ON TUESDAY, APRIL 2, 2024, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Michael W. Stovall, Vice Mayor Keith N. Liles Sabrina M. McCarty Laurie J. Mullins STAFF PRESENT: Richard Peters, Town Manager Cody Sexton, Deputy Town Manager Antonia Arias-Magallon, Town Clerk/Administrative Manager Andrew Keen, Finance Director/Treasurer Fabricio Drumond, Police Chief Anita McMillan, Planning and Zoning Director Jeremy Carroll, Town Attorney Mayor Grose called the meeting to order at 6:00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Mullins, Vice Mayor Stovall, and Mayor Grose present. After a Moment of Silence, Kathryn Sowers Executive Assistant at the Vinton Area Chamber of Commerce, led U.S. Flag. announcements, and Council Activities, Council Member McCarty announced the following: April 4 – State of the Town at the War Memorial; April 6 – First Saturday at the Vinton History Museum; April 8 – Eclipse Party at the Vinton Public Library from 2:30 p.m. to 4:30 p.m.; April 20 – Event at the Vinton Municipal Building from 9 a.m. to 12 noon; April 26 – Vinton Dog Concert at the Farmer’s Market at 6 p.m.; April 27 – Vinton Dogwood Festival in Downtown Vinton at 10 a.m.; and May 6 – Memorial from 10 a.m. to 2 p.m. Council Member McCarty encouraged everyone to venues in the community and to follow the Town’s social media and website for more information. Council Member Mullins announced the following Council activities: March 22 – All Council Members attended the Council Retreat along with Town Staff 2 Council Members McCarty and Mullins attended the Public Works Committee meeting. Council Member McCarty made a motion to approve the motion was seconded by Council Member Liles and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; and Nays (0) – None. March 19, 2024 Under awards, introductions, presentations, and proclamations, Kathryn Sowers, from the Vinton Woman’s Club, gave a brief presentation on Child Abuse Awareness Prevention Month and expressed appreciation towards the Town Council and Town Staff. Council Member Mullins Presented the Child Abuse Awareness Prevention Month Proclamation to Ms. Sowers. The next item on the agenda was the consideration of public comments regarding the setting of the real estate tax rates for the calendar year 2024. The Mayor opened the Public Hearing at 6:13 p.m. Deputy Town Manager Sexton commented on the report that Ken Fay Valuation for Roanoke County, previous Council meeting regarding the annual reassessment. State law requires that any time there is an increase in the assessment greater than 1%, a public hearing is required to set the tax rate even if the rate is staying the same. The Town is proposing that there will not be a tax rate increase in the calendar year 2024. The real estate tax rate valuation. The overall amount that is expected to be collected in real estate taxes $490,000, up about $35,000 from the previous year presuming the collection is 100%. Hearing no comments, the Mayor closed the Public Hearing at 6:16 p.m. Council Member Liles approve the Ordinance regarding the setting of the real estate tax rate for calendar year 2024 motion was seconded by Council Member McCarty, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Public Hearing Opened Public Hearing Closed Approved Ordinance No. 1054 setting of the real estate tax rate for calendar year 2024. 3 Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution approving the FY 2024- Valley Resource Authority (RVRA) amount of $16,749,590.00. Jon Lanford, Chief Executive Officer of the Roanoke Valley Resource Authority, presented the FY25 budget to the Council. Jeremy Garrett, Director of Operations Technical Services, and Brad Brewer meeting to answer any questions needed. Mr. Lanford reviewed the RVRA FY25 Budget Book that will be at the Town Clerk’s Office as part of the permanent record. The total amount that RVRA is asking of the Town of Vinton is $186,120.00. Council Member Mullins approve the Resolution approving the FY 2024- the Roanoke Valley Resource Authority in the total amount of $16,749,590.00 seconded by Council Member McCarty, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Stovall, Grose; Nays (0) – None. Approved Resolution No. 2585 approving the FY 2024-2025 Annual Operating and Reserves Authority in the total amount of $16,749,590.00. Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution authorizing the renewal of the Town of coverage with The Local Choice Program for the contract year July 1, 2024, through June 30, 2025. Deputy Town Manager Sexton insurance this year. Vice Mayor Stovall made a motion to approve the Resolution authorizing the renewal of the Town coverage with The Local Choice Program for the contract year July 1, 2024, through June 30, 2025; the motion was seconded by Council Member Liles, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Approved Resolution No. 2586 authorizing the group health insurance coverage with The Local Choice Program for the contract year July 1, 2024, through June 30, 2025 Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution 4 Manager to execute a contract with 3TP Ventures, Inc., to provide professional services for the Vinton 2050 – Comprehensive Plan Update Project. Anita McMillan commented that requires localities comprehensive plan. The Town received bids from three different firms for help with the comprehensive plan. There was committee that interviewed all three firms. 