The Mayor called the meeting to order at 6:00
p.m. The Administrative Manager called the role
with Council Member Liles,
McCarty, Council Member Mullins,
Stovall, and Mayor Grose present.
After a Moment of Silence, Public Works
Director Bo Herndon led the Pledge of Allegiance
to the U.S. Flag.

Council Member McCarty encouraged everyone to
venues in the community and to follow the Town’s

Council Member Mullins announced the following:

Road to check out the Full Depth Reclamation
(FDR) process.
Council Member Mullins made a motion to
approve the Consent Agenda as presented; the
motion was seconded by Council Member Liles
and carried by the following vote, with all members
voting: Vote 5-0; Yeas (5) – Liles, Mullins, Stovall,
McCarty, Grose; Nays (0) – None.

The next item under the agenda, Deputy Chief
Lawless reviewed a PowerPoint that will be
available at the Town Clerk’s office as part of the
calls for service were 3,910. The total number of
reports written was 293. The total traffic stops were
836. The total number of traffic summons issued
was 540. The total number of traffic accidents was
104. The total drug cases were 17, and the total
security checks were 787. The Police Department
received a LOLE Block Grant of $4,746.00 and an
ARPA Grant - of $158,000.00 that will help pay for
gym equipment for employees to use and much-
needed police equipment.
Mayor Grose commented on some of the
equipment the department is looking into using the
grant to purchase.
The next item under the agenda, Town
Manager Peters introduced
Society's President, Randy Layma
reviewed the Vinton Historical Society's financial
statements and budget summary for FY 2024.
Historical Society approved the purchase of the lift.
Mr. Peters will work with the Historical Society on
options for funding and getting the project started.

visit today on Pitzer Road. Mr. Herndon showed a

Council Members expressed appreciation for
all the work done for the 4th of July celebration and
the budget and
that are coming up.
Mayor Grose commented on the Vinton
Chamber Lunch and Learn and expressed
appreciation to the staff who helped with the 4th of
July Celebration.
The next item on the agenda was a request to
convene in a Closed Meeting, Pursuant to § 2.2-
amended, for discussion of the appointment of the
Town Clerk.
Vice Mayor Stovall made a motion to convene in
Council Member Liles and carried by the following
vote, with all members voting: Vote 5-0; Yeas (5) –
Liles, McCarty, Mullins, Stovall, Grose; Nays (0) –
None. Council went into Closed Session at 7:27
p.m.
At 7:58 p.m., the regular meeting reconvened, and
the Certification that the Closed Meeting was held
in accordance with State Code requirements was
approved on a motion by Council Member Mullins;
seconded by Council Member McCarty and
members voting: Vote 5-0; Yeas (5) – Liles,
McCarty, Mullins, Stovall, Grose; Nays (0) – None.

Consideration of public comments concerning the adoption of an Ordinance to grant a deed of
easement over parcel 060.15-02-01.00-000 (505 Walnut Avenue) to Viking Fence Company, Inc. in
conjunction with the Town’s development of the Walnut Avenue Bicycle and Pedestrian
Accommodations Project from 5th Street to the Town’s West Limits.
Summary
As part of the bicycle/pedestrian accommodations project along Walnut Avenue from 5th Street to
Town West Limits, the Town Council finds that it is in the best interest of the citizens of the Town
of Vinton to grant the deed of easement over parcel 060.15-02-01.00-000 (505 Walnut Avenue) to
Viking Fence Company, Inc.
The public hearing notice of the Town’s intent to grant the deed of easement has been advertised in
The Vinton Messenger on August 3 and August 10, 2023.
The project will significantly improve pedestrian access and safety along Walnut Avenue, provide
for safer bicycle accommodations, and complete a connection for the Town of Vinton’s Glade Creek
Greenway and the City of Roanoke’s Tinker Creek Greenway. The construction project is funded by
the Virginia Department of Transportation (VDOT) Surface Transportation Block Grant (STBG)
funds.

