© Sherri Winkler Dear Citizen: The “Once Old is New Again” IN VINTON! We are looking back on years past while looking forward to this year with a bit of “Nowstalgia.” We are proud of the history of our town and realize the vital role it plays in all of our lives. In preserving our past and embracing our future, we realize that our history has served as a model for everything new. So how is this being accomplished? Through re- purposing old into something new. Not only is the old being transformed, but in many ways the new is drastically different from the old. Think about two school buildings that were designed to house students, but are now housing tenants or a former library now housing a restaurant. We’re taking the best of what our community has to offer and im- proving it even further. We INvite you to connect with our past by sched- uling a tour of the Vinton History Museum. At the same time, we also invite you to explore the old as well as the new here IN VINTON as we look to a brighter future to eat, shop, play and live. We know that each business helps enrich the community by creating jobs and generating revenue that serves the greater good of all Vinton residents. We offer a number of programs and incentives to help you establish and grow your business, including busi- ness development, existing business support, pub- lic-private partnerships and incentives for projects. ADMINISTRATION/COUNCIL Administration manages the day-to-day operations for the Town and consists of the Town Manager, Executive Assistant/Town Clerk, Assistant Town Manager/Director of Economic Development and Human Resources Director. Town Council holds regular public meetings on the first and third Tuesdays of each month at 7 p.m. in the Council Chambers. All meeting notices and agendas are online at www.vintonva.gov, or you may contact the Town Manag- er’s office at 540-983-0607. The Treasurer’s Office has three primary functions and responsibilities: Collecting and tracking revenue, safe- guarding revenue and distributing revenue. WATER AND SEWER The Treasurer’s Office processes and maintains all utility billing. Utility bills are mailed on the first of every odd month for residential customers, and each month for commercial customers. Payments are due on the 18th and if the 18th falls on a holiday or weekend, they are due on the next busi- ness day. Payments can be made inside the Treasurer’s Office, 311 S. Pollard St., or at the drive-up window Monday - Friday, 8 am - 5 pm. Before or after business hours, payments may be made at the night drop box beside the drive-up window, online at www.vintonva.gov, through online bill pay with your bank or drafted from your checking account. PERSONAL PROPERTY/VEHICLE LICENSE FEE New town residents must register their vehicles at the Roanoke County Commissioner’s Office within 60 days in order to pay their taxes in conformity to the local ordinance. Existing town residents who purchase or sell/trade vehi- cles during the year must also register their vehicles at the Roanoke County Commissioner’s Office within 60 days. Personal Property taxes are due May 31st. REAL ESTATE The Roanoke County Real Estate Assessment office annually performs assessments on properties within the Town. Values are effective as of January 1st of each year. The Town real estate tax rate is established during the budget process. It is due in two equal installments, on June 5th and December 5th, respectively. BUSINESS LICENSES New businesses operating within the corporate limits of TREASURER Vinton must obtain a business license. Existing businesses must submit their renewal application by January 31st and remit payment by March 1st of each year. For questions about license requirements or costs, call the Treasurer’s Office. Business Personal Property is assessed by the County of Roanoke Commissioner of Revenue and any questions regarding Business Personal Property are directed to 540-772-2046. PUBLIC WORKS Public Works is responsible for the maintenance of streets, sidewalks, grounds, stormwater system, street signs, traffic signals, collection of refuse, recyclables, bulk and brush, as well as event support. Public Works is also responsible for water and sewer services in Vinton and East Roanoke County and han- dling utility service issues such as low water pressure, sewer backups, leaks on public property, information regarding utility availability and other service-related requests. REFUSE COLLECTION All refuse to be collected must be put in bags and the bags placed in cans/containers with tight fitting lids. Household refuse is manually picked up at the curb, street side and alleys and is collected in a load packer. Residents who are unable to carry refuse to their pick up location may call Public Works for special