Resolution No. 2482 appropriating funds in the amount of $1,307.20 received for scrap metal to the Public Works budget; adopted Resolution No. 2483 appropriating funds in the amount of $1,128,016 from the Capital Outlay Fund to the General Fund Expense accounts for approved A Plan Act (ARPA) Funds projects Resolution No. 2484 appropriating funds in the amount of $54,755.00 from General Fund Revenues to the Expense accounts for personnel adjustments to match the current job market Under awards, introductions, presentations and proclamations, Council Member Mullins read Prevention Month. Kathryn Sowers pinwheel garden that was planted in front of the Municipal Building prior to the meeting assistance of the Police Department. Following additional comments by Ms. Sowers about the GFWC, statistics relating to child abuse and World Autism Awareness Day, the Mayor presented Ms. Sowers with the Proclamation. The next item on the agenda was the public opening of franchise bids for a competitive cable cable service within the territorial limits of the Town of Vinton. The Mayor asked th open and read any bids that have been received for a Competitive Cable Franchise Clerk commented that only one bid was received from Shentel Cable Fiber) fo the sum of $500.00. The Mayor next asked if there were any other persons desiring to submit a bid at this time. There being no further bids, the bidding was closed. The Mayor next commented that l meeting Council will hold a Public Hearing on the proposed Ordinance to sell and grant one or more system to provide cable service within the territorial limits of the Town of Vinton, Virginia. Bidding Closed The next item on the agenda was the consideration of public comments regarding 3 2022. The Mayor opened the Public Hearing at 6:22 p.m. Cody Sexton first commented that the real estate assessment that occurred this past year showed an 8.55% increase for the Town. After removal of new construction, the increase becomes 8.03%. Pursuant to State Code, the required Public Hearing was advertised on March 3, 2022, which was 30 days prior to the Public Hearing. The current real estate tax rate is $.07 per $100.00 of assessed value and no recommended for calendar year 2022. Mr. Sexton next commented that the current personal property tax rate is $1.00 per $100.00 of the assessed evaluation of all 50% or $.50 per $100.00 of the assessed valuation of one motor vehicle owned and regularly used by a disabled veteran, subject to certain qualifications and no calendar year 2022. Hearing no Public Hearing at 6:24 p.m. Council Member Stovall adopt the Ordinance setting the real estate tax rate for calendar year 2022 as presented; the motion was seconded by Council Member Mullins and carried by the following roll call vote, members voting: Vote 4-0; Yeas (4) – Mullins, Stovall, McCarty, Grose; Nays (0) – None; Absent (1) - Liles. The Mayor opened the Public Hearing at 6:25 p.m. Cody Sexton first commented that Council was briefed on this matter at their improvements at the Wastewater Treatment Plant owned by the Western Virginia Water Authority and it is contemplated that this loan would transfer to the Wate Town’s utility system on July 1, 2022. Adopted Resolution No. 2488 authorizing the Town Manager to execute Amendments to Memoranda of Understanding with the Town of Vinton for the Vinton/East County Hotel, redevelopment projects The Town Manager gave Council an update on the utility system transfer with the Western Virginia Water Authority reviewing the Transfer Agreement and public communications will go out in the near future targeting dates in May to start opening some v Vinton system. All of the larger water users in the Town have been contacted so they are aware of the transition. There will be a phase where Water Authority employees will start responding to some of our water calls for breaks to shadow our staff. Also, we are starting to plan some activities for the June. All of the billing has been worked out and we will be communicating that to our customers with an insert in their last two bills from the Town. Sexton Committee met on March 15, 2022. The Committee reviewed the items that were already approved under the Consent Agenda. With regard to the January 2022 Financial Report Summary, the Revenues and Expenditures are still in a very good position. In looking at our two Fund, revenues are coming in higher than where we would expect them to be year-to- expenditures are running lower. All of our major sources of revenue are also running fairly strong at 8 next on April 11th and will review the February financial reports. With seven months of history, we should be projections of where we will end up at year end and determine if we need to do any mid-year appropriations to start targeting those projections. Mr. Sexton next commented that the cash position is materially unchanged from December with $10.1 million cash on hand, $4.6 million restricted and $3.3 million in investments. We would expect those numbers to be roughly unchanged until we start receiving the two largest collections of