TUESDAY, AUGUST 15, 2023 AT 6:00 P.M., IN THE COUNCIL CHAMBERS OF THE
VINTON MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON,
VIRGINIA.
AN ORDINANCE APPROVING AND AUTHORIZING
THE MAYOR AND/OR TOWN MANAGER TO EXECUTE THE
DEED OF EASEMENT TO VIKING FENCE COMPANY, INC.
WHEREAS, the Town of Vinton desires to grant a deed of easement over parcel 060.15-
02-01.00-000 (505 Walnut Avenue) to Viking Fence Company, Inc. in conjunction with the
Town’s development of the Walnut Avenue Bicycle and Pedestrian Accommodations; and
WHEREAS, pursuant to Virginia Code § 15.2-2100 et seq., the Town has advertised its
intent to grant the deed of easement over parcel 060.15-02-01.00-000 (505 Walnut Avenue) to
Viking Fence Company, Inc., invited bids for the proposed easement from other interested parties,
reviewed any other bids it received, conducted such other investigation as it saw fit to make, and
held a public hearing; and
WHEREAS, the Town Council of the Town of Vinton finds that it is in the best interest
of the citizens of the Town of Vinton to grant the deed of easement over parcel 060.15-02-01.00-
000 (505 Walnut Avenue) to Viking Fence Company, Inc. in conjunction with the Town’s
development of the Walnut Avenue Bicycle and Pedestrian Accommodations; and
WHEREAS, the project will significantly improve pedestrian access and safety along

NOW, THEREFORE, BE IT ORDAINED AND ENACTED by the Council of the
Town of Vinton, Virginia, pursuant to their authority, that the Town Council of the Town of Vinton
hereby: (i) approves the deed of easement over parcel 060.15-02-01.00-000 (505 Walnut Avenue)
to Viking Fence Company, Inc. in substantially the same form as has been presented to Council
(“Easement”), (ii) authorizes and directs the Mayor and/or the Town Manager to execute the
Easement, with such revisions, omissions, and additions as either of them, acting individually,
deems appropriate; and (iii) authorizes and directs the Mayor and/or the Town Manager to take
such other actions as either of them, acting individually, may consider necessary to carry out the
purposes of the Easement and this Ordinance.
BE IT FURTHER ORDAINED, that this Ordinance shall take effect immediately upon
and after its passage.

DEED OF EASEMENT
THIS DEED OF EASEMENT is dated as of this ___ day of , 2023, by
and between the TOWN OF VINTON, VIRGINIA, a political subdivision of the
Commonwealth of Virginia (“Grantor”), and VIKING FENCE COMPANY, INC., a
Virginia corporation (“Grantee”).
WITNESSETH:
WHEREAS, the Grantor is the sole owner of the property shown on the plat
attached hereto as Exhibit A and incorporated herein by reference, having acquired the
property by deed dated April 5, 2005, and recorded as Instrument Number 200516218 in
the Clerk’s Office of the Circuit Court of the County of Roanoke County, Virginia; and
WHEREAS, it is the desire and intent of the Grantor to grant and convey unto the
Grantee a variable width ingress/egress easement over and across the property, as shown
on the plat attached hereto as Exhibit A.
NOW, THEREFORE, for and in consideration of the sum of Ten Dollars ($10.00)
and other good and valuable consideration, paid by Grantee to Grantor, the receipt and
sufficiency of which is hereby acknowledged, the Grantor does hereby grant and convey
unto the Grantee, its successors and assigns, an ingress/egress easement over and across
the property shown on Exhibit A to construct, install, repair, replace, and maintain a
gravel access road, and being more described as follows:
A variable width ingress/egress easement over an easement area consisting
of 8,319 square feet and designated as the “New Variable Width
Ingress/Egress Easement For Parcel I.D. 060.15-02-01.01” as shown on the

