The mill is also featured on the Town Seal. *Rendering and information provided by the Vinton Historical Society.* The Beginning: The area was part of an Indian trail that led to the Carolinas. Mid-1700’s: Settlers began moving into the Roanoke Valley area to take advantage of the fertile land and abundant water supply. Some of the early settlers in the Vinton area were Jacob Vinyard, John McAdoo, Christian Gish, and his brother David Gish. 1797: The Gish brothers established a grist mill on Glade Creek, which led to the first official name for the Vinton area - Gish’s Mill. 1838: During the early years of the mill, Roanoke County was formed and Gish’s Mill became a part of the county. 1860’s: Gish’s Mill became a flag stop for the Atlantic, Mississippi, and Ohio Railroad. Initially, Gish’s Depot was a small box car, but in the mid-1860’s the railroad company con- structed a depot building. During this period only a few families lived in the general area. The Vinyard family owned much of the land on which the Town of Vinton now stands. Over the years, other families settled around Gish’s Depot. Some of the early families to set- tle in this area were the Jones, Funks, Pollards, Pedigos, Walkers, McLeans, and the Basses. Late 1870’s-early 1880’s: The Gish Family led a movement to establish a town at the depot site. Boundaries for the town were de- lineated, building lots platted and sold, and a school house constructed. 1883: A mass meeting was held in early 1883 to consider incorporation, which was support- ed. The group adopted the name Vinton. There are two possible explanations as to the origin of this name. The first explanation is that the “Vin” in the name came from the first part of the Vinyard family name, while the “ton” came from the last part of the name of another local family - the Prestons. The second explanation indicates that Vin- ton was an Indian name suggested by one of the community leaders, B. A. Jones. March 17, 1884: The Town of Vinton was incorporated and chartered. Our targeted outcomes are to expand and diversify the local tax base, encourage employment opportunities, promote and facilitate activities necessary to attract visitors, and preserve a high quality of life for Town residents. A key emphasis is placed on “In-Fill” and “Up-Fill” development by targeting small vacant parcels and underutilized properties for new business ventures. The Town offers a number of programs to support our business community to include public-private partnerships, cash grants, small business loans and investment incentives. Administration manages the day-to-day operations for the Town and consists of the Town Manager, Executive Assistant/Town Clerk, Assistant Town Manager, and Human Resources/Risk Management Director. Town Council holds regular public meetings on the first and third Tuesdays of each month at 7 p.m. in the Council Chambers. All meeting notices and agendas are online at www.vintonva.gov. The Town of Vinton Treasurer’s Office is responsible for the collection, safekeeping, and disbursement of Town funds. The staff is dedicated to managing the public’s money with honesty, transparency, efficient banking practices, and prudent management of those funds. The Treasurer’s Office is committed to provide quality customer service and meet the changing needs of Vinton residents. WATER AND SEWER The Treasurer’s Office collects and processes utility bills. Payments can be made inside the Treasurer’s Office, 311 S. Pollard St. Monday - Friday, 9am - 4pm. Payments after business hours can be made at the drop box located at the Municipal Building, by phone at 1-877- 885-7968, or online: www.vintonva.gov. PERSONAL PROPERTY/VEHICLE LICENSE FEE All purchases/sales/trading of vehicles must be registered at the Roanoke County Commissioner’s Office within 60 days in conformity to the local ordinance. Personal Property taxes are due May 31st. REAL ESTATE The Roanoke County Real Estate Assessment office conducts annual assessments on town properties. Values are effective as of January 1st. The real estate tax rate is established during the budget and approved annually by Town Council. The tax is due in two equal installments, on June 5th and December 5th. Existing businesses must submit their renewal application by January 31st and remit payment by March 1st. Visit www.vintonva.gov for further information. Public Works is responsible for the maintenance of streets, sidewalks, grounds, stormwater system, street signs, traffic signals, collection of refuse, recyclables, bulk and brush, as well as event support. Public Works is also responsible for water and sewer services in Vinton and East Roanoke County and handling utility service issues such as low water pressure, sewer backups, leaks on public property, information regarding utility availability and other service-related requests. Public Works can be reached at 540-983-0646. https:// www.vintonva.gov/20/Public-Works REFUSE COLLECTION All refuse to be collected must be put in bags and the bags placed in the Town of Vinton cart. Refuse carts must be placed out for collection by 7:00 a.m. on the scheduled day, but no earlier than 7:00 p.m. the evening before the scheduled day. The carts are to be taken in by 7:00 p.m. of your collection day and should not be left at the curb, street side or collection point. Bulk refuse (brush, tree limbs, furniture, appliances and large cardboard boxes) is now picked up on a bi-weekly (every other week) collection