MINUTES OF A REGULAR MEETING OF THE VINTON TOWN COUNCIL HELD AT 6:00
P.M. ON TUESDAY, MAY 21, 2024, IN THE COUNCIL CHAMBERS OF THE VINTON
MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA

Mayor Grose called the meeting to order at 6:00
p.m. The Town Clerk called the roll with Council
Member Liles, Council Member McCarty, Council
Member Mullins, Vice Mayor Stovall, and Mayor
Grose present.
After a Moment of Silence, Public Works Crew
Leader Jason Davison’s, daughter Maddie led the
Pledge of Allegiance to the U.S. Flag.
announcements, and Council Activities, Council
Member McCarty announced the following: May 21
– Ribbon Cutting for Marcos Pizza at 12 p.m.; May
22 – Vinton Area Chamber of Commerce is hosting
a Lunch and Learn with Home Trust Bank from 12
p.m. to 1 p.m. at Charles Hill Senior Building; May
25 – Community Yard Sale at the Vinton History
Museum; May 27 – Town offices will be closed in
observance of Memorial Day; June 8 – Vinton Area
Market, Triple Threat Season Opener at the Vinton
Farmers Market from 6:30 p.m. to 10 p.m.; June 1
– Community Ice Cream Social at the Vinton
History Museum; June 18 – Vinton Area Chamber
Networking Event at the Salem Memorial Ballpark
from 11 a.m. – 2 p.m.; June 19 – Town offices will
be closed in observance of Juneteenth and June
22 - Vinton Area Chamber of Commerce is hosting

Council Member McCarty encouraged everyone to

Council Member Mullins announced the following
Council activities: May 13 – Mayor Grose and Vice
meeting; May 14 –
Executive Committee meeting with the Chamber;
May 15 –
Committee meeting; May 16 –
Committee meeting; May 17 – Vice Mayor Stovall
and Council Member Liles attended the Chamber
Mullins attended the May Birthday Luncheon.
Council Member Liles made a motion to
approve the Consent Agenda as presented; the
motion was seconded by Vice Mayor Stovall and
voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins,
Stovall, Grose; and Nays (0) – None.

Under awards, introductions, presentations,
and proclamations,
presented the Public Works Week Proclamation.
Council expressed appreciation towards the Public
Works Department for their hard work.

Chris Lawhorn for placing second place in the Zero
placing third place in the Bucket Truck Competition
at the Mid-Atlantic APWA (American Public Works
Association) WRX Roadeo at the Berglund Center
on May 1, 2024. Bo Herndon also recognized
Andrew Critcher for placing first place in the Public
Works Knuckleboom Roadeo Competition.

presented the Guillain-Barré Syndrome and
Chronic Inflammatory Demyelinating

and gave brief comments.
The next item on the agenda was the
Consideration of public comments regarding the
proposed FY 2024-2025 Town of Vinton Budget.
The Mayor opened the Public Hearing at 6:23
p.m.
Deputy Town Manager Sexton commented on the
May 7th Council Meeting in which Town Manager
budget. Mr. Sexton
Clerk’s office as part of the permanent record. Mr.
Sexton commented on the FY25 employee's 3%
cost of living adjustment and end-of-year gratuity
bonus. Mr. Sexton commented that the employee
Health Plan Premium did not increase. There also
are not any tax rate increases
calendar year. The total funds
increased 4.19% from the FY24 budget of
$14,282,116 to the FY25 budget of $14,879,829.
For general fund expenditures, there was an 8.60%
increase from the FY24 budget of $12,532,963 to
the FY25 budget of $13,610,991. The total capital
fund amount is expected to be $660,000. The
budget adoption is scheduled to take place at the
June 4, 2024, Council meeting.
Council expressed appreciation towards staff for
their hard work.
Hearing no comments, the Mayor closed the Public
Hearing at 6:39 p.m.

reported on the May 15, 2024,
Committee meeting. Mr. Herndon commented on
the sign replacement. The first order was received,
and Public Works staff have started replacing signs
around Town.
FY23-24 paving is completed as of last week. This
week, the stripers are coming to finish striping the
roads. The Town put out a bid for the FY24-25
schedule, which has been awarded.
Mr. Herndon next commented on the s
improvements. Public Works ordered parts for the
signal lights, which have arrived. They are currently

There has been some glitching on some of the
equipment, so once the lights are installed
contractor will come out and work
signal lights. Washington Avenue onto Bypass
Road
Street intersections will eventually
yellow lights. Mr. Herndon commented about
having RVTV create a video to show residents how
the signal lights are timed.
Mr. Herndon commented that there was a request
from a citizen to have Lynn Haven Circle become
a one-way street.

closer to the start of the Mountain View Road
project. The start date will be around June 10 or
June 17. There are a few more things that must be
done before the project can begin. It is scheduled
to be done by August 12 before school starts.
Council Member Mullins c
residents from Lynn Haven Circle who are in
attendance. Residents from 341 Lynn Haven Circle
and 353 Lynn Haven Circle commented that there
is not a lot of traffic on the street. The two residents
also expressed concern that those on the end of
the circle would have to drive all the way around to
get to their property making it an inconvenience.
Town Manager Peters commented that
not a Town request, this was a
someone in that neighborhood. The Town will have
a poll to see how residents in that neighborhood
feel about having a one-way. The Town wants to
take time to see the input from residents. The Town
Clerk received two letters from other residents on
their stance on the one-way. These letters will be
saved
permanent record.
Under reports from committees, Andrew Keen
reported on the May 13, 2024, Finance Committee
meeting. Mr. Keen commented that the Finance

Mr. Keen next commented on the March financial
statements. There was general fund
shy of 10 percent. March is the ninth month of the
fiscal year. The Town has not gotten to spring tax
collection, which will increase revenue

Overall, the Town is doing well regarding the total
fund balance.
Council Member Mullins made a motion to
approve the March 31, 2024, Financial
Statements; the motion was seconded by Vice
Mayor Stovall, carried by the following roll call vote,
with all members voting: Vote 5-0; Yeas (5) – Liles,
McCarty, Mullins, Stovall, Grose; Nays (0) –
Approved the March 31, 2024, Financial
Statements.
Under appointments to boards and
commissions, there was a motion to re-appoint
Commission to a new four-
June 2, 2024, and ending June 1, 2028

Council Member McCarty made a motion to re-
appoint Keith Liles as a member of the Planning
Commission to a new four-
June 2, 2024, and ending June 1, 2028

was seconded by Council member Mullins, carried
voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins,
Stovall, Grose; Nays (0) – None.
Re-appointed Keith Liles as a member of the
Planning Commission to a new four-year term
beginning June 2, 2024, and ending June 1,
2028, and Jonathan McCoy as a member of the
Planning Commission to a new four-year term
beginning June 7, 2024, and ending June 6,
2028.
Town Manager Peters commented that the
Town scheduled an advisory committee date on
June 20 for the comprehensive plan, made up of
business owners, residents, and town staff to start
the process. Mr. Peters commented that residents
can look
updates on the transportation page on the Town’s
website. Mr. Peters commented that Public Works
is working on the Gus Nicks crosswalks one lane
at a time. These project updates are also on the
Shannon from the Latinas Network and mentioned
their event Dream Big in Vinton. Mr. Peters will
send out a flyer to Council with more information.
Mayor Grose and Council commented on the
paving, Mountain View Road, and the Vinton Area
Chamber of Commerce golf tournament. Council
expressed appreciation toward the
