The Council Retreat began on Friday, March 22, 2024, at 9:00 a.m. The Town Manager opened
the meeting and welcomed everyone.
The first item on the agenda was the revenue budget. Deputy Town Manager Sexton reviewed
a PowerPoint that will be available at the Town Clerk's office as part of the permanent record.
Mr. Sexton commented that the revenue budget is approximately 12 million dollars. Meals tax
and sales tax are generating more than a quarter of the Town’s budget. The growth of the Town
has a lot to do with the meals tax increase. Sales tax has had consistent growth. Pari-mutuel
tax has been consistent across the first 38 weeks of the year. Major revenues are expected to
exceed 100 percent of the budget by approximately 1 million dollars.
The next item on the agenda was the expenditure budget. Mr. Keen reviewed a PowerPoint that
will be available at the Town Clerk's office as part of the permanent record. Mr. Keen reviewed
the expense analysis for each department.
Council and staff took a break at 10:30 a.m., and the retreat reconvened at 10:56 a.m.
Following the break, the next item on the agenda was the capital improvement projects and
highlighted discussion. Town Manager Peters reviewed a PowerPoint that will be available at
the Town Clerk's office as part of the permanent record. Mr. Peters commented on the current
projects in the Capital Improvement Program that are still active and those that are complete.
The total cost of the projects comes to around $5,672,750.00. Mr. Peters next went over the
capital improvement project requests for FY25 totaling $797,500.00. Mr. Peters commented on
the War Memorial renovation and what the Town would like to do with the facility moving forward.

Mr. Sexton commented on the War Memorial debt amortization analysis. The War Memorial
generates about $150,000 a year. In order to make taking on debt for the project most feasible,
staff would like to aim to have a combination of a down payment and an interest rate that would
result in yearly debt service payments within 20% of $150,000. The goal is to look at what
options are available and where the revenue from the War Memorial can cover most of the
expenses for the debt service.
Council and staff took a lunch break at 12:02 a.m., and the retreat reconvened at 12:54 p.m.
Following the break, Town Manager Peters recapped the discussion on the budget with the
Council. Council commented on the presentation and expressed appreciation to the staff for
their hard work. Mr. Peters commented on the dates for the Council Meetings that the budget
will be discussed, proposed, and adopted.

Member McCarty announced the following: April 4

2:30 p.m. to 4:30 p.m.; April 20 –
Event at the Vinton Municipal Building from 9 a.m.
to 12 noon; April 26 – Vinton Dog
Concert at the Farmer’s Market at 6 p.m.; April 27
– Vinton Dogwood Festival in Downtown Vinton at
10 a.m.; and May 6 –
Memorial from 10 a.m. to 2 p.m.
Council Member McCarty encouraged everyone to
venues in the community and to follow the Town’s
social media and website for more information.
Council Member Mullins announced the following
Council activities: March 22 – All Council Members
attended the Council Retreat along with Town Staff

March 19, 2024
Under awards, introductions, presentations,
and proclamations, Kathryn Sowers, from the
Vinton Woman’s Club, gave a brief presentation on
Child Abuse Awareness Prevention Month and
expressed appreciation towards the Town Council
and Town Staff. Council Member Mullins

Month Proclamation to Ms. Sowers.
The next item on the agenda was the
consideration of public comments regarding the
setting of the real estate tax rates for the calendar
year 2024. The Mayor opened the Public Hearing
at 6:13 p.m.
Deputy Town Manager Sexton commented on the
report that Ken Fay
Valuation for Roanoke County,
previous Council meeting regarding the annual
reassessment. State law requires that any time
there is an increase in the assessment greater than
1%, a public hearing is required to set the tax rate
even if the rate is staying the same. The Town is
proposing that there will not be a tax rate increase
in the calendar year 2024. The real estate tax rate
valuation. The overall amount that is expected to
be collected in real estate taxes
$490,000, up about $35,000 from the previous year
presuming the collection is 100%.
Hearing no comments, the Mayor closed the Public
Hearing at 6:16 p.m.

Jon Lanford, Chief Executive Officer of the
Roanoke Valley Resource Authority, presented the
FY25 budget to the Council. Jeremy Garrett,
Director of Operations Technical Services, and
Brad Brewer
meeting to answer any questions needed. Mr.
Lanford reviewed the RVRA FY25 Budget Book
that will be at the Town Clerk’s Office as part of the
permanent record. The total amount that RVRA is
asking of the Town of Vinton is $186,120.00.

