ON TUESDAY, JANUARY 2, 2018, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Matthew S. Hare, Vice Mayor Keith N. Liles Sabrina McCarty Janet Scheid STAFF PRESENT: Barry W. Thompson, Town Manager Susan N. Johnson, Executive Assistant/Town Clerk Susan Waddell, Town Attorney Pete Peters, Assistant Town Manager Anne Cantrell, Treasurer/Finance Director Joey Hiner, Public Works Director Fabricio Drumond, Assistant Police Chief The Mayor called the regular meeting to order at 7.-00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Scheid, Vice Mayor Here and Mayor Grose present. Roll call After a Moment of Silence, Anne Cantrell led the Pledge of Allegiance to the U.S. Flag. Under upcoming community events, Council Member McCarty announced the following event: January 8-12:15 pm — Bridal Party-free lunchtime play for Vinton Seniors-Star City Playhouse. Council Member Scheid made a motion to approve the Consent Agenda as presented; the motion was seconded by Vice Mayor Hare and carried by the following vote, With all members voting: Vote 5-0, Approved minutes of the Regular Yeas (5) — Liles, McCarty, Scheid, Hare, Grose; Nays Council meeting of December 19, (0)— None. 2017 The next item on the agenda was a briefing on the 2018 Roanoke County Real Estate Reassessment. The Town Manager turned the meeting over to Billy Driver, Director for Roanoke County Real Estate Valuation. Mr. Driver made opening comments and then gave his PowerPoint presentation on the 2018 Real Estate Reassessment. The slides covered the Town's Real Estate Assessment and new construction history; median sales price history for single residential and residential sales and foreclosures for all of Roanoke County; the Reassessment Hearing Schedule and information regarding exemptions and the tax freeze program. A copy of the presentation i on file in the Town Clerk's Office and will be made a part of the permanent record.) With regard to new construction, Mr. Driver commented that the increase in the multi-family residential classification includes the Roland F. Cook lefts. There was further discussion regarding the potential impact of the market value of the surrounding Domes in the area surrounding Roland E. Cook. Council Member Scheid commented that if there was a way to quantify this information it would be useful to argue the merits of the historic tax credits in the future and to tape to the community in terms of hove renovating that building and the old William Byrd High School will increase those values. A question was asked with regard to the property in the Town that is classified agricultural and Mr. Driver responded that is a parcel on Niagara Road. Vice Mayor Flare commented that regional cooperation has been an important factor in the upward trend with regard to real estate. He then asked if we would have to advertise the 2.2% and Ms. Cantrell responded yes. We have to advertise anything over 1% and this year we will have to do the detailed notice and advertise 30 days in advance of the public Nearing. The Town Manager announced that the equipment lease which was authorized at the last Council meeting closed on Friday, December 29th. The funds are available in escrow and staff is in the process of completing the bid process to purchase the equipment items. slice Mayor Hare asked if the concern with the tax law that the interest rate was going to go up the very next day happened. The Town Manager responded it was close to $5,000 that we were anticipating saving and indicated he would get in touch with Mr. Folk with VMl_/VACo to find out what took place with the tax law charges, Under reports from Council Committees, Vice Mayor Hare commented that the Finance Committee met on December 21't. They are drafting an administrative policy to establish a Grant Fund that Council will be briefed on at an upcoming meeting. A correction needs to made to the recent policy that was approved giving the Town Manager authority to handle intradepartmental and interdepartmental transfers that will be brought back to Council at their January 16th meeting. They are also reviewing the current policy regarding retirees' g oup health insurance. With regard to the November Financial Statement, we are over the projection for revenue approximately $107,000 with the largest share of that being an early payment of real estate taxes by a mortgage company: Spending is under the projection, The Police Department salaries line item is over budget due to the Department being fully staffed. In previous budgets when the department was not fully staffed, the differential pay was covered with the overage in this line item. They will continue to monitor this. It will need to be a consideration for the next fiscal year's budget. In the Utility Fund, revenues are up and expenditures are down basest on the timing of projects. From a cash standpoint overall we are up this time over last year by$700,000 year over year. The Town Manager commented that we received the gain sharing payment of $567; t 1, which was more than what we had budgeted for. Anne Cantrell commented that we budgeted $552,000, which was the amount that was received last year. !lice Mayor Hare made a motion to approve the November 2017 Financial Report as presented, the motion was seconded by Council Member Scheid and carried by the following vote, with all members voting. Vote -6; Yeas 6 Liles, McCarty, Scheid, Mare, Approver! the November 2017 Grose; Nays 0 --None. Financial Report The Mayor expressed appreciation to the Public Works employees who were working out in the cold weather. on water line repairs. He expressed thanks to Debbie Adams for the article in The Vinton Messenger locking back on all that has happened in the Town during 2017. He is very excited about the feature of the Town and looks forward to 2018. Allmembers` of Council also commented on the article in The Vinton Messenger and wished everyone a Happy New Year, Council Member asked Joey Miner if there were plans to put the "Stop, Pedestrian Valk Way" sign back up in front of the Municipal Building, Mr. Miner responded that they do plan to put it back up Vice Mayor are made a motion to adjourn the meeting, the motion was seconded by Council Member Liles carried by the following vote, with all members voting: Vote 5-0; Yeas (5) — Liles, McCarty, Scheid, Hare, Grose, Nays (0) — None, The meeting was adjourned at 7:45 p.m. Meeting adjourned APPROVED- JA Bradley E.