schedule and will alternate with the recycling collection schedule. Bulk refuse is only picked up at curbs, not in alleys. Place bulk items away from poles, overhead lines, cars and other obstacles by 7:00 a.m. on the scheduled collection day. Disposal of freezers, refrigerators and other similar items must comply with the requirements of Town Code Section 46-2. Tree trunks and limbs must not exceed 2 ft. in diameter and 6 ft. long. Do not mix lumber or other prohibited material with brush. Grass clippings and leaves must be bagged in heavy grade plastic bags. The bags should be placed separate from brush refuse. When the amount of bulk refuse exceeds a pre- determined amount a charge for collection will be applied. Citizens may also take up to a pickup-size load of brush and bulk materials to the Roanoke Valley Resource Authority (RVRA), located at 1020 Hollins Rd. Residents are authorized up to 12 trips per year. See “Residential Disposal Policy” at www.vintonva.gov for details. A special Fall Leaf Collection is scheduled annually during November and December. The schedule for Fall Leaf Collection and additional information will be advertised on RVTV Access Channel 3 and the Town website. Tires – Residents may dispose of up to four tires per year. See calendar or website for designated dates. Commercial or dealer tires are not accepted. Adopt-A-Truck Program – Vinton residents may request to schedule the parking of a dump truck (at no charge) for loading refuse. Call Public Works for additional information. The Vinton Police Department is a full service agency that operates 24/7, 365 days a year. Divisions in the department include: Patrol Division, Criminal Investigations Division, Professional Standards, Accreditation, Community Resources Division, DUI Task Force, Administrative staff. The department’s goal is to ensure the safety of its citizens. Our agency believes in the principals of effective community policing, increased public safety and enhancing quality of life while working in partnership with Roanoke County, The City of Roanoke, and the City of Salem through mutual aid agreements. The crew consists of a dedicated staff of volunteers and career paramedics/firefighters. Various classes are offered to the public, such as CPR, first-aid and safety, all taught by qualified, registered instructors. The Vinton First-Aid Crew is a 501(c)3 non-profit orga- nization dedicated to serving the citizens of Vinton and eastern Roanoke County. The Citizens Police Academy is one way we interact with our citizens as they participate in classroom and hands-on instruction in various functions of the police department. The academy is taught by members of the Police Department and others who have vast knowledge of the subject matter, and it gives an inside view of the department and police methodology. RECYCLING COLLECTION Recyclables are collected every other week and must be placed at the curb or alley by 7 a.m. on the scheduled day. Each household is issued one recycling container at no charge. The Town collects these recyclables: Aluminum and steel/tin cans – Rinsed and labels removed. Plastic bottles - Milk jugs, water containers and clear or opaque beverage containers, #1 PET and # 2 HDPE only. Newspaper - including inserts - must be clean and dry. NOTE: Phone books, plastic bags and shredded paper are not collected. Glass is not accepted at curbside pick- up. Additional drop-off locations: William Byrd Middle School, 2910 E. STORMWATER MANAGEMENT The mission of stormwater management is to integrate water quality and quantity control in compliance with the Town’s stormwater discharge permit. This permit is is- sued by the Department of Environmental Quality (DEQ). The VSMP MS4 permit can be viewed at www.vintonva. gov under the Public Works Department section. In response to the Clean Water Act’s requirements, the Town of Vinton has developed a comprehensive and proactive stormwater management program, in cooperation with adjoining Roanoke Valley governments. Additional information can be found on the Town website, Roanoke County website, or through the Clean Valley Council (CVC). zoning ordinance, which govern its planning and zoning activities. The department issues zoning and sign permits for all new businesses, and also reviews and approves all documents related to subdivisions and development of lands and land use activities within the Town. This department issues residential over-the-counter permits (plumbing, mechanical, electrical, service upgrades, re-roofing, small garages and storage buildings, minor additions, small pools etc.) for work within the Town that does not require the review and approval of the building official. Over-the-counter permits for plumbing, mechanical and electrical work in East Roanoke County can also be issued here. Structures requiring zoning and/or building permits include, but are not limited to: storage buildings, garages, retaining walls, decks, patios, porches, carports, hot tubs/ spas, in-ground pools and most above-ground swimming pools. Planning and Zoning also processes petitions for variances, administrative appeals, and special exceptions to be heard by the Board of Zoning Appeals, as well as petitions for rezoning and special uses to be heard by the Planning Commission and Town Council. The Vinton War Memorial, a highly coveted landmark and event venue in the heart of Virginia’s Blue Ridge, sits atop a picturesque 11.5-acre park at 814 E.