3TP Ventures was chosen as the firm to help with the comprehensive plan. Town Attorney Carroll and Town Manager Peters commented that there will be some changes to the contract with minimal edits. The R give Mr. Peters the approval to sign the contract once it is finalized. Council Member Liles approve the Resolution from 3TP Ventures, Inc., and authorize and direct the Town Manager to execute a contract with 3TP Ventures, Inc., to provide professional services for the Vinton 2050 – Project; the motion was seconded by Vice Mayor Stovall, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Approved Resolution No. 2587 to accept the proposal from 3TP Ventures, Inc., and authorize professional services for the Vinton 2050 – Comprehensive Plan Update Project Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution approving a Memorandum of Understanding with Roanoke City in supporting the Regional Skate Park contribution. Mr. Peters commented that th discussed about a year ago. approached by Roanoke City to make a one-time contribution toward the skatepark. This project is estimated to cost over 2 million dollars. The skatepark will be at Wasena Park in Roanoke. The City of Salem has already passed an ordinance last week to provide their support. The Town of Vinton would be contributing a one-time payment of $50,000.00. Roanoke City would be responsible for ongoing upkeep and maintenance. Council Member McCarty approve the Resolution approving Roanoke City in supporting Approved Resolution No. 2588 approving MOU with Roanoke City in supporting the Regional Skate Park with a $50,000.00 contribution. 5 was seconded by Council Member Mullins, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution property and machinery and tools tax rates for the calendar year 2024. Mr. Sexton commented there are not any changes for the 2024 calendar year. The personal property tax rate is recommended to stay at $1.00 per $100 of valuation. Council Member McCarty approve the Resolution rates for the calendar year 2024; the motion was seconded by Council Member Mullins, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Stovall, Grose; Nays (0) – None. Approved Ordinance No. 1055 setting of personal property and machinery and tools tax rates for the calendar year 2024 Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution Personal Property Tax Relief in the Town of Vinton for the 2024 tax year. Mr. Sexton commented on the updated Resolution that was sent out with the revised agenda package. The Personal Property established to provide relief to owners of personal- use motor vehicles. Car values under $1,000.00 would receive full relief of the personal property tax rate. Car values $20,000.00 receive a percentage of relief that was set by the Council from the personal property tax rate. Car values over $20,000.00, for the first $20,000.00 would receive a percentage rate off, that was set by the Council. The Town relies on the County to do a five-year look back to figure out what the relief rate should be. The recommended tax relief rate of what we set on the $20,000.00 valuation is 39.35%. percent. The bills for the personal property taxes will be prepared at the end of April and are due by May 31. Vice Mayor Stovall made a motion to approve Approved Resolution No. 2589 6 Personal Property Tax Relief in the Town of Vinton for the 2024 tax year; the motion was seconded by Council Member Liles, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. year Town Manager Peters expressed appreciation towards staff for participation in the budget retreat. Mr. Peters expressed appreciation towards Andrew Keen and Cody Sexton for their work on the budget. Mr. Peters commented that the State of the Town is this Thursday and is looking forward to it. Mr. Peters commented that the transportation webpage was created by the Planning and Zoning Department on the Town website. The page lists all transportation projects. Debbie Adams will have an article on Thursday regarding the page. Mr. Peters commented that staff will be participating in Clean Valley Day on Friday, April 5 at noon Dogwood Festival is on April 26 and 27. Mr. Peters commented that there would be one more meeting with the committee regarding the festival. Mayor Grose and Council Members expressed appreciation for the retreat, the State of Town being sold out, the playground at the Vinton Baptist Church, the Senior Expo, and the Craft Show.
