ON TUESDAY, JUNE 6, 2017, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Keith N. Liles Sabrina McCarty Janet Scheid MEMBERS ABSENT: Matthew S. Hare, Vice Mayor STAFF PRESENT: Barry W. Thompson, Town Manager Susan N. Johnson, Executive Assistant/Town Clerk Susan Waddell, Town Attorney Anne Cantrell, Treasurer/Finance Director Anita McMillan, Planning & Zoning Director Tom Foster, Police Chief Joey Hiner, Public Works Director Fabricio Drumond, Police Captain The Mayor called the regular meeting to order at 7:00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Scheid and Mayor Grose present. Vice Mayor Hare was absent. Roll cal", After a Moment of Silence, Anne Cantrell led the Pledge of Allegiance to the U.S. FlagI Under upcoming community events, Council Member McCarty announced the following events: June 16-Party in the Park with Legacy Motown - Farmers' Market; June 10-First Mingle at the Market with Tru Sol -Farmer's Market and the next play at the Star City Playhouse will be in July. There will be free Tai Chi for Arthritis Classes at the Senior Center and June 12-July 13, Monday -Thursday from 11-12 Noon - free summer meals for children age 18 and under - Herman L. Horn Elementary. Council Member Scheid made a motion to approve the Consent Agenda as presented, the motion was seconded by Council Member Liles and carried by the following vote, with all members voting: Vote 4-0-1; Yeas (4) - Liles, McCarty, Scheid, Grose; Nays (0) - None; Absent The next item on the agenda was a briefing on proposed Ordinance to amend Section 78-5, Wi* Jig' g4 j��•N� ij , roi-of-wa, or F!l =T. t.-R01101 Approved minutes of the Regular Council meeting of May 2, 2017 and the Regular Council meeting of May 16, 2017 "Solid Waste" of the Vinton Town Code forth,; purpose of reducing the penalty from a class 1 misdemeanor to a traffic infraction penalty with fine. Chief Foster commented that this local ordinance would allow the officers to issue a ticket much like a parking ticket, which is a lesser offense than a charge under the State Code. The fine would be paid to the Town Treasurer with no criminal conviction. If it is not paid, then it would be referred to the Court, He has worked with the Town Attorney in the drafting of the proposed Ordinance. Chief Foster further commented that the officers would still continue to have the option of charging under the State Code if they felt that the situation warranted the option of a harsher penalty for the violation. It would also allow them to enforce the disposal of wrappers, cigarette butts and items of that nature on private property, The proposed Ordinance states that in order for someone to throw debris on private property such as a parking lot, they would have to have written permission from the property owner. Council Member McCarty asked if Chris McCarty was aware of this proposed Ordinance. Council Member Scheid commented that this matter had been 4.1iscussed for several months by the Litter Task Force d he should have a copy, Council Member Scheid next asked about including newspapers in the Ordinance and commented that the gentleman from the Roanoke Times had indicated that it could not be included. Chief Foster responded that he has not discussed the specific issue dealing with the Roanoke Times distributing the advertising product since they have reported back they will start sending those through the mail, He felt that the reference to newspapers would refer to those who may dispose of or throw newspapers on the highways *r other areas. The Town Attorney commented that After further discussion, the Town Manager commented that this item will be on the next meeting for adoption. The next item on the agenda was a briefing on Urban Archery and Deer Culling in the Town of Vinton. Chief Foster first commented that as a result itf a concern expressed by a citizen about the deer population in the town, the matter was referred to the 014 Public Safety Committee. That Committee requested the Police Department to further research the various options available. Chief Foster next commented briefly on three options —Option I was the Urban Archery Program through the Virginia Department of Game and Inland Fisheries, Option 2 was the hiring of a licensed contractor to call the deer population and Option 3 was the hiring of law enforcement officers to kill deer within the town limits as permitted by the VDGIF. Chief Foster further commented that the complaints on the deer population have been very limited in the town and from a public safety standpoint, there have been very few motor vehicle crashes involving deer in the town. The Committee recommends that the issue be tabled for now until they receive more complaints or are in a better position to hire a contractor. Council Member Scheid asked that the citizen, Mr. Roy McCarty, be notified of this research t,nd the recommendation by the Committee. Chief Foster responded that he would contact Mr. McCarty. on the refuse truck and trash collection methodology. Joey Hiner, Public Works Director shared an updated PowerPoint presentation. (A copy of the presentation is on file in the Town Clerk's Office and will be made a part of the permanent record.) With reqard to the semi -automated