ON TUESDAY, FEBRUARY 20, 2024, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Michael W. Stovall, Vice Mayor Keith N. Liles Sabrina M. McCarty Laurie J. Mullins STAFF PRESENT: Richard Peters, Town Manager Cody Sexton, Deputy Town Manager Antonia Arias-Magallon, Town Clerk/Administrative Manager Jeremy Carroll, Town Attorney Fabricio Drumond, Police Chief Andrew Keen, Finance Director/Treasurer Mayor Grose called the meeting to order at 6:00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Mullins, Vice Mayor Stovall, and Mayor Grose present. After a Moment of Silence, Council Member Liles led the Pledge of Allegiance to the U.S. Flag. Under upcoming community events/ announcements, and Council Activities, Council Member McCarty announced the following: March 22 – Council Budget Retreat at Discovery Center; April 4 – State of the Town; April 20 – Public Shred Event Building from 9 a.m. to 12 Noon; April 26 – Vinton Dogwood Festival Concert at the Farmer’s Market at 6 p.m.; and April 27 – Vinton Dogwood Festival in Downtown Vinton at 10 a.m. Council Member McCarty encouraged everyone to venues in the community and to follow the Town’s social media and website for more information. Council Member Mullins announced the following Council activities: February 10 – game with the leadership team; February 12 – Mayor Grose and Vice Mayor Stovall attended the Finance Committee meeting; February 14 – Council Members Liles and McCarty attended the Community Development Committee meeting; and 2 Local Government Management Association Conference at Hotel Roanoke. Council Member Mullins made a motion to approve the Consent Agenda as presented; the motion was seconded by Council Member McCarty and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; and Nays (0) – None. February 6, 2024 Under awards, introductions, presentations, and proclamations, Estate Valuation for Roanoke County reviewed a PowerPoint presentation the Town Clerk’s office as part of the permanent record. Mr. Fay went over the changes in real estate assessments for the 2024 calendar year. Under awards, introductions, presentations, and proclamations, Jim Blanton, Director of Library Services for Roanoke County, Burnette-Dean, Vinton Library Manager, reviewed a PowerPoint presentation that will be available at the Town Clerk’s office as part of the permanent record. Mr. Blanton and Ms. Burnette-Dean commented on what services the Roanoke County libraries have been offering to the community. Council expressed their appreciation for what the libraries are contributing to the community. Under awards, introductions, presentations, and proclamations, John Hull, Executive Director of the Roanoke Regional Partnership (RRP) available at the Town Clerk’s office as part of the permanent record. Mr. Hull commented on the activities and successes of the RRP over the past year Roanoke region. Mayor Grose expressed appreciation towards the Roanoke Regional Partnership. The next item on the agenda was the Consideration of public comments concerning the action to officially list the Vinton Historic District on the Virginia Landmarks Register and the National Register of Historic Places. The Mayor opened the Public Hearing at 6:57 p.m. Town Manager Peters introduced Michael Pulice; Senior Architectural Historian and Kate Kronau, Public Hearing Opened 3 Pulice and Ms. Kronau reviewed a PowerPoint presentation that will be available at the Town Clerk’s office as part of the permanent record. Mr. Pulice and Ms. Kronau both went over the process that the Town has been taking to get the downtown area registered as a Historic District affects those properties in the area. Hearing no comments, the Mayor closed the Public Hearing at 7:17 p.m. Public Hearing Closed Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution Committee Town Clerk Arias-Magallon commented that staff Committee based on how the Town has reformed the council committees and due to the committee some time. February 14 Community Development Committee meeting. Town Clerk Arias-Magallon had sent letters proposed action service. Vice Mayor Member Stovall made a motion to approve the Resolution Safety Committee Council Member McCarty, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Approved Resolution No. 2581 dissolving the Highway Safety Committee Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution through Pinnacle Bank. Finance Director/Treasurer Keen commented that the Town has outgrown what Bank of America has municipal accounts and are slowly taking options other options for credit cards. Mr. Keen surveyed They have a cash rebate program, which is a flat rebate regardless of what is purchased. All credit 4 as Truist and Bank of Botetourt did not have any rebate programs. Pinnacle allows employees to do everything from an online portal, report fraud concerns, increase credit limits Currently, with Bank of America, Finance staff must go through a number of customer service steps whenever something is needed or happens. With Pinnacle, all statements can be pulled online. Council Member interest. Council Member Mullins approve the Resolution Safety Committee Council Member Liles and carried by the following roll call vote, with all members voting: Vote 4-0; Yeas (4) – Liles, Mullins, Stovall, Grose; Nays (0) – None; refrained from voting (1) – McCarty. Approved Resolution No. 2582 purchase card program through Pinnacle Bank Under reports from committees, Mr. Keen reported on the February 12, 2024, Finance Committee meeting. Mr. Keen commented that the committee went over the real estate tax rate and purchase cards that were already presented. Mr. Sexton commented on the public hearing regarding the real estate tax rate and personal property tax rates that will be held at the April 2nd Council meeting and February 29th. For financial statements, revenue projections are looking great. Meals tax, state sales tax, cigarette sales tax, and pari- exceeding budget expectations. The revenues for the general fund are outpacing the expenditures. Council Member Liles approve the Financial Statements for December 31, 2023 Member Mullins and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. December 31, 2023. Under reports from committees, Town Manager Peters reported on the February 14, 2024, Community Development Committee meeting. Mr. Peters commented that the committee discussed the Wasena Skatepark design options that the County is going over. The Town will be contributing the approved one-time funding for the Skatepark after July 1, 2024. The plan is to work this contribution in the FY25 budget. 5 study. The study shows that there is a high demand for having a hotel in Vinton. The Town is also going to start working on the water line on South Pollard Street. The next item that was discussed was the relocate a sewer lateral that was disrupted due to started, and the Town is working on getting those businesses in Vinton. discussed was dissolution which Council meeting. The next item that was discussed procedure c looking into changing the language to pursue those Plan. The Town released a Request for Proposals to help with the plan, received. The next item discussed was the Glade Creek Greenway Phase 2B update. There was approval of the additional funds request in January 2024 Planning Organization. The construction resumed activities on January 15, 2024, and the project is to be completed by the end of May 2024. The next item discussed was the Hardy Road and Gus Nicks Boulevard crosswalks update. The I Bids was [was what?] by Thursday, February 15, 2024. The bids will be coming to the Council for approval. There was one that was under budget. The next item discussed was the Woodland Place Stream Restoration Project update. Native planting is to be completed by the end of March 2024. Staff plans to pursue other storm drainage improvement projects. The committee decided to change the 8 a.m. meetings to 9 a.m. Town Manager Peters commented on canceling the March 5 Council meeting item that comes up. Mr. Peters commented on the Council Retreat on March 22nd commented on the road detour for S. Pollard Street that started today. The anticipation is for it to be closed for approximately 6 weeks. appreciation towards the businesses downtown. Mayor Grose, Council Member Mullins, and Council Member Liles commented on running for another term on the Council. Council commented 6 Council expressed appreciation towards Council Member Mullins for getting tickets for the hockey game. Mayor Grose towards Mr. Sexton for the invitation to the VLGMA Conference. adjourn the meeting; the motion was seconded by Council Member Mullins following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; APPROVED: _________________________________ Bradley E.
