tree limbs, furniture,
appliances) is considered bulk. Bulk refuse is only picked
up at curbs, not in alleys. A special truck is used for bulk
pick-up.
• Disposal of freezers, refrigerators and other similar
containers pose a safety hazard. When placing such
items out for pick-up, residents must comply with the
requirements of Town Code Section 46-2.
• When the amount of bulk refuse requires five full-size
pickup truck loads, a $50 fee is charged. Additionally,
$15 is added for each load in excess of five. A hang
tag notification will be given to residents who are being
charged a fee. Fees must be paid in the treasurer’s office
in advance of bulk pick-up. Residents can avoid fees by
placing bulk out in smaller quantities over a two or three-
week period. Citizens may also take up to a three-quarter
ton pickup-size load of brush and bulk materials to the
Roanoke Valley Resource Authority (RVRA), located at
1020 Hollins Rd. Residents are authorized up to 20 trips
per year until July 1, 2013; after July 1, 2013 residents
are authorized up to 12 trips per year.
• Tree trunks and limbs must not exceed 2 ft. in diameter
or 6 ft. long. They should be placed at the curb for pick-
up.
• Grass clippings and leaves must be bagged in heavy
grade plastic bags. The bags should be placed at the
curb separate from brush refuse.
• A special Fall Leaf Collection is scheduled annually
during November and December. During this period only,
leaves will be collected in loose piles. The leaves must
be raked to the front edge of the property. Loose leaves
should not be placed in the street or gutter where they will
restrict the flow of storm runoff or block stormwater inlets.
The schedule for Fall Leaf Collection will be advertised
in local media, including RVTV Access Channel 3, the
Vinton Messenger and the Town website.
• Tires – The RVRA will accept up to four tires a year
from Town residents at no charge (additional tires will
incur a charge of $2 each). Commercial or dealer tires are
not collected.
• Adopt-A-Truck Program – Vinton residents may call
Public Works to schedule the parking of a dump truck (at
no charge) for loading refuse. The truck is dropped off at
approximately 3:15 p.m. and picked up the next morning
by 8 a.m. Non-acceptable waste items listed below and
PLANNING & ZONING
Planning and Zoning is committed to proactive, commu-
nity-based planning and code enforcement founded on
public participation, and also to promoting the health,
safety and prosperity of all present and future residents
through effective planning of development and re-devel-
opment in our community.
The department’s primary responsibility includes evaluat-
ing, updating and enforcing the Town of Vinton’s zoning
and nuisance ordinances, which govern its planning and
zoning activities. The department issues zoning permits
for all new businesses, and also reviews and approves
all documents related to subdivisions and development of
lands and land use activities within the Town. The depart-
ment also issues over-the-counter permits (plumbing,
mechanical, electrical service upgrade, re-roofing, small
garages and storage buildings, minor additions, small
pools and similar permits) for work within the Town that
does not require approval of the building official. Struc-
tures requiring a permit include, but are not limited to:
storage buildings, garages, retaining walls, decks, patios,
porches, carports, and in-ground and above-ground
swimming pools that are 24” or more in depth. Over-the-
counter permits for plumbing, mechanical and electrical
work in East County can also be issued. In addition to
cash or checks, credit/debit cards can now be accepted
for payment of over-the-counter permits.
Planning and zoning processes petitions for variances
and special exceptions to be heard by the Board of
Zoning Appeals, as well as petitions for rezoning and
special uses to be heard by the Planning Commission
and Town Council. The department is also responsible
for code enforcement related to such items as tall grass
and weeds, litter and inoperable/abandoned vehicles, as
well as commercial and recreational vehicles parked on
residential property.
STORMWATER INFORMATION
Stormwater management is the process of controlling
the runoff that comes primarily from impervious surfaces
like parking lots, driveways and rooftops. Stormwater
flows directly from streets and gutters into our streams
and rivers, often with no treatment. This means storm-
water can transport pollutants such as motor oil, house-
hold cleaners, yard fertilizers, litter, pet wastes, soaps,
grass clippings and other materials that may negatively

PERSONAL PROPERTY/VEHICLE LICENSE FEE
New Town residents must register their vehicles at the
treasurer’s office within 60 days in order to pay their
taxes in conformity to the local ordinance. Existing Town
residents who purchase or trade vehicles during the year
must also register their vehicles within 60 days.
REAL ESTATE
The Roanoke County Real Estate Assessment office
annually performs assessments on properties within the
Town. Values are effective as of January 1 of each year.
The Town real estate tax rate is established during the
budget process. It is due in two equal installments, on
June 5 and December 5, respectively.
BUSINESS LICENSES
Businesses operating within the corporate limits of Vinton
must obtain a business license by March 1 of each year.

