ON TUESDAY, MARCH 21, 2017, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL, BUILDING LOCATED AT 311 SOUTH POLLARD STREET; VINTON, VIRCIIIA MEMBERS PRESENT: BradleyE. Grose, Mayor Matthew S. Hare, Vice Mayor Keith N. Liles Sabrina McCarty Janet Scheid STAFF PRESENT. Barry Vt . Thompson Town Manager Susan N. Johnson; Executive Assistant/Town Clerk Theresa Fontana, Town Attorney Pete Peters, Assistant Town Manager/Director of Economic Development Anne Cantrell, Treasurer/Finance Director Torn Foster, Police Chief Joey Hiner, Public Works Director The Mayor called the regular meeting order at 7:00 p.m.. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Scheid, Vice Mayor Hare and Mayor Grose present.. Roll call After a Moment of Silence, !Council Member McCarty led the Pledge of Allegiance to the U.S. Flag. Under upcoming community events, Council Member McCarty announced the following events. March 3- .30-8.00 p.m.-Roanoke County Re-imagine 419 Draft Plan Reveal- South County Library; March 8- CI: }9 a.m.- Senior Expo at Afar Memorial and March 30- ;30 p.m.-Roanoke Valley Greenway Plan Update Regional Meeting at Fishburn Park Elementary School and April 1- 9:00 a.m.-12 Noon Clean Valley Clay, The Star City Playhouse begins their 2017 season with the first play being the Belle of Amherst-March 21- April 9 with shows on Fridays at 7:00 p.m. and Saturdays and Sundays at 2:00 p.m The Mayor announced a wreath laying ceremony at the Veterans' Monument on March 29th. Council Member Scheid made a motion to approve the Consent Agenda as presented; the motion was seconded by Council Member Liles and carried by the following roll call vote, with all members voting: Vote $-Ct; Yeas C -- files, Approved minutes of the regular Council McCarty, Scheid, Flare, Grose, Nays(C})—bone. meeting of March 7; 2017 The next item on the agenda was a Proclamation for Vietnam Veterans Day. Council Member files Invited all to stand as he read the Proclamation Thief Foster`next read his e o recognizing Acting Sergeant Michael Caldwell and Officer Jeremy Shrewsbury as Officers of the Month for February. Both were present at the meeting. Chief Foster next announced that Detective Todd Bailey had been selected to attend the Virginia Forensic Science Academy this Spring. The next item on the agenda was the report on the Vinton Volunteer First Aid Crew for February 2017. Chief Wayne Duffey reported that the volunteer truck was marked up 550 of 2 possible hours for 127°Ire; the medic truck was marked up 39% and the BLS Unit 11%, they responded to 96 out of 113 calls and handled 92 at 73 . The fractile response time was 3.73 with a total of 1,979 man hours for the month. They currently have 51 members on roll with five in the application process. He then made comments and introduced new members, Melissa Andersen and Courtney Cherry. The next item on the agenda was the request for funding presentation for the Vinton Volunteer Fire Department. Chief Richard Oakes first commented that his budget request is for $19,000: He then broke down his request as fellows:: $4,400 for contract services, which is the Chief's pay $8,000 for equipment replacement, $2,500 for training out-of-town; $3,500 for uniforms and station gear; $200 for office supplies and $400 for the active 911 paging system, Chief Cakes next commented that they have four new members. Two of them are already certified, one graduates from the Academy next Wednesday night and one is a Junior member. He also has two interest forms. They are trying to have the truck staffed more often each week, but they are in the creed of drivers. They have two members who are trying to get into a class to get certified to drive: 2 They used part of the funds from last year to purchase a turn-out gear dryer and he understands the career staff are in the process of getting a washer for this same purpose. They also purchased new furniture for the dayroom. The next item on the agenda was to consider adoption of a resolution appropriating $25,000 from the Contingency account to the Capital Outlay account in the Water & Wastewater Administration department to allow Finance to complete radio-reach meter installation in the business book. Anne Cantrell commented that this item was discussed in the Finance Committee meeting and will allow the purchase of one inch radio-read meters to complete the business book. Currently approximately one- half of them have been converted and this funding will Band the other half. Vice Mayor bare commented that this investment will pay itself back because these ureters will give a more accurate reading and are more efficient. The Town Manager commented that these meters will also give the ability to manually pull 2 / ' information off of any meter when they receive a complaint from a customer of a high reading. There are over 500 accounts on the commercial side. Currently it tapes approximately three days to do this reading and now they will be able to do it in approximately half a day. Adopted Resolution No. 2196 Vice Mayor bare made a mourn to adopt the appropriating $25,000 from the Resolution as presented; the motion was Contingency account to the Capital seconded by Council Member Scheid and Outlay account in the dater carried by the following