ON TUESDAY, DECEMBER 5, 2023, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Michael W. Stovall, Vice Mayor Keith N. Liles Sabrina McCarty Laurie J. Mullins STAFF PRESENT: Richard Peters, Town Manager Antonia Arias-Magallon, Town Clerk/Administrative Manager Andrew Keen, Finance Director/Treasurer Nathan McClung, Assistant Planning and Zoning Director Jeremy Carroll, Town Attorney Fabricio Drumond, Police Chief Bo Herndon, Public Works Director Mayor Grose called the meeting to order at 6:00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Mullins, Vice Mayor Stovall, and Mayor Grose present. After a Moment of Silence, Council Member Liles led the Pledge of Allegiance to the U.S. Flag. Under upcoming community events/ Member McCarty announced the following events: Chamber Holiday Open House on December 14th from 5 p.m. to 7 p.m. and Santa Crawl at 5 p.m. starting in Downtown Vinton. Council Member Mullins announced the following Council activities: RVARC legislative luncheon on November 30th; Council Member McCarty, Council Member Liles, and Mayor Grose attended the Town Christmas Tree Lighting on November 30th; Vice Mayor Stovall, Mayor Grose, Council Member Liles and Council Member McCarty attended the Christmas Parade on November 30th; Mayor Grose attended the Gish Mill property closing on December 1st; Council Members Liles, Mullins, Vice Mayor Stovall, and Mayor Grose attended the State of the County Address for Roanoke County on December 5th. Council Member Mullins made a motion to approve the Consent Agenda as presented; the motion was seconded by Council Member McCarty November 21, 2023. 2 voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Under awards, introductions, presentations, and proclamations, Bo Herndon recognized Kevin Town of Vinton. Mr. Orange dedicated 18 years to the Town of Vinton. Council expressed their apprec Orange and wished him luck on his retirement. Under Briefings, Town Manager Peters introduced Sri Nathella, Brownfield Program Manager, and Megan Cleinmark, Senior Geologist with TRC to Council. They reviewed a PowerPoint that will be available at the Town Clerk's Office as part of the permanent record. Mr. Nathella went over the previous work that was done in Vinton and what the future would look like with the Brownfield program and grant. Council expressed appreciation for their work and presentation. The next item on the agenda was the Consideration of public comments authorizing the Agreement to accept a $500,000 Community-wide Environmental Protection Agency (EPA). Mayor Grose opened the Public Hearing at 6:32 p.m. Mr. McClung commented that the resolution covers Manager to sign the agreement to accept those funds therefore a Public Hearing is required. Resident Daniel McCulloch on 806 Street expressed his concern about a hotel being built in the Town. He questioned if a hotel would be good for Vinton due to issues in the southeast. Mayor Grose and Council Town would take time to analyze all the details and look at all issues and concerns before starting the hotel project. Mayor Grose closed the Public Hearing at 6:41 Public Hearing Opened Public Hearing Closed 3 Council Member Liles approve the Resolution Manager to execute a Cooperative Agreement to accept a $500,000 Community- Protection Agency (EPA); seconded by Vice Mayor Stovall and carried by the Vote 5-0; Yeas (5) – Liles, Stovall, Grose; Nays (0) – None. Approval of Resolution No. 2576 authorizing the Agreement to accept a $500,000 Community- wide Brownfields Assessment Grant from the U.S. Environmental Protection Agency (EPA). Under items requiring action under the agenda, there was a presentation of the June 30, 2022, Annual Comprehensive Financial Report by Brown Edwards & Company, LLP, and considering the approval and acceptance of said Report. Mr. Keen introduced Travis Gilmer with Brown Edwards & Company, LLP. Mr. Gilmer presented the Fiscal Year 2022 Audit that will be available at the Town Treasurer’s permanent record. Council thanked Mr. and the details that were provided. Vice Mayor Stovall made a motion to approve the Resolution approving and accepting the June 30, 2022, Annual Comprehensive Financial Report by Brown Edwards & Company, LLP Council Member McCarty and carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Approval of Resolution No. 2577 approving and accepting the June 30, 2022, Annual Edwards & Company, LLP Town Manager Peters commented on the par the farmer’s print, and the expectation is that it will be directly mailed to residents and arrive at Christmas time. Town Manager Peters all participants for the Christmas parade. He Department and Police Department. Council expressed appreciation for the Town staff for their hard work on the parade and the decoration of lights around the Town. 4 Mayor Grose gave a shout-out to Town staff for their hard work for the parade. He also commented on the VML Legislative Lunch. Council Member Liles made a motion to adjourn the meeting; the motion was seconded by Council Member Mullins following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None.
