Transportation Environment & Land Use Recreation & Quality of Life Downtown & Economic Development Housing & Community Revitalization Community Facilities & Services Stormwater, Water, & Sewer First: A Word on Population Forecasting Vinton 2020 Population Forecast Growth •2050 population forecast: (Source: Weldon Cooper Center) •Our team assessed: •Population change •Age distribution •Parcel -level data •Market •Finding: Weldon Cooper forecast is a reasonable growth possibility for planning purposes Virginia’s 65 & older population forecast to increase from 12% of state in 2010 to 19% of state in 2030. (Citizen Survey) What We Heard: Downtown & Economic Development Downtown & Economic Development Vinton has seen a decade of growth – income and job growth outpace the region and the growth of population. +21% Job growth from 2001 to 2021 +51% HH Income growth from 2012 to 2022 Income Growth Outpacing the Region Job Growth Outpacing Housing Growth Key Economic Development Needs Invest in Quality of Life as an Economic Asset Grow the Tax Base Infill Development Housing to Meet Job Growth Grow Non- Service Jobs •“The core of Downtown is the Library and Town Hall but we also need more mixed use“ (Stakeholder Outreach) •More employers and jobs in Vinton ranked highest in importance. (Citizen Survey) What We Heard: Transportation Transportation Crashes & Hot Spots Bike Needs Sidewalks Bus Lines Good transportation is the lifeblood of a community. For Vinton's future, it needs to be safer, provide more options, and reinforce the Town as a place you go “to” rather than just a place you go “through.” Key Transportation Needs Transportation for an Aging Population Reconnecting Neighborhoods for all Modes Safety for All – Car/ Bike/Ped Close Gaps in Greenways Improving Gus Nicks/ Washington & Hardy/ Bypass •“Vinton has a great opportunity to become a more walkable and accessible Town. “ (Stakeholder Outreach) •Connectivity is a key issue. Especially for greenways and biking. (Stakeholder Outreach) What We Heard: Recreation & Quality of Life Vinton is emerging as a Hub of the Region’s Greenways and Blueway, with multiple regional facilities coming together here Key Recreation Needs All Age & Accessible Recreation 10-minute walks to Parks & Playgrounds Access to Parkway & Explore Park Connect Greenways Access to Schools •“Recreational connectivity is a big economic plus for people and businesses locating in Town. “ (Stakeholder Outreach) •It’s important to connect schools to recreational amenities. (Stakeholder Outreach) What We Heard: Housing & Neighborhood Revitalization Housing & Revitalization Close to 0% Vacancy Values Rising Aging Housing Stock Key Housing & Revitalization Needs Assistance for Housing Renovation More Housing – Affordable & Accessible Right-sized housing for an aging population More Starter Homes Regional Solutions for Homelessness •“Adding more housing affordable to the Town’s workforce, in accessible locations, is a need.” (Stakeholder Outreach) •Supporting Older Home Renovation was the most important need. (Citizen Survey) What We Heard: Community Facilities & Services Key Facility & Service Needs Future School Capacity Connect to Regional Water System Facility Maintenance & Expansion Police, Fire & Rescue Needs for Growth •“Town Services always get high marks from citizens. “ (Stakeholder Outreach) •New facilities create more maintenance needs. (Stakeholder Outreach) What We Heard: Stormwater, Water, and Sewer Stormwater management assessment requires additional data; early indications are that the Glade Creek drainage area should be an area of focus Stormwater, Water & Sewer Needs Restoration of eroded stream banks Upgrades to SWM System Upgrades to Water/Sewer for New Growth •Town is adopting new Consolidated Erosion & Stormwater Management Ordinance (Stakeholder Outreach) •Water pressure and service are the greatest current needs.
