ON TUESDAY, MAY 16, 2023, IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA MEMBERS PRESENT: Bradley E. Grose, Mayor Michael W. Stovall, Vice Mayor Keith N. Liles Sabrina McCarty Laurie J. Mullins STAFF PRESENT: Pete Peters, Town Manager/Town Clerk Cody Sexton, Assistant Town Manager/Treasurer Antonia Arias-Magallon, Administrative Manager Jeremy Carroll, Town Attorney Tim Lawless, Deputy Police Chief Andrew Keen, Finance Director Chasity Barbour, Community Programs & Facilities Director Marshall Stanley, Economic Development Specialist Bo Herndon, Public Works Director Jason Davison, Public Works Crew Leader Billy Robb, Equipment Operator III The Mayor called the meeting to order at 6:00 p.m. The Administrative Manager called the role with Council Member Liles, McCarty, Council Member Mullins, Stovall, and Mayor Grose present. After a Moment of Silence, Natalie Mullins, Council Member Mullins’ daughter, led the Pledge of Allegiance to the U.S. Flag. announcements, Council Member McCarty announced the following: Tuesday through Friday from 9 a.m. to 5 p.m. and Saturday from 9 a.m. to 2 p.m. – The Vinton Farmers Market will be open; May 20 – Building Rear Parking lot; May 20 – Vinton Palooza from 1 p.m. to 6 p.m. at the Vinton War Memorial; May 20 – Vinton Car Show from 3 p.m. to 6 p.m. at the Vinton Farmer’s Market; May 25 – DAR Cycle Bench Dedication at 9 a.m. located at the Precision Fabrics Group plant; May 17 – Lions Club Bus Shelter Dedication at 11 a.m. located at the Lake Drive Plaza Shopping Center. interested to visit one of the many restaurants and entertainment venues in our community, such as Rosie’s, LancerLot, Twin Creeks, Vinton Bowling, 2 on each venue’s website or social media. Under Council Member Activities, Council Member Mullins announced the following: May 8 – meeting; May 10 – Works Committee meeting; May 10 – Mayor Grose attended the Roanoke Regional Housing Network Symposium; May 15 – Mayor Works Weeks event. Council Member Liles made a motion to approve the Consent Agenda as presented; the motion was seconded by McCarty and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, Mullins, Stovall, McCarty, Grose; Nays (0) – None. of May 2, 2023. Under awards, introductions, presentations, and proclamations, Bo Herndon the Public Works Equipment Roadeo Competition where 9 Public Works employees competed. Mr. Herndon recognized Jason Davison for winning 1st place and Billy Robb for placing 2nd Bucket Truck competition. Under awards, introductions, presentations, and proclamations, Public Works Week, May 12 through May 27 was recognized. Council Member Proclamation. Under awards, introductions, presentations, and proclamations, Chasity Barbour presented the recognized in the June 6 Council Meeting for their recognition in Roanoke Best of 2023. Under awards, introductions, presentations, and proclamations, Proclamation for their win on May 2, 2023. 3 expressed appreciation to the Town for their support and recognition. Council expressed appreciation and congratulated the team for their hard work and their win. Council to the team and hockey in general. Council Member Mullins, Mayor Grose passed out gifts and a certificate of recognition to the team. The next item on the agenda was the Consideration of public comments regarding the proposed FY 2023-2024 Town of Vinton Budget. Mayor opened the Public Hearing at 6:27 p.m. Andrew Keen reviewed a PowerPoint that will be on file at the Town Clerks’ amount for Fiscal Year 2024 is $12,532,963, the $1,336,000 and the Stormwater Fund is $409,153. The total Fiscal Year 2024 proposed budget amount is $14,282,116. Council budget. Public Hearing at 6:46 p.m. Action budget will be taken at the June 6, 2023, Council Meeting. Public Hearing Opened Public Hearing Closed Under items requiring action under the agenda, there was a motion to consider approval of the Financial Statements for March 31, 2023. Vice Mayor Stovall made a motion to approve the Financial Statements for March 31, 2023; the motion was seconded by Council Member Liles and carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, Mullins, Stovall, McCarty, Grose; Nays (0) – None. Approved the March 31, 2023, Financial Statements Town Manager Peters commented on the Ironman event on June 24 and reminded Council that the Ironman event will not return in 2024 due to paving and reconstruction Parkway. Town Manager Peters commented that because he was attending the Commonwealth 4 of Transportation Public Hearing on behalf of Vinton. Town Manager Peters commented on the Cleveland Avenue waterline project. The waterline project is getting near completion, and then the road complete. committees, Council Member Liles made a motion to appoint Council Member Comprehensive Economic Development Strategy (CEDS) for a three- 2023, and ending June 30, 2026; re-appoint Chris Development Strategy (CEDS) for a new three- year term beginning July 1, 2023, and ending June Transit Company Board (GRTC) for a new one- year term beginning July 1, 2023, and ending June 30, 2026; Cody Sexton, Council Member Liles, and Vice Mayor St for a new term beginning July 1, 2023, and ending June 30, 2026; Council Member McCarty following roll call vote, with all members voting Vote 5-0; Yeas (5) – Liles, Stovall, Grose; Nays (0) – None. Appointed Strategy (CEDS) for a three- beginning July 1, 2023 and ending June 30, 2026. Re-appointed Strategy (CEDS) for a new three-year term beginning July 1, 2023, and ending June 30, 2026; Andrew Keen to the Greater Roanoke Transit Company Board (GRTC) for a new one-year term beginning July 1, 2023, and ending June 30, 2026; Cody Sexton, Keith Valley Transportation Planning Organization (RVTPO) for a new term beginning July 1, 2023, and ending June 30, 2026. Under reports from Committees, Bo Herndon commented commented that GloFiber is still on schedule to be done by mid-summer. Council Member Mullins questioned if Mr. Herndon locations where they serve. Mr. Herndon commented on the Cleveland Avenue waterline project. cleared out, a new pipe was put in, and the road was repaved. The Authority installed about 2,800 feet of water line on Cleveland Avenue. They are completed by the end of the month. Mr. Herndon commented on the paving. The Public Works Department has a contractor coming out in mid-June to pave Cleveland Avenue and Walnut Avenue after the waterline and road 5 quote for the fall paving contract for 2024. There will be about 15 streets that will be repaved. Mr. Herndon commented on the Mountain View Road project. He met with VDOT, and there will be a full in-depth demonstration technique to be used on Mountain View Road. The next Public Works Committee meeting will be in mid-July. celebration of Public Works Week on 26th. Council Members expressed appreciation for the work on the Budget, Public Works’ hard work, work done on the playground, and the Dawgs’ attendance. Mayor Grose expressed appreciation to Public Works for their hard work and Mr. Carroll for what he does for the Town. Council Member Mullins made a motion to adjourn the meeting; the motion was seconded by Vice Mayor Stovall vote, with all members voting: Vote 5-0; Yeas (5) – Liles, Mullins, Stovall, McCarty, Grose; Nays (0) APPROVED: _________________________________ Bradley E.
