ON TUESDAY, JULY 18, 2023, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Michael W. Stovall, Vice Mayor Keith N. Liles Sabrina McCarty Laurie J. Mullins STAFF PRESENT: Pete Peters, Town Manager/Town Clerk Antonia Arias-Magallon, Administrative Manager Jeremy Carroll, Town Attorney Tim Lawless, Deputy Police Chief Andrew Keen, Finance Director Bo Herndon, Public Works Director Nathan McClung, Assistant Planning and Zoning Director Fayula Gordon, Associate Planner The Mayor called the meeting to order at 6:00 p.m. The Administrative Manager called the role with Council Member Liles, McCarty, Council Member Mullins, Stovall, and Mayor Grose present. After a Moment of Silence, Public Works Director Bo Herndon led the Pledge of Allegiance to the U.S. Flag. announcements, and Council Activities, Council Member McCarty announced the following: July 22 – Mingle at the Market from 7 – Farmers Market; August 1 – National from 6 – 8 p.m. at the Charles R. Hill Community Center; August 19 – 3 of Dogs Days of Summer from 1 – 4 p.m. at the Lancerlot. Council Member McCarty encouraged everyone to venues in the community and to follow the Town’s social media and website for more information. Council Member Mullins announced the following: July 12 – Committee meeting; June 22 – attended the RVARC meeting; June 23 – Vice Mayor Stovall attended the RVTPO meeting; June 29 – Council Member Liles and Vice Mayor Stovall attended the Chamber After Hours; June 29 – 2 Town of Woodstock; July 4 – Mayor Grose gave opening remarks at the Four on the Fourth; July 4 – Council Member Liles, Council Member Mullins, and Mayor Grose attended the July 4th Fireworks Celebration; July 11 – Mayor Grose attended the Roanoke Regional Partnership mid-year investor update; July 18 – Council Members visited Pitzer Road to check out the Full Depth Reclamation (FDR) process. Council Member Mullins made a motion to approve the Consent Agenda as presented; the motion was seconded by Council Member Liles and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, Mullins, Stovall, McCarty, Grose; Nays (0) – None. of June 20, 2023 The next item under the agenda, Deputy Chief Lawless reviewed a PowerPoint that will be available at the Town Clerk’s office as part of the calls for service were 3,910. The total number of reports written was 293. The total traffic stops were 836. The total number of traffic summons issued was 540. The total number of traffic accidents was 104. The total drug cases were 17, and the total security checks were 787. The Police Department received a LOLE Block Grant of $4,746.00 and an ARPA Grant - of $158,000.00 that will help pay for gym equipment for employees to use and much- needed police equipment. Mayor Grose commented on some of the equipment the department is looking into using the grant to purchase. The next item under the agenda, Town Manager Peters introduced Society's President, Randy Layma reviewed the Vinton Historical Society's financial statements and budget summary for FY 2024. Historical Society approved the purchase of the lift. Mr. Peters will work with the Historical Society on options for funding and getting the project started. memberships that the Vinton History Museum gets every year. Mr. Layman commented that there are a couple throughout the year of new ones but are 3 The next item under the agenda, Nathan McClung commented on the Community Rating System and Hazard Mitigation Projects. The Town will maintain its CRS class 8 certification so Flood Insurance Policyholders can get a 10 percent discount on their premium. The Town is continuing to implement the specific mitigation projects denoted jurisdiction. Gordon Foundation Open Space Lands Preservation Trust Fund Grant that was received for the playground project behind the Vinton War Memorial. Ms. package. appreciation towards Ms. Gordon for her work on receiving the grant. Town Attorney Carroll commented on the year. amendment where currently the MOU states that the sheriffs of the County and the City of Roanoke have to assign personnel to the MARCUS program. The amendment would like that to alleviate any burden on the City and County sheriffs. Vice Mayor Stovall made a motion to approve the MARCUS Alert amendment seconded by Council Member Liles and carried by the following vote, with all members voting: Vote 5- 0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Program. Town Manager Peters commented that the Cleveland Avenue paving has been completed, plan for the streets. The fire d resumed, development. Earlier today, Council Members and a few staff members view the VDOTs Full Depth Reclamation (FDR) 4 time to view the process. Mr. Peters thanked staff for their work on the 4th of July. Under reports from committees, Bo Herndon commented Committee meeting. Currently, they are working on a project on Holiday Road for Stormwater Circle’s s Fiber is still in Vinton and working on Lauderdale Avenue plan in place, there will be temporary striping. The striping company is a local company. Fall paving will start in August or September. We had the FDR visit today on Pitzer Road. Mr. Herndon showed a video to the process more thoroughly. Council Members expressed appreciation for all the work done for the 4th of July celebration and the budget and that are coming up. Mayor Grose commented on the Vinton Chamber Lunch and Learn and expressed appreciation to the staff who helped with the 4th of July Celebration. The next item on the agenda was a request to convene in a Closed Meeting, Pursuant to § 2.2- amended, for discussion of the appointment of the Town Clerk. Vice Mayor Stovall made a motion to convene in Council Member Liles and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Council went into Closed Session at 7:27 p.m. At 7:58 p.m., the regular meeting reconvened, and the Certification that the Closed Meeting was held in accordance with State Code requirements was approved on a motion by Council Member Mullins; seconded by Council Member McCarty and members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None.