Inc., to provide professional services for the Vinton
2050 – Comprehensive Plan Update Project.
Anita McMillan commented that

Understanding with Roanoke City in supporting the
Regional Skate Park
contribution.

skatepark will be at Wasena Park in Roanoke. The
City of Salem has already passed an ordinance last
week to provide their support. The Town of Vinton

$50,000.00. Roanoke City would be responsible for
ongoing upkeep and maintenance.

for the 2024 calendar year. The personal property
tax rate is recommended to stay at $1.00 per $100

Under items requiring action under the agenda,
there was a motion to consider the adoption of a
Resolution
Personal Property Tax Relief in the Town of Vinton
for the 2024 tax year.
Mr. Sexton commented on the updated Resolution
that was sent out with the revised agenda package.
The Personal Property
established to provide relief to owners of personal-
use motor vehicles. Car values under $1,000.00
would receive full relief of the personal property tax
rate. Car values $20,000.00
receive a percentage of relief that was set by the
Council from the personal property tax rate. Car
values over $20,000.00, for the first $20,000.00
would receive a percentage rate off, that was set
by the Council. The Town relies on the County to
do a five-year look back to figure out what the relief
rate should be. The recommended tax relief rate of
what we set on the $20,000.00 valuation is
39.35%. percent. The bills for the personal property
taxes will be prepared at the end of April and are
due by May 31.

towards staff for participation in the budget retreat.
Mr. Peters expressed appreciation towards
Andrew Keen and Cody Sexton for their work on
the budget. Mr. Peters commented that the State
of the Town is this Thursday and is looking forward
to it. Mr. Peters commented that the transportation
webpage was created by the Planning and Zoning
Department on the Town website. The page lists all
transportation projects. Debbie Adams will have an
article on Thursday regarding the page. Mr. Peters
commented that staff will be participating in Clean
Valley Day on Friday, April 5 at noon
Dogwood Festival is on April 26 and 27. Mr. Peters
commented that there would be one more meeting
with the committee regarding the festival.
Mayor Grose and Council Members expressed
appreciation for the retreat, the State of Town
being sold out, the playground at the Vinton Baptist
Church, the Senior Expo, and the Craft Show.

excitement.

Proclamation – Vinton/Roanoke County Veteran’s Monument Committee
Summary
The Vinton/Roanoke County Veteran’s Monument Committee also known as the Vinton War
Memorial Vision, Inc. Committee was established in 2006 based on the decision-making process
regarding the Vinton War Memorial Building and related structures. Members of the committee
will be present at the meeting to make brief comments and receive the Proclamation.

Whereas, The Vinton War Memorial Vision, Inc. Committee was established in 2006 with the Board of Directors including Chairperson Barbara "Bootie" Chewning, Vice Chairperson Audrey Thrasher, Secretary-Treasurer, Kathryn Sowers, Assistant Director Candye Hughes Peters, Director Mary Beth Layman, Director Brad Grose, and Director Jason Peters, Sam Cundiff, Norm Jasper, Betty Kelly, and JoAnn Lonker; and
Whereas, the Committee was first established based on the decision-making process regarding the Vinton War Memorial Building and related structures; and
Whereas, the Committee proved their hard work and dedication to serving the community, service members, and veterans by retrieving donations and funds to build a monument that honors current service members and veterans, holding the names of all veterans from Vinton and Roanoke County who were killed in action during the Korean War, World War II, Vietnam, Desert Storm, Iraqi Freedom, and Afghanistan; and
Whereas, the monument intends to add names of any persons lost in action in the future due to constant conflict/war in today’s world; and
Whereas, the “High Ground” Monument description describes the concept and mission of the veteran’s monument. The site continues to be a place where individuals and groups can visit.
NOW, ThereFOre, Mayor Bradley E. Grose and the Town Council of the Town of Vinton, on behalf of all our citizens, do hereby express our sincere appreciation and thanks to the Vinton War Memorial Vision, Inc. Committee Members for their distinguished and outstanding commitment to Vinton’s current service members and veterans and especially for their service to the Town of Vinton and extend best wishes to them and their families for many happy and successful years in the future.

Proclamation – Annual Arbor Day Event, April 25, 2024
Summary
The Town of Vinton has been designated as a Tree City USA for the past 22 years. To retain the
Tree City USA designation, the Town is required to hold an Arbor Day Celebration, along with
tree plantings and tree education outreach each year.
Staff has been responsible for securing Virginia Department of Forestry grant funding each year,
including this year, the 22nd year, by partnering with Roanoke Valley Urban Forestry Council and
Roanoke Valley-Alleghany Regional Commission (RVARC) in submitting the grant request, with
the Town providing the required matching funds. These funds have enabled the Town to plant
trees on public properties, including the elementary schools in Vinton, Wolf Creek Greenway,
M.A. Banks Park, on the grounds of Vinton Public Works, Vinton War Memorial, Vinton
Municipal Building, Craig Avenue Recreation Center, and Glade Creek Greenway. This year the
trees will be planted along Glade Creek Greenway to complete a natural screening fence. The
children’s outreach program includes an Arbor Day Drawing Competition around the theme “The
Life Cycle of Evergreen Trees.”
The 2024 Arbor Day Celebration will be celebrated at the Vinton Library on Thursday, April 25,
2024, beginning at 10:30 a.m.

PROCLAMATION
WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and
WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the nation and the world; and
WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen, and provide habitat for wildlife; and
WHEREAS, trees are a renewable source giving us paper, wood for our homes, fuel for our fires, and countless other wood products; and
WHEREAS, trees in our town increase property values, enhance the economic vitality of business areas, and beautify our community; and
WHEREAS, trees, wherever they are planted, are a source of joy and spiritual renewal.
NOW, THEREFORE, Mayor Bradley E. Grose and the Town Council of the Town of Vinton on behalf of all our citizens, do hereby proclaim April 26, 2024, as ARBOR DAY in the Town of Vinton, and urge all citizens to plant trees to gladden the hearts and promote the well-being of this and future generations.

