The Mayor called the regular meeting to order
at 7:00 p.m. The Town Clerk called the roll with
Council Member McCarty, Council Member
Scheid, Council Member Stovall and Mayor Grose
present. Vice Mayor Liles was absent. Roll call

Council Member Scheid made a motion to
approve the Consent Agenda as presented; the
motion was seconded by Council Member Stovall
and carried by the following vote, with all members

The next item on the agenda was a briefing or
a Quarterly Report for the EPA Community-wid4

Ms. Kroll made additional comments and then
introduced Dr. Stephanie Houston. Dr. Houston
part of the agenda package and is on file in th
Town Clerk's Office as a part of the permanen

Council Member Scheid asked what property
approval survey other than for the hotel site had
been submitted. Dr. Houston responded the other
property was 20 Hardy Road, the garage. Ms.
site and was being reviewed by DEQ to check
eligibility. If any State Trust funds have been used
on the site, it would make it ineligible for this
funding. Once it goes through the DEQ review, it is
very quickly added into the EPA process.
Council Member Scheid next asked if the hotel
marketing study was an update or a new study. Mr.
Peters responded that since the first study was
have happened since then, it will be an update of
the existing study. The updated study will also
create a Performa based on what this hotel can
generate in the sense of traffic, revenue and what
the costs would be to operate. They will evaluate
the general areas, but it will be specific to the
location we have identified.
The next item on the agenda was a briefing on
the Notice of Invitation for Bids (IFB) for the
construction of the Glade Creek Greenway Phase
21 and Intent to Award. Anita McMillan commented
IFB was approximately 37% more than the
estimated construction cost. If any bid that is more
than 10%, Virginia Department of Transportation
(VDOT) requires us to rebid. We received three
bid was 7%.

six months. The lowest responsive bid was from
Combs Land Solutions, which is the same
contractor that did the Phase 1 of the Greenway.
Mr. Peters commented that staff is very
appreciative to VDOT for finding those additional
funds. When you consider the grant funds and the
funds that VDOT has come up with, we are getting
almost a $700,000 project done for about $130,000
of Town funds. A five to one match is a good return
on our funds and this is a critical connection to the
entire Roanoke River Greenway system. Mr.
Peters also expressed appreciation to Ms. McMillan
for all of her work on the project.
The Town Manager commented that he, Ms.
McMillan and Mr. Peters have been working with
the Finance Department and have come up with the
match to fund the project. We plan to bring that to
the next Council meeting to appropriate the funds.
Ms. McMillan further commented that Phase 2B
grant has been recommended for approval by the
Roanoke Valley Transportation Planning
Organization (RVTPO) to go to the Commonwealth
Transportation Board (CTB) and hopefully by June
we will know.

County and Roanoke City to form a governmental
and educational station. The actual studio was
dedicated at the Jefferson Center in Downtown
Roanoke on August 11, 1994. They are governed
by the RVTV Committee which includes
representatives from the three localities. The
Town's representatives are Council Member
McCarty, Pete Peters and Sara Reid, the citizen
representative. The most exciting thing that
happened over the past year, which took two
years to do, was on May 10, 2019, RVTV
transitioned to a totally digital upgrade.
Ms. Bays -Murphy next commented on the videos
produced in 2019 for the Town. The Vinton
Projects Tour video, which was shown at the State
of the Town, showed off the recently purchased
drone and Mr. Peters was instrumental in helping
to get the drone for RVTV, which has been a
game -changer. She also commented on 15
regional videos that were produced for the three
localities. Council Member Scheid asked of all
the videos produced for the Town, which received
the most attention. Ms. Bays -Murphy responded
the Projects Tour and the Billy Byrd Apartments
Ribbon -Cutting.
Council Member McCarty commented on how
much she has learned since she has been on the
Committee and encouraged Council to visit and
take a tour of the studio. Ms. Bays -Murphy
commented that she would be glad to give a tout
at any time.

was seconded by Council Member Scheid and
carried by the following vote, with all members

The next item on the agenda was to consider
adoption of a Resolution adopting Title VI of the
Civil Rights Act Implementation Plan. Anita
McMillan commented that Council was briefed on at

to have this Plan since the Town is a Local Public
Agency (LPA) receiving federal -aid funding. The
draft of the Plan has been reviewed by the Virginia
Department of Transportation (VDOT) Salem
District Civil Rights Division and the Central Division
in Richmond and they have approved the Plan. The
Town will be the first locality within the Salem
District to adopt the Plan.
Ms. McMillan next commented that the only
in Tagalog. The Town Attorney has indicated that
we need to add on Page 7, Section A, the terms

commented that Title VI of the Civil Rights Act
specifically relates to race and Title VII of the Civil
Rights Act of 1964 includes religion. Ms. McMillan
further commented that Donna Collins, the Town's
Human Resources Director and Risk Manager will
be the Title VI Coordinator.

met on February 27, 2020. The Committee
discussed the right-of-way ordinance and
suggested that Council Members have an
opportunity to visit some of the areas that would be
affected by the Ordinance. Mr. Herndon will be
scheduling the visits. Staff will also be creating a
list of defined locations that will be maintained by
Public Works to go along with the Ordinance.

Comments from Council: Council Member
Stovall commented on the success of the Retreat.
He congratulated Laurie Mullins in the audience
who will be running for a Council seat. Council
Member McCarty also commented on the success
of the Retreat and the great Town staff.