roll call vote, with all Wastewater Administration department members voting: Vote -0; Yeas ( — tiles, to allow Finance to complete radio-read McCarty, Scheid, Hare, Larose, flays (0) -- Norte. meter installation in the business book The next item can the agenda was to consider adoption of a resolution transferring $25,000.00 in the General Fund from the CDB Expenditures to Contractual Services in the Economic Development Budget for the wish Mill Redevelopment Feasibility Study. Pete Peters commented that Council had been briefed on this matter at their march Ph Meeting. The purpose of the study is to access the current site conditions and plan for the site's eventual rehabilitation for potential or commercial civic use. Staff has received support from the Council's finance and Economic Development 3 Committees. If approved, the study will begin in April and is anticipated to be completed by mid- summer; Staff will also be seeking other available grant funds to help find the study and the eventual rehab. Council Member Liles made a motion to adopt Adopted Resolution No: 2197 the Resolution as presented; the motion was transferring $25,000.00 In the General seconded by Council Member Scheid and Fund from the C1 BG Expenditures to carried by the following roll call vote, with all Contractual Services in the Economic members voting;. Vote -0, Yeas -- Liles, development Budget for the Gish Mill McCarty, Scheid, Dare, Grose; Nays ( —None. Redevelopment Feasibility Study The next item on the agenda was a briefing on Community Survey on Public Safety and Law Enforcement to be conducted by the Police }apartment. Chief Foster commented on the purpose of the survey and that this survey was created by the U. S. Department of Justice through the Community Oriented Policing Service.. The survey will be used to get a baseline of the level citizen satisfaction in our community with five key components community involvement, safety, procedural justice, performance and contact and satisfaction. Chief Foster next commented information about the survey will be provided through local media, a notice on the water bill and through direct contact. After the first survey; he plans to do another one mid-Summer and a final survey sometime in late-Fall; As soon as some of the results are in, they plan to share that data with Council and Town staff and other social media so citizens will also know the results of the survey and will start seeing some things in the enforcement that addresses their concerns: Vice Mayor Hare commented on a survey that was dome several years ago where there was a drawing for an iPad for these who completed the survey which made the response rate higher. Chief Foster commented that he had thought o an incentive, but with this survey it might dissuade individuals from identifying themselves in order to be eligible for the drawing. He would look into it further, Council Member Scheid asked about the time period for the lCS grant. Chief Foster 4 responded that the grant runs through December of this year. Ms. Scheid then asked if the survey had to completed within that time period and Chief Foster responded yes. Ms. Scheid next asked what +would be considered a good response rate and Chief Foster responded that he was not sure. With regard to the Mobile Unit, thief Foster commented that they had received three bids for the trailer. It is being custom built with the department's own specifications. The next item on the agenda was a briefing on consideration of participating in the Elizabeth Cole Foundation's rational Hidden Heroes Campaign, The Town Manager began by commenting that the Mayor was contacted by Council Member Bill Bestpitch of Roanoke City requesting that the Town consider participating in this Campaign. He next commented on the history of the Campaign and indicated that Mr. Bestpitch sent the same information to Roanoke County for their consideration. Once all of the local governments have decided whether to participate, II . Bestpitch plans to contact John Carlin at 1l LS-`I } and ask for his help in publicizing our efforts. The Town Manager next commented that Council would be asked to consider adoption of a Resolution at their next meeting. The Resolution that was adopted by Roanoke City along with other information was provided with the agenda. 11r. Bestpitch has been working with John Miller from the Stonewall Jackson Chapter of the Association of the US Army and for the last three years with Wendi Schultz from the County, Kathy Murphy from Salem, and Mary Beth Layman from Vinton on the Roanoke Valley Municipal Vietnam Commemoration Committee. Council Member Scheid asked if the Town would develop its own program or if the Valley would develop a program, The Town Manager responded that we would support Roanoke City's efforts. However, we could incorporate in our Veteran's: Day event along with providing information in our Information Center and having a link on our website. The Town Manager further commented that Mr. Bestpitch has already been working with John Miller from the Stonewall Jackson Chapter of the Association of the US Army along with yendi Schultz from the County; Kathy Murphy from Salem, and Mary Seth Layman from the Town on the Roanoke Valley