arrangements. Refuse cans/containers must be placed out for collec- tion by 7:00 a.m. on the scheduled day, but no earlier than 7:00 p.m. the evening before the scheduled day. The cans/containers are to be taken in by 7:00 p.m. of your collection day and should not be left at the curb, street side or collection point. For additional information, refer to Town Code Section 78. Refuse that cannot be collected in the load packer (brush, tree limbs, furniture, appliances) is considered bulk. Bulk refuse is only picked up at curbs, not in alleys. A spe- cial truck is used for bulk pick-up. Place bulk items away from poles, overhead lines, cars and other obstacles. Disposal of freezers, refrigerators and other similar containers pose a safety hazard. When placing such items out for pick-up, residents must comply with the requirements of Town Code Section 46-2. When the amount of bulk refuse requires five full-size pickup truck loads, a $50 fee is charged. Additionally, $15 is added for each load in excess of five. A hang tag notification will be given to residents who are being charged a fee. Fees must be paid in the treasurer’s office in advance of bulk pick-up. Residents can avoid fees by placing bulk out in smaller quantities over a two- or three-week period. Citizens may also take up to a three-quarter ton pickup-size load of brush and bulk materials to the Roanoke Valley Resource Authority (RVRA), located at 1020 Hollins Rd. Residents are authorized up to 12 trips per year. See “Residential Disposal Policy” at www.vintonva.gov for details. • Tree trunks and limbs must not exceed 2 ft. in diam- eter or 6 ft. long. They should be placed at the curb for pickup. Do not mix lumber or other prohibited material with brush. • Grass clippings and leaves must be bagged in heavy grade plastic bags. The bags should be placed at the curb separate from brush refuse. • A special Fall Leaf Collection is scheduled annually during November and December. During this period only, leaves will be collected in loose piles. The leaves must be raked to the front edge of the property. Loose leaves should not be placed in the street or gutter where they will restrict the flow of storm runoff or block stormwater inlets. The schedule for Fall Leaf Collection will be adver- tised on RVTV Access Channel 3 and the Town website. • Tires – The RVRA will accept up to four tires a year from Town residents at no charge (additional tires will incur a charge of $2 each). Commercial or dealer tires are not collected. • Adopt-A-Truck Program – Vinton residents may call Public Works to schedule the parking of a dump truck (at no charge) for loading refuse. The truck is dropped off at approximately 3 p.m. and picked up the next morning by 8 a.m. Non-acceptable waste items listed below and brush cannot be placed in the truck. PROHIBITED WASTE ITEMS These items will not be collected: • Hazardous waste, as defined in section 10.1-1400 of the Code of Virginia. The RVRA publishes a brochure pro- viding guidance on the proper disposal of household waste. PUBLIC WORKS (con’t.) Planning and Zoning is committed to proactive, com- munity-based planning and zoning enforcement founded on public participation, and also to promoting the health, safety and prosperity of all present and future residents through effective planning of development and redevel- opment in our community. The department’s primary responsibilities include evalu- ating, updating and enforcing the Town of Vinton’s zoning ordinance, which govern its planning and zoning activi- ties. The department issues zoning and sign permits for all new businesses, and also reviews and approves all documents related to subdivisions and development of lands and land use activities within the Town. This department also issues over-the-counter permits (plumbing, mechanical, electrical service upgrade, re-roofing, small garages and storage buildings, minor additions, small pools and similar permits) for work within the Town that does not require the review and approval of the building official. Structures requiring a permit include, but are not limited to: storage buildings, garages, retaining walls, decks, pa- tios, porches, carports, and in-ground and above-ground PLANNING AND ZONING Residents can also take household hazardous waste to the RVRA. For more information, please check the RVRA website (www.rvra.net/hhw.htm) or call 540-857-5050. • Tree stumps or root balls, dead animals, automobile or motorcycle parts, machinery and waste material from construction, remodeling, repair or demolition, including but not limited to: lumber, concrete, asphalt, fencing, roofing materials, plaster, gypsum board, piping and all other similar items. Contractors who perform work on a property shall be responsible for removing the