plat entitled “Easement Plat for Town of Vinton Showing New Variable
Width Ingress/Egress Easement Being Granted to Viking Fence Company,
Being Situated at 505 Walnut Ave., Town of Vinton, Virginia” at a scale of
1” = 50’, dated March 13, 2023, and prepared by Mattern & Craig, Engineers
and Surveyors, which plat is attached hereto as Exhibit A. The easement
area is further identified as the shaded area labeled “Gravel Entrance” on
the plat.
The easement granted herein is subject to the following conditions:
1. The Grantee will be responsible for all costs associated with the
construction, installation, repair, replacement, and maintenance of the permitted gravel
access road. The access road shall be made solely of gravel suitable for road construction
and no other material.
2. The Grantee may use the easement solely for ingress/egress between
Walnut Avenue and Parcel I.D. 060.15-02-01.01-0000.
3. The Grantee and its agents shall have full and free use of the easement for
the purposes named herein and shall have all rights and privileges reasonably necessary
to the utilization of the easement.
4. The Grantee shall be responsible for all maintenance and repair of the
easement area required for the Grantee’s to use easement area for the purposes named
herein. Without limiting the foregoing general obligation, the Grantee must repair any
actual damage caused by the Grantee in the exercise of any of the rights granted herein.
5. The Grantor reserves unto itself and its assigns the absolute right to use the
property, including the easement area, in any manner it sees fit, provided the Grantor’s
use of the property does not unreasonably interfere with the Grantee’s use of the easement
granted herein. The Grantee’s use of the easement granted herein must not interfere with,
impair, or disrupt the Grantor’s use of its property.
6. The easement granted herein shall exist for a term of forty (40) years from
the date of recordation of this instrument, in accordance with Virginia Code § 15.2-
2100(B). The easement granted herein shall expire on that day forty (40) years following
the date of recordation of this instrument, unless a new instrument granting an extension
of the easement is recorded in accordance with applicable law.

Consider of adoption of a Resolution of support for the extension of the Roanoke-Blacksburg Airport
Runway 6-24.
Summary
Roanoke-Blacksburg Airport (ROA) has a passenger leakage rate of 70 percent. In other words,
70 percent of riders choose to travel out of the region’s catchment zone to fly out of another airport,
usually in North Carolina. As our health sciences and autonomous transportation industries continue
to grow, it is imperative that we have an FAA-compliant runway and more direct flight options to
similar hubs throughout the country. The airport’s current layout cannot support these needs, which
are vital to attracting, retaining, and growing regional economic development opportunities.
ROA is currently operating under an FAA waiver for safety overrun areas. Runway 6-24 is an
instrument approach runway that operates under a waiver from the FAA because it does not have the
required runway overrun safety area of one thousand feet extending beyond the end of the paved R/W
surface. Considering the topography and adjacent development, addressing this issue is best
accomplished by shifting the runway west and extending it over Interstate 581. There is a tremendous
benefit that expanding the runway can have for the region and rural Virginia.

WHEREAS, Roanoke is the largest municipality in Western Virginia and the heart of
Virginia’s Blue Ridge, Roanoke, and surrounding localities are primed for
exponential growth in high-tech, high-wage jobs; and
WHEREAS, led by Carilion, Virginia Tech, and the Fralin Biomedical Research Institute, the
health sciences hub that has been established is fast gaining international
recognition for its research and development successes; and
WHEREAS, Virginia Tech’s autonomous transportation programs continue to lead the industry
with its technological advancements.; and
WHEREAS, as these world-class programs continue to expand, it is imperative that we
promote and utilize available resources to leverage this growth to advance the
region and rural Virginia; and
WHEREAS, our health sciences and autonomous transportation industries continue to grow, it
is imperative that we have an FAA-compliant runway and more direct flight
options to similar hubs throughout the country. The airport’s current layout cannot
support these needs, which are vital to attracting, retaining, and growing regional
economic development opportunities; and
WHEREAS, ROA is currently operating under an FAA waiver for safety overrun areas.
Runway 6-24 is an instrument approach runway that operates under a waiver from
the FAA because it does not have the required runway overrun safety area of one
thousand feet extending beyond the end of the paved R/W surface; and
WHEREAS, considering the topography and adjacent development, addressing this issue is
best accomplished by shifting the runway west and extending it over Interstate
581.
NOW, THEREFORE BE IT RESOLVED that the Vinton Town Council joins its regional
partners in supporting the extension of the Roanoke-Blacksburg Airport Runway for the benefit
that an efficient, effective, and safe transportation system has on the economy and our region.