Municipal Vietnam Commemoration Committee; He indicated that he could call Mr. Bestpitch and Ms. Scheid responded that it would help to give a clear understanding of what we need to do in the Town and also to support the other localities. The Town Manager commented that he an Chief Feaster met with Sheriff grange last week and the Sheriff has agreed to have inmates pick up litter on the weekend along our major roads. We will be providing a reap and the orange bags. The data has been received from Valley Metro on the January ridership survey. They will be coming to the April t{fit'' Finance Committee meeting to present their analysis. He and Mr. Peters also attended the t RTC Board meeting on Monday where limiting of the STAR pass was discussed, but no decision was made. They are also discussing a fare increase on the FIXED rate, but made no decision. A public hearing would be required any fare increase, The Virginia Department of Historic Resources at their March 16th meeting approved the placing of the old William Byrd High School on the Virginia Landmark Register. The next step is for the National Park Service to approve the site for the National Register of Historic Places, which should occur within the next 90 days. With regard to the skateboard park, no information has been received yet from FFMA. The Town Manager next commented on the success of the;Employee Appreciation went last Friday and expressed appreciation to the Committee.. Chief Foster commented on another item that came out of the meeting with Sheriff Orange. The Town along with other agencies is no longer able to use the Botetourt County Sheriff's Department shooting range. They have been looking at some other options which world have a cost associated with them. Sheriff Orange was accommodating and the department now will be allowed to use the Roanoke County range at- 6 Dixie Caverns to conduct their firearms training twice a year. The Mayor asked the Town Manager to give an update on the vendor at the Farmers' Market for this upcoming season. The Town Manager commented that the vendor who had been at the Farmers' Market passed away in January. However, his partner will be setting up again this season. The Mayor next commented on the success of the Glean-tip Day that was organized by Council Member Scheid and the Employee Appreciation Event. He also thanked the Town Manager for visiting Herman L. Horn with him for Community Officials Meek and thanked the Police and Fire Departments for visiting the school on a regular basis. Under comments by Council Vice Mayor Hare asked if anyone had noticed the storm damage to the siding on the Mill. The Town Manager responded they were aware of it and that the gutter has been removed, but not the siding.. Council Member Scheid asked Joey Hiner shout the work being done by Pudic Works near acado's. Mr. Hiner responded that the work related to some infrastructure improvements that needed to be made in that area. Council Member McCarty expressed appreciation to all of the staff. Council Member files commented that Virginia Avenue has been paved. He indicated to Joey Hiner that a manhole cover is off on the sidewalk near the sign that paints to Preston Road. The next item on the agenda was a request to convene in Closed Meeting, pursuant to § . - 3 "11 A) 1) of the 1050 Code of Virginia, as amended, for the annual evaluation of the Town Manager. Council Member Liles made a motion to convene in Closed Session; the motion was seconded by Council Member McCarty and carried by the following vote, with all members voting; Vote 5m0; Yeas 5) — Liles McCarty, Scheid, Hare, Grose; Nays (0) -- None. Council went into Closed Session at 310 p.m. At 0`.35 p.m., the regular meeting reconvened and the Certification that the Closed fleeting was held in accordance with State Code requirements was approved on motion by Vice Mayor Hare; 7 seconded by Council Member Scheid and carried by the following roll call vote; with all members voting: Vote -0 leas (5) Liles; McCarty, Scheid, Hare, Grose, flays(6)—Mona. Certification of Closed Meeting Council Member McCarty made a motion to adjourn the meeting;the motion was seconded by Vice Mayor Flare and carried by the following vote, with all members voting: Vote 5_0r Yeas(5) Liles, McCarty, Scheid, bare, Grose; Nays 0) None. CERTIFICATION THAT A CLOSED MEETING WAS HELD IN CONFORMITY WITH THE CODE OF VIRGINIA WHEREAS, the Town Council of the Town of Vinton, Virginia has convened a closed meeting on this date, pursuant to an affirmative recorded vote and in accordance with the provisions of the Virginia Freedom of Information Act; and, WHEREAS, Section 2.2-3712 of the Code of Virginia requires a certification by the Vinton Town Council that such closed meeting was conducted in conformity with Virginia Law. NOW, THEREFORE, BE IT RESOLVED that the Vinton Town Council hereby certifies that to the best of each member's knowledge: I. Only public business matters lawfully exempted from opening meeting requirements by Virginia law were discussed in the closed meeting to which this certification applies; and 2. Only such public business matters as were identified in the motion convening the closed meeting were heard, discussed or considered by the Town Council.
