Johnson, Executive Assistant/Town Clerk Susan Waddell, Town Attorney Anne Cantrell, Treasurer/Finance Director Pete Peters, Assistant Town Manager/Di rector of Development Joey Hiner, Public Works Director William Herndon, Assistant Public Works Director Donna Collins, Human Resources Director Tom Foster, Police Chief Fabricio Drumond, Deputy Police Chief The Mayor called the regular meeting to order at 7:00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Scheid, Vice Mayor Hare and Mayor Grose present. After a Moment of Silence, the Police Officers present in the audience led the Pledge of Allegiance to the U.S. Flag, Under upcoming community events, Council Member McCarty announced the following: June 9 — Mingle at the Market — 7:00 to 10:00 pm with Faded Travelers and New Habit — Farmers Market; June 8-25 - — The Dresser is playing at Star City Playhouse and the 2 nd, 4t and 5 1h Fridays — 7:00 to 9:00 pm - Blue Grass Music and Dance Council Member Scheid made a motion to approve the Consent Agenda as presented; the motion was seconded by Council Member Liles and carried by the following vote, with all members voting: Vote 5-0; Approved minutes Yeas, (5) — Liles, McCarty, Scheid, Hare, Grose, Nays Council Meetings None. and May 15, 2018 The next item on the agenda was the Poli'71- Department 2017 awards. After comments by Chi Foster, the following awards were presented with t assistance of the Mayor, Captain Drumond a]!,!- Lieutenant Austin: Traffic Safety Award — Offic Shrewsbury; DUf Award — Officer Matthew Staffor I Drug Enforcement Award - Officers Hoover and Cox and Leadership Award - Sergeant Michael Caldwell Sergeant Caldwell made comments and introduced the Officer of the Year - Officer Shrewsbury. Chief Foster closed with comments in appreciation for all of the gupport given to his Department. 11116MMINNIN11 V The next item on the agenda was a Proclamation for National Safety Month. Donna Collins made comments regarding the theme "No One Gets Hurt" and that this will be the first year of celebration in the Town. The Mayor presented the Proclamation. Anne Cantrell fi". commented that line items have changed slightly wi I]' the General Fund now being at $8,194,562; the Gra Fund at $33,903; the Utility Fund at $3,720,200 and t Stormwater Fund at $409,764. The changes made to the Final Budget General Fund revenues are an increase in the fund balance of $190,000 for purchase of trash cans; increase in the Roanoke Valley Resource Authority Host Community Fee by $5,000, which is an item that was not included in the proposed budget and will continue each year; and an increase in interest income by $28,500 based on the CD renewal rate increase. The changes made to the General Fund expenditures are an increase in the Capital Outlay in Refuse Collection by $190,000 for purchase of trash cans; increase in Capital Outlay in Highway Maintenance by $30,000 for Garthright Bridge; increase in RVTV budget, which final figure was received after the proposed budget was presented; re-aflocating funds to a Non Department Transfer account for an employee bonus based on how revenues go throughout the year; increase/decrease on the Insurance Accounts based on VML Renewal Notification received this week and the elimination of three (3) unfunded positions —one in Fire/EMS, one in Public Works and one in Police. Ms. Cantrell made closing comments and mentioned the �zttachments that were included with the agenda package. K U-M-due-EFtnt lnanct, as presented; the motion was seconded by Council Member Scheid and carried by the following roll call vote, with all members voting- Vote 5-0; Yeas (5) — Liles, McCarty, Scheid, Hare, Grose; Nays (0) — None. The next item on the agenda was to consider adoption of an Ordinance amending Section 86-259, "Rates of license taxes," of Article VIII, "Licenses," Chapter 86, "Taxation," of the Vinton Town Code and providing for an effective date, Anne Cantrell commented that staff recommends updating our Ordinance to match the surrounding jurisdictions in the Roanoke Valley. The impact of the General Fund Revenues would be approximately $50,000. Several small businesses will see a reduction when they renew their business license in January of 2019 with the largest impact being in the professional category. ffis, Cantrell further commented that staff will be further� reviewing the business license section of the Town Code to bring it in line with the State Code. Those recommended changes will be brought back to Council for consideration at a later 4ate. Adopted Ordinance No. 994 approving the Town of Vinton, Virginia budget for the fiscal year beginning July 1, 2018 and ending June 30, 2019 Council Member Liles made a motion to adopt the Adopted Ordinance No. 995 Ordinance as presented; the motion was seconded by amending Section 86-259, "Rates of Council Member McCarty and