personal property in May and real estate in June. The Town of Vinton would like to recognize the Communications Officers of the Roanoke County Emergency Communications Center, who serve the Town of Vinton and Roanoke County faithfully and professionally with a proclamation for their service. Bill Hunter, Roanoke County Director of Communications and Information Technology will be present at the meeting. Grose, Mayor Meeting Date April 19, 2022 Department Planning and Zoning Issue Proclamation – Annual Arbor Day Event, April 29, 2022 Summary The Town of Vinton has been designated as a Tree City USA for the past 21 years. In order to retain the Tree City USA designation, the Town is required to hold an Arbor Day Celebration, along with tree plantings and tree education outreach each year. Staff has been responsible for securing Virginia Department of Forestry grant funding each year, including this year, the 22nd year, by partnering with Roanoke Valley Urban Forestry Council and Roanoke Valley-Alleghany Regional Commission (RVARC) in submitting the grant request, with the Town providing the required matching funds. These funds have enabled the Town to plant trees on public properties, including the elementary schools in Vinton, Wolf Creek Greenway, M.A. Banks Park, on the grounds of Vinton Public Works, Vinton War Memorial, Vinton Municipal Building, Craig Avenue Recreation Center, and Glade Creek Greenway. This year the trees will be planted in the medians along the Town’s right-of-ways on Hardy Road, Bypass Road, and Washington Avenue. The 2022 Arbor Day Celebration will be celebrated at the Vinton Library, in conjunction with the Library’s Children’s Program. The value of water should not be underestimated. • Water delivers Public Health Protection. The first obligation of any waterworks is to provide safe water. In the United States, we can drink from any public tap with a high assurance of safety. An estimated 3.4 million people around the world die every year from waterborne diseases such as cholera and dysentery. • Water delivers Support for the Economy. Businesses or housing developments do not succeed without a safe and sustainable water supply. Tap water is critical to businesses’ day-to-day operations and is often a primary ingredient in the products they create. The incredible value of water is magnified during times of drought and when populations expand into arid climates. • Water delivers Fire Protection. A well-maintained water system is critical in protecting our community from the ever present threat of fire. A system that provides reliable water at adequate pressure can be the difference between a small fire and an urban inferno. The ability to suppress fires also influences new home construction, business location decisions, and insurance rates. • Water delivers Quality of Life. We too often take for granted that safe water is always accessible to drink, to wash clothes, to water lawns, and for a myriad of other purposes. When water service is interrupted, we are reminded of the extraordinary value of water. We in Vinton are blessed with an abundant supply of safe water. We are also the beneficiaries of past generations who made the sacrifices to drill the wells, erect the storage tanks, and build the distribution system that delivers water to us today. RVTV is located at the Jefferson Center (541 Luck Ave. SW). The operational budget for RVTV is provided by the three local governments, and it is funded through the Virginia Communications Sales and Use Tax Revenue paid by telecommunications operators such as Cox Communications and Shentel/GloFiber, as well as the EG fee paid by customers to each locality. Primary functions of RVTV are as follows: • Government Meetings In 2021, RVTV facilitated the recording, directing and live streaming of (94) government meetings including: (35) Roanoke City Council Meetings, (28) Roanoke County Board Meetings, (11) City Council Briefings, (3) City Council Special Meetings, (2) City School Board Interview Meetings, (2) County Board Special Meetings, (6) Roanoke County Planning Commission Meetings, and (7) special event social media event live streams • Creative Media Production RVTV produces original media content for the municipalities we serve. Code 58.1-645 et seq.) required cable television providers to pay a five percent (5%) sales or use tax to the Commonwealth of Virginia in place of paying franchise fees to the localities, including the City of Roanoke, County of Roanoke, and Town of Vinton. Under the Act, the Commonwealth pays the amount of revenues it receives from cable television providers, like Cox and Shentel/GloFiber, to the localities. Additionally, each locality passes an EG fee of $0.20 per subscriber to be used in support of PEG programming. The operational budget for RVTV is provided by the three local governments, and it is funded through the Virginia Communications Sales and Use Tax Revenue and EG fees communications providers. The RVTV budget amount paid by each locality is based on US Census Population Data for each partner government.