property is assessed by the County of Roanoke
Commissioner of Revenue. Questions should be directed
to 540-772-2046.
Public Works is responsible for the maintenance of
streets, sidewalks, grounds, stormwater system, street
signs and traffic signals, as well as event support, water
and sewer services in Vinton and East Roanoke County,
and collection of refuse, recyclables, bulk and brush.
Refuse collection services include free weekly curbside
collection and bi-monthly recycling. Public Works also
handles utility service problems such as low water
pressure, sewer backups, leaks on public property,
requests for utility taps and other service-related items.
REFUSE COLLECTION
• All refuse to be collected must be placed at the pick-up
brush cannot be placed in the truck.
• Cleanup Week – Cleanup week is held each spring.
During this time, bulk refuse pick-up fees are waived on
all acceptable items. This event will be advertised in local
media.
PROHIBITED WASTE ITEMS
These items will not be collected:
• Hazardous waste, as defined in section 10.1-1400 of
the Code of Virginia. The RVRA publishes a brochure
providing guidance on the proper disposal of household
waste. Residents can also take household hazardous
waste to the RVRA. For more information, please check
the RVRA website (www.rvra.net/hhw.htm) or call 540-
857-5050.
• Tree stumps or root balls, dead animals, automobile
or motorcycle parts, machinery and waste material from
construction, remodeling, repair or demolition, including
but not limited to: lumber, concrete, asphalt, fencing,
roofing materials, plaster, gypsum board, piping and all
other similar items. Contractors who perform work on a
property shall be responsible for removing the waste and
legally disposing of it. Residents may also dispose of
these items at the RVRA.
RECYCLING COLLECTION
Recyclables are collected every other week and must be
placed at the curb or alley by 7 a.m. on the scheduled
day. Each household is issued one recycling container at
no charge that is assigned to their residence but remains
Town property. Containers are replaced at no charge if
deteriorated through normal wear and tear. Residents
who move will be responsible for the container assigned
to their residence and should leave it for the next
resident. If the container is not left for the next resident, a
fee may be charged or a lien may be placed against the
property.
The following is a list of recyclable items the
Town collects:
• Aluminum and steel/tin cans - Labels removed and
rinsed (can be bagged together).
• Plastic bottles - Milk jugs, water containers and clear or
opaque beverage containers.
• Newspaper - including inserts - must be clean and dry.
NOTE: Magazines and phone books are not collected.
Glass is not accepted at curbside pick-up.

creeks and the Roanoke River. Clean stormwater runoff
is essential to the overall environmental health of our
creeks, streams, lakes, rivers and oceans. The mission of
stormwater management is to integrate water quality and
quantity control in compliance with the Town’s stormwater
discharge permit. This permit is issued by the Department
of Conservation and Recreation’s Permit Program. The
VSMP MS4 permit can be viewed on the Town website
under the Planning and Zoning Department section.
In response to the Clean Water Act’s requirements, the
Town of Vinton has developed a comprehensive and
proactive stormwater management program, in coopera-
tion with the adjoining Roanoke Valley governments. The
Town’s plan includes a strong emphasis on K-12 educa-
tion, and adult and professional training in cooperation
with the Clean Valley Council. For information, please call

The Town Council and staff of the Economic Development
Department are highly invested in your success. We

The Fire Department serves the corporate limits of
Vinton, as well as eastern Roanoke County. They also
provide back-up emergency service to other locations
in Roanoke, Bedford and Botetourt Counties. The
station is manned by career firefighters/emergency
medical technicians and paramedics from 6:00 a.m. to
6:00 p.m. Mon.- Fri., and is supported by volunteers
from our community at all other times. The department
is funded by Town Council, as well as citizen and

POLICE DEPARTMENT
The Police Department is comprised of 23 sworn officers
and two civilian employees who are professional and
dedicated men and women serving the citizens of the
Town of Vinton and the surrounding community. Divisions
in the department include Patrol, Detectives, Professional
Standards, Animal Control and Administration. The Vinton
Police Department is available at all times to enforce
laws and provide community services, and we encourage
the public to contact us in time of need. If you have an
emergency, please dial 9-1-1 and the communications
center can notify the appropriate responders.
The department’s goal is to ensure the safety of citizens,
whether living or working here or traveling through our
community. The department has developed partnerships
with the community through neighborhood watch
programs, business contacts, participation in community
events and representing the Town and the department at
other various functions.
The Citizens Police Academy is one way we interact
with our citizens as they participate in classroom and
hands-on instruction in various functions of the police
department. The academy is taught by members of the
police department and others who have a vast knowledge
of the subject matter and it gives an inside view of the
department and police methodology.
The Police Department has also improved communication
with the community through the department’s website,
allowing citizens to keep up to date on the department,
request services, file offense reports and alert officers
to check your home if you are away. The website has

The First-Aid Crew provides 24 hour emergency medical
care and rescue services with modern, state-of-the-art
equipment. The crew consists of a dedicated staff of
volunteers and career paramedics/firefighters. They offer
various classes to the public, such as CPR, first-aid and
safety - all taught by qualified, registered instructors. The
Vinton First-Aid Crew is a 501-C3 nonprofit organization
dedicated to serving the citizens of Vinton and eastern
Roanoke County. They are supported by Town Council,
Roanoke County Board of Supervisors and tax-deductible

Special Programs includes the senior program, Vinton
Municipal Pool, the Farmers’ Market, “High Ground”
Vinton-Roanoke County Veterans Monument, the annual
Fourth of July celebration and assisting with public
relations and other special events such as the Dogwood

The Senior Program, which meets at 820 Washington
Ave, offers a variety of activities for adults 55 and over,
including ceramic classes, day and extended trips,
canasta, bridge, crafts, Tai Chi, line dancing and covered

The Vinton Farmers’ Market, located at 204 W. Lee Ave,
is a great place to purchase produce, crafts, plants, jams
and jellies, and baked goods. The regular business hours
are Friday and Saturday, 8 a.m.-3 p.m. SNAP and debit
will be accepted on Saturdays beginning in spring 2013.

Vinton’s founding fathers in the 1700s. Wild turkey, deer
and other wildlife inhabit the area, making it perfect for a
