ON TUESDAY, MAY 2, 2017, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Matthew S. Hare, Vice Mayor Keith N. Liles Sabrina McCarty Janet Scheid STAFF PRESENT: Barry W. Thompson, Town Manager Pete Peters, Assistant Town Manager/Director of Economic Development Susan N. Johnson, Executive Assistant/Town Clerk Susan Waddell, Town Attorney Anne Cantrell, Treasurer/Finance Director Anita McMillan, Planning & Zoning Director Tom Foster, Police Chief Fabricio Drumond, Deputy Police Chief Joey Hiner, Public Works Director Glenn Austin, Lieutenant The Mayor called the regular meeting to order at 1 7:00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Scheid, Vice Mayor Hare and Mayor Grose present. Roll cl After a Moment of Silence, Council Member Liles i led the Pledge of Allegiance to the U.S. Flag. Under upcoming community events, Council Member McCarty announced the following events: May 5-Relay for Life -War Memorial-, May 20-Vinton Wine & Food Festival -Explore Park; May 26-Party in the Park with Worx-Farmers' Market; May 6-9:00 a.m. to 12 Noon -Glade Creek Greenway Clean -Up -meet at the end of Etna Avenue, adjacent to the greenway; May 13- Gallop 4 the Greenways and Triathlon- River's Edge Sports Complex to celebrate 20th Anniversary of the Greenways; "The Nerd" is playing at the Star City Playhouse -May 12-28 and on May 13-Troop 235 Car Show -Thrasher Memorial. There are also a lot of events going on at the Senior Center. Council Member th Scheid commented that the May 6 Clean -Up of the Greenway has been cancelled. Vice Mayor Hare made a motion to approve the Consent Agenda as presented; the motion was seconded by Council Member Scheid and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) — Liles, Approved minutes of the regular McCarty, Scheid, Hare, Grose; Nays (0) — None, Council meeting of April 18, 2017 The next item on the agenda was the Police Department 2016 awards. After comments by Chief Foster, the following awards were presented with the assistance of the Mayor, Captain Drumond and Lieutenant Austin: Traffic Safety Award - Sergeant Timothy Lawless; DUI Award - Officer Matthew Stafford; Life Saving Awards - (1) - Sergeant Timothy Lawless, Sergeant Michael Caldwell and Officer Silas Chapman, Sergeant Scott Hurt and Officer Terry Pittman, (3) - Officer Andrew DiCarlo and (4) Officer Matthew Stafford, Corporal Michael Giles and Captain Fabricio Drumond; Leadership Award - Sergeant Timothy Lawless and Officer of the Year - Sergeant Michael Caldwell. Sergeant Caldwell made brief comments after receiving his award and the Mayor made brief closing comments. The next item on the agenda was the Proclamation for National Police Week. After comments by Chief Foster, the Proclamation was presented to him by the Mayor, The next item on the agenda was the Proclamation for National Drinking Water Week. After comments by Joey Hiner, the Proclamation was presented to him by the Mayor. The next item on the agenda was the Certificate C-1102 Achievement for Excellence in Financial Reporting Fiscal Year Ended June 30, 2016 awarded to th Treasurer/Finance Department. The Mayor presente• the award to Anne Cantrell, Treasurer/Finance Directo and Lydia Verdillo, Financial Analyst, after which Ms Cantrell made brief comments. The next item on the agenda was the consideration 0 public comments regarding the proposed FY 2017- 2018 Town of Vinton Budget. The Mayor opened the Public Hearing at 7:30 p.m. Public Hearing opene* The Town Manager and Anne Cantrell next shared a PowerPoint presentation of the Proposed Budget for Fiscal Year 2017-2018. (A copy of the presentation is on file in the Town Clerk's Office and will be made a part of the permanent record.) The Town Manager commented that the second slide in the presentation showed the changes that have been made to the proposed budget since it was presented at the April 4, 2017 Council meeting. Council Member Scheid asked how much funding is in the proposed budget to provide the analysis and recommendation to Council to implement a stormwater fee and what is the timeline.