waste and legally disposing of it. Residents may also dispose of these items at the RVRA. RECYCLING COLLECTION Recyclables are collected every other week and must be placed at the curb or alley by 7 a.m. on the scheduled day. Each household is issued one recycling container at no charge that is assigned to their residence but remains Town property. Containers are replaced at no charge if deteriorated through normal wear and tear. Residents who move will be responsible for the container assigned to their residence and should leave it for the next resident. If the container is not left for the next resident, a fee may be charged or a lien may be placed against the property. The Town collects these recyclables: • Aluminum and steel/tin cans - Labels removed and rinsed. • Plastic bottles - Milk jugs, water containers and clear or opaque beverage containers, #1 PET and # 2 HDPE only. • Newspaper - including inserts - must be clean and dry. NOTE: Phone books, plastic bags and shredded pa- per are not collected. Glass is not accepted at curbside pick-up. Additional drop-off locations: William Byrd Middle School, 2910 E. Washington Ave., Vinton, and The Ro- anoke Valley Resource Authority (RVRA), 1020 Hollins Rd., NE, Roanoke. STORMWATER MANAGEMENT Stormwater management is the process of controlling the runoff that comes primarily from impervious surfaces like parking lots, driveways and rooftops. Stormwater flows directly from streets and gutters into our streams and river, often with no treatment. This means stormwater can transport pollutants such as motor oil, household cleaners, yard fertilizers, litter, pet wastes, soaps, grass clippings, sediment and other materials that may negatively impact the quality of drink- ing water and aquatic life in creeks and the Roanoke River. Clean stormwater runoff is essential to the overall environmental health of our creeks, streams, lakes, rivers and oceans. The mission of stormwater management is to integrate water quality and quantity control in compliance with the Town’s stormwater discharge permit. This permit is is- sued by the Department of Environmental Quality (DEQ). The VSMP MS4 permit can be viewed at www.vintonva.gov under the Public Works Department section. In response to the Clean Water Act’s requirements, the Town of Vinton has developed a comprehensive and proactive stormwater management program, in coop- eration with adjoining Roanoke Valley governments. Three high-priority water quality impairments have been selected: bacteria, sediment, and nutrients. The Town has been assigned a total maximum daily load (TMDL) for these impairments. The Town’s stormwater education outreach and in- volvement includes strong emphasis on K-12 education, citizens, businesses, and development communities in cooperation with the Roanoke County Division of Storm- water Management and the Clean Valley Council. In addition to cash or checks, credit/debit cards are accepted for payment of over-the-counter permits. Planning and Zoning processes petitions for variances and special exceptions to be heard by the Board of Zon- ing Appeals, as well as petitions for rezoning and special uses to be heard by the Planning Commission and Town Council. POLICE DEPARTMENT The Vinton Police Department is an agency that consists of highly dedicated sworn law enforcement professionals and non-sworn civilian staff. The Vinton Police Depart- ment is a full service agency that operates 24/7, 365 days a year. Divisions in the department include: Patrol Division, Criminal Investigations Division, Professional Standards, Accreditation, Community Resources Division, DUI Task Force, Administrative staff. The department’s goal is to ensure the safety of its citizens. Our agency believes in the principals of effective policing, increasing public safety and enhancing quality of life while working in partnership with Roanoke County, Roanoke City and the City of Salem through mutual aid agreements. The department has developed partnerships with the community through neighborhood watch programs, business contacts, participation in community events and representing the town in outside functions. The Vinton Police Department also deploys its Mobile Community Service Unit to events held by the agency, town, commu- nity and organizations. The Citizens Police Academy is one way we interact with our citizens as they participate in classroom and hands-on instruction in various functions of the police department. The academy is taught by members of the Police Department and others who have vast knowledge of the subject matter, and it gives an inside view of the department and police methodology. The Vinton Police Department offers its citizens and beyond outreach through its departmental website and social media outlets.