carried by the following f license taxes," of Article VIII, roll call vote, with all members voting: Vote 5-0; Yeas "Licenses," Chapter 86, "Taxation," of (5) — Liles, McCarty, Scheid, Hare, Grose; Nays (0) — the Vinton Town Code and providing None. for an effective date The next item on the agenda was to conside adoption of a Resolution in support of the American Anti Corruption Act. The Town Manager commented that a the May 15, 2018 meeting, Council tabled action on thi item. The Resolution has been revised to remove th following language: "WHEREAS, $6.5 billion was spen in the 2016 elections throughout the United States, a increase of over half a billion from 2012, with the vas majority of this money coming from special-interes donors, thereby making politicians dependent on a smaIll segment of the population to fund their campaigns." Vice Mayor Hare commented that this language was 0 removed at his request because the statement is technically correct, but misleading because it does not take into account inflation, The minutes have mentioned his concerns and he wanted to make sure that the basis on which Council was making their decision was well documented in the meeting packets. Vice Mayor Hare next commented on public funding of elections and gerrymandering and encouraged our lawmakers to look at some of the neighboring states and referring to a recent amendment to the Ohio Constitution, With regard to public funding of campaigns, Vice Mayor Hare encouraged Council that if believes it is something good then perhaps they should do it because there is nothing that stops them from possibly funding local campaigns. The Mayor and other members of Council made comments in support of the Resolution and expressed thanks to the students from William Byrd High School. Vice Mayor Hare also expressed appreciation to Tessa Yarbrough, Vice Mayor Hare made a motion to adopt the Resolution as presented; the motion was seconded by Council Member Scheid and carried by the following roll call Adopted Resolution No. 2249 in vote, with all members voting: Vote 5-0; Yeas (5) — support of the American Anti - Liles, McCarty, Scheid, Hare, Grose; Nays (0) — None. Corruption Act Under reports from Council Committees, Joey Hiner reported from the May 17, 2018 Public Works Committee meeting. Mr. Hiner first commented that 15 accounts in the Town utility service area that receive water from the Western Virginia Water Authority, but have been billed by the Town have now been switched to direct billing from the Water Authority; a feasibility study will be done by a consultant with regard to a stormwater fee as part of the FY 2018-2019 budget and the Committee will make recommendations to Council of individuals to serve on a stormwater committee. In response to a question, Mr. Hiner commented that EEE Consulting, the firm that gave the two stormwater presentations to Council, would be the consultant. With regard to the Hardy/Vinyard '•.• intersection, the I signal timing change to alternate signal timing was changed to alternate green on the cross street (Vinyard) on May 17 1h . Discussion was had with regard to adding a • turn arrow, The new pavement markings have been completed at the Walnut Avenue • 8th Street intersection and additional signage will be put up • enhance the safet?Arfffitr;�-Ltfe4&t.-&4ii•-i were made to the traffic •. 0 Its•11- the Ordinance and a timeline. Also, we want to get the truck and make sure everything is functional before we get the trash cans. We do not want the cans to come in first and start utilizing them at the same time we do the truck. Council Member Scheid next commented that she would like the Committee to reconsider the timing of the implementation of the new trash cans. Council Member Liles asked about the light at the intersection at Clearview and Hardy Road. After discussion, Mr. Hiner commented that this intersection is part of the list to change over to the Opticorn system, However, he would also check in the surplus of items that have been pulled from other signals to see if there would be something that might help with this intersection. 0 The Mayor commented on the recent retirement I'M Public Works employee, Cecil Saunders, and t success of the cookout during Public Works Week a the Virginia Blue Ridge annual meeting. recognized Debbie Adams, with the Vinton Messenge di *n her recent DAR award on Outstanding Local Me Coverage. Comments from Council: Council Member McCaM congratulated The Advancement Foundation in t celebration of their fourth annual Gauntlet Busine Competition Ceremony. Council Member Sche expressed thanks to the Public Works Department working on the Wolf Creek Greenway. Mr. David Denham, on behalf of "Represent Roanoke Valley", and the National Organization "Represent Us" expressed thanks to Council for the P.,idoption of the Anti -Corruption Resolution.