option, Council Member Scheid asked if the additional debt payment would be for the containers. Mr. Hiner responded yes. Council Member Scheid next asked if a regular trashcan would work with the tippers and Mr. Hiner responded the tippers that are now available could not handle a regular trashcan. He then demonstrated how the tipper would work on a 96 gallon container that he borrowed from the City of Roanoke. The would be $414,000.00. There is already $35,000 of debt service included in the budget and it would require an additional $47,365 to purchase the containers. Council Member Liles asked why the town residents could not be furnished with a container since they also pay Roanoke County taxes. Council Member Scheid commented that it has to do with gain sharing and the Town Manager responded that we receive $110,000 from Roanoke County through gain sharing for refuse collection. W, Mr, Hiner next commented that the $47,365 is over a five-year period to purchase the cans, but the financing for the truck would be over a seven-year period, The Mayor commented that it was shared in the Public Works Committee meeting that the truck to be purchased would be retro-fitted so the tippers could be added at a later date. Mr. Hiner responded that was correct. Council Member Scheid commented on the truck being retro-fitted to add the tippers at a later date and having the ability to later borrow money to purchase the containers. She understood that the truck and containers need to be bundled together. Council Member Liles commented that the semi- automatic option would save $40,000 a year due to reducing the crew by one person. Anne Cantrell responded that person would to a different position, so there would not be a real savings. Council Member Scheid commented in closing on the problem with trash in the town and how it is affecting the town's image and creating issues with wildlife, There needs to be something done differently in terms of educating the citizens about the proper disposal of household garbage in the town. At some point time Council is going to have to have the courage to enforce the ordinance. Council Member Liles and Council Member McCarty both concurred that we need to take i� different approach to education the citizens. The Mayor commented that the Committee would like to see us move forward with an automated system, but aev *n #�- funds. He suggested that the matter be put on our CIP for consideration on a yearly basis. The Town Manager commented that Roanoke County has now deeded the old William Byrd High School to Dave McCormick and Mr. McCormick has indicated that he plans to start work in August. I NO or, I j I M The Mayor commented on the recent employee event for National Police/EMS and Public Works week. He next commented on the quick response yesterday of the Police Department when a kindergarten child from one of the local schools got off at a different bus stop. The mother was very M. impressed and very grateful to the Police Department for their quick response and assistance in returning her child. Under comments by Council: Council Member Scheid commented that today was the 73rd Anniversary of D-Day and reminded everyone to vote at the primary election on June I 3th. She further commented that she had a citizen to ask if the town would consider adopting an ordinance that would prohibit the excessive tethering of dogs. The City of Roanoke has recently passed such an ordinance. The Town Manager and Chief Foster will begin to do some research on the matter. Council Member McCarty commented on the recent wine festival and having it back at the War Memorial next year. The Town Manager commented that it has already been scheduled for the War Memorial next year. Council Member Liles commented that he attended the wine festival and there was a large turnout, He thought it was a good event and gave people an opportunity to visit Explore Park. Also, a citizen recently commented to him that the grass has never looked better in the town and expressed appreciation to Public Works. The next item on the agenda was a request to convene in Closed Meeting, Pursuant to § 2.2-3711 (A) (1) of the 1950 Code of Virginia, as amended, for discussion regarding appointments to boards and commissions. Council Member Scheid made a motion to convene in Closed Session; the motion was seconded by Council Member Liles and carried by the following vote, with all members voting: Vote 4-0; Yeas (4) — Liles, McCarty, Scheid, Grose; Nays (0) — None; Absent (1) - Hare. Council went into Closed Session at 8:36 p.m. At 9:00 p.m., the regular meeting reconvened and the Certification that the Closed Meeting was held in accordance with State Code requirements was approved on motion by Council Member Scheid; seconded by Council Member Liles and carried by the following roll call vote, with all members voting., Vote 4- 0; Yeas (4) — Liles, McCarty, Scheid, Grose; Nays (0) — None; Absent (1) - Hare. Certification of Closed Meeting Council Member Liles made a motion to adjourn the meeting; the motion was seconded by Council Member McCarty and carried by the following vote, with all R members voting: Vote 4-0; Yeas (4) — Liles, McCarty, -• Grose; Nays (0) — None; Absent (1) - Hare.
