ON TUESDAY, MAY 2, 2023, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Michael W. Stovall, Vice Mayor Keith N. Liles Sabrina McCarty Laurie J. Mullins STAFF PRESENT: Pete Peters, Town Manager/Town Clerk Cody Sexton, Assistant Town Manager/Treasurer Antonia Arias-Magallon, Administrative Manager Jeremy Carroll, Town Attorney Fabricio Drumond, Police Chief Andrew Keen, Finance Director Chasity Barbour, Community Programs & Facilities Director Dana Boyd, Community Programs & Facilities Supervisor Caroline Loveland, Community Programs Coordinator Amanda Payne, Community Programs & Facilities Coordinator Marshall Stanley, Economic Development Specialist Anita McMillan, Planning and Zoning Director The Mayor called the meeting to order at 5:00 p.m. The Administrative Manager called the role with Council Member Liles, McCarty, Council Member Mullins, Stovall, and Mayor Grose present. After a Moment of Silence, Skylour Stultz, Chasity Barbour’s daughter, led the Allegiance to the U.S. Flag. announcements, Council Member McCarty announced the following: Tuesday through Friday from 9 a.m. to 5 p.m. and Saturday from 9 a.m. to 2 p.m. – The Vinton Farmers Market will be open; May 20 – Building Rear Parking lot; May 20 – Vinton Palooza from 1 p.m. to 6 p.m. at the Vinton War Memorial; May 20 – Vinton Car Show from 3 p.m. to 6 p.m. at the Vinton Farmer’s Market. interested to visit one of the many restaurants and entertainment venues in our community, such as Rosie’s, LancerLot, Twin Creeks, Vinton Bowling, Defy Gravity, etc. More information can be found on each venue’s website or social media. Under Council Member Activities, Council Member Mullins announced the following: April 27 – Mayor Grose attended the Roanoke Valley- Alleghany Regional Commission Meeting; April 27 – Vice Mayor Stovall attended the Roanoke Valley Transportation Planning Organization Meeting; April 28 – Celebration; April 29 – All Members attended the Dogwood Festival; May 1 – Mayor Grose attended Community Meeting. Council Member Mullins made a motion to approve the motion was seconded by Vice Mayor Stovall and voting: Vote 5-0; Yeas (5) – Liles, Mullins, Stovall, McCarty, Grose; Nays (0) – None. of April 18, 2023. The next item on the agenda to consider is a Proclamation for GBS/CIDP Awareness Month. Proclamation to Rick Forney, GBS/CIDP Mid- Atlantic Regional Director & Southwest Virginia Liaison. Mr. Forney expressed appreciation to the Town and Council and gave brief comments. Under awards, introductions, presentations, and proclamations, Vice Mayor Stovall presented the National Police Week Proclamation Drumond. Chief Drumond expressed appreciation and gave brief comments. Under awards, introductions, presentations, recognized Supervisor, Dana Boyd, Community Programs & Facilities Coordinator, Amanda Payne, Community Programs Coordinator, Caroline Loveland, and Director, Chasity Barbour for their recognition as Roanoke’s Best of 2023. expressed appreciation f for the hard work and the ladies’ impact Town and the community. 3 Under briefings, Town Manager Peters reviewed the recommended budget for FY2023- 2024 with a PowerPoint that will be on file at the Fiscal Year 2024 is $12,532,963, the Grant Fund is $4,000, the Capital Fund is $1,336,000 and the proposed Stormwater Fund is $409,153. The total Fiscal Year 2024 propo $14,282,116. Mr. Sexton commented that the Public Hearing for the FY23-24 budget will be held on May 16 and advertised on May 4 and May 11 in Messenger. The next item on the agenda was to consider MARCUS Alert Program for behavioral health. Chief Drumond commented on the importance of procedures in place. Mandy Lee, Director of MARCUS Alert and Crisis Intervention Team will be on file at the Town Clerk’s office as part of health crisis. Vice Mayor Stovall commented on the response and how it would work. Ms. Lee commented that when a 911 call comes in, a police officer will be officers will decide on what steps are needed. Ms. Lee commented on the options and responses that are available for different types of situations. Council expressed appreciation for the information and the program. Council Member Mullins adopt the Resolution as presented; the motion was seconded by Vice Mayor Stovall and carried by the following roll call vote, with all members vo Vote 5-0; Yeas (5) – Liles, McCarty, Grose; Nays (0) – None. Adopted Resolution No. 2550 approving and establishing the Program for behavioral health. 4 The next item on the agenda was to consider adoption of a Resolution between the Town of Vinton and Improvement, LLC. Economic Development Specialist Marshall Stanley commented that the Town is provide funds in the amount not exceeding $205,000 to induce the Company to develop and operate the aforementioned Project appreciation to Council and t commented that the project should be expected to finish in midsummer. that they are looking forward to the opening. Council Member Liles made a motion to adopt the Resolution as presented seconded by Council Member McCarty and members voting: Vote 5-0; Yeas (5) – Liles, Mullins, Stovall, McCarty, Grose; Nays (0) – None. Adopted Resolution No. 2551 authorizing the To Agreement between the Town of Vinton and South Pollard Improvement, LLC. The next item on the agenda was to consider adoption of a Resolution authorizing the Town Manager between the Town of Vinton and CMART Holdings, LLC. Mr. Stanley commented that the Town is willing to $250,000. Vice Mayor Stovall made a motion to adopt the Resolution as presented seconded by Council Member Liles and carried by Vote 5-0; Yeas (5) – Liles, McCarty, Grose; Nays (0) – None. Adopted Resolution No. 2552 authorizing the Town Manager Agreement between the Town of Vinton and CMART Holdings, LLC. The next item on the agenda was to consider adoption of a Resolution Manager for and on behalf of the Town of Vinton, to file an app Department of Conservation and Recreation’s (VA Parking Improvements and Accessible Restroom Facility Project. Adopted Resolution No. 2553 authorizing the Town Manager for and on behalf of the Town 5 Director of Planning and Zoning Anita McMillan commented that the grant application will provide a fully accessible restroom on the Greenway Trail that will require a concrete path to the bathroom and a parking spot. Council Member McCarty adopt the Resolution as presented; the motion was seconded by Council Member Mullins and carried voting: Vote 5-0; Yeas (5) – Liles, Mullins, Stovall, McCarty, Grose; Nays (0) – None. Creek Greenway T Facility Project. Town Manager Peters expressed to the Police Department, Public Works Department, and Communications Department for budget. Council Members expressed appreciation for the Dogwood Parade turnout hard work. Council commented on the budget and commented on the street lights. Mayor Grose expressed appreciation to staff for their hard work on the Dogwood Parade. Mayor Grose expressed appreciation Attorney, Jeremy Carroll. commented on celebrating Clean Valley Day and picking up trash. Council Member Mullins made a motion to adjourn the meeting; the motion was seconded by Council Member Liles and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, Mullins, Stovall, McCarty, Grose; Nays (0) APPROVED: _________________________________ Bradley E.