Proclamation for National Public Safety Telecommunicators Week
Summary
The week of April 14 through April 20 has been declared "National Public Safety
Telecommunicators Week" by the Senate and House of Representatives of the United States of
America. The Town of Vinton would like to recognize the Communications Officers of the

PROCLAMATION
WHEREAS, the week of April 14 through 20, 2024, has been declared "National Public Safety Telecommunicators Week" by the Senate and House of Representatives of the United States of America; and
WHEREAS, the President of the United States issued a proclamation calling upon the people of the United States to observe that week with appropriate ceremonies and activities; and
WHEREAS, problems of crime, fire, and other disasters touch and affect all segments of our society, and if unabated, can undermine and erode both the moral and economic strengths of our community; and
WHEREAS, men and women are engaged in the operation of emergency response systems for the Town of Vinton; and
WHEREAS, these professionals are responsible for responding to stressful telephone calls from the general public for police, fire, and emergency medical assistance, and for calmly and professionally dispatching appropriate assistance to help save the lives and property of our citizens; and
WHEREAS, our Communications Officers daily serve the public in countless ways without recognition by the beneficiaries of their services.
NOW, THEREFORE, Mayor Bradley E. Grose and the Town Council of the Town of Vinton on behalf of all our citizens, do hereby proclaim APRIL 14 TO 20, 2024 as NATIONAL PUBLIC

BACKGROUND INFORMATION:
Roanoke Valley Television (RVTV) is a civic media resource serving the City of Roanoke, Roanoke County,
Town of Vinton, and their respective school systems. Since 1993, RVTV has provided government and
educational media services for the three localities, and distributes video content via cablecast, live-stream,
social media and on-demand.
RVTV is located at the Jefferson Center (541 Luck Ave. SW). The operational budget for RVTV is provided by
the three local governments, and it is funded through the Virginia Communications Sales and Use Tax
Revenue paid by telecommunications operators such as Cox Communications and Shentel/GloFiber, as well
as the EG fee paid by customers to each locality. Primary functions of RVTV are as follows:
• Government Meetings & Remote Live Coverage
In 2023, RVTV facilitated the recording, directing and live streaming of (102) government meetings including: (35)
Roanoke City Council Meetings, (34) Roanoke County Board Meetings, (11) City Council Briefings, (3) City
Council Special Meetings, (2) City School Board Interview Meetings, and (17) special event social media event
live streams.
• Creative Media Production
RVTV produces original media content for the municipalities we serve. In 2023, RVTV carried out 480 unique
projects including 2,673 minutes (45 hours) of finished video (See APPENDIX for summary & value)
• Short-form Video: Productions that are typically 30 seconds to 10 minutes in length, suitable for use on
social media and general public communications efforts.
• Graphic & Print Design: RVTV offers custom creation of digital graphics, and limited print production such
as postcards, flyers and brochures.
• Podcasts: RVTV offers a podcast studio for the use of our partners to record monthly content, which our staff
typically edits into 30-60 minute long productions.
• Archival Photo/Video & Event Documentation: Includes documentation of municipal events, as well as the
capture of file video and photography for future use.
• Long-form Video: Productions that are typically 11 to 30 minutes in length. This may include recurring
programs (quarterly/monthly) or stand-alone long-form productions by request.

FISCAL IMPACT:
On January 1, 2007, the Virginia Communications Sales and Use Tax Act of 2006 (Va. Code 58.1-645 et seq.)
required cable television providers to pay a five percent (5%) sales or use tax to the Commonwealth of Virginia
in place of paying franchise fees to the localities, including the City of Roanoke, County of Roanoke, and Town
of Vinton. Under the Act, the Commonwealth pays the amount of revenues it receives from cable television
providers, like Cox and Shentel/GloFiber, to the localities. Additionally, each locality passes an EG fee of $0.20
per subscriber to be used in support of PEG programming.
The operational budget for RVTV is provided by the three local governments, and it is funded through the
Virginia Communications Sales and Use Tax Revenue and EG fees communications providers. The RVTV
budget amount paid by each locality is based on US Census Population Data for each partner government.

FY 2024-2025 Operating Revenues
Roanoke County is the fiscal agent for Roanoke Valley Television, and RVTV team members are included in
the County’s payroll and benefits system. Increases in FY 24-25 include a substantial change to health
insurance and benefit costs, as well as a projected 3% cost of living adjustment pending adoption by the
Roanoke County Board of Supervisors. Resulting changes represent an increase of 5.6% over previous FY.

Committee as of April 3, 2024

The Capital Budget is appropriated by Regional Cable Television Committee vote as needed, following the 10-year
capital plan laid out by RVTV’s director. Cable Grants represent capital and equipment funds provided through past
franchise agreements. The Operating Reserve is a rollover account representing unused funds from the Operating Budget
from previous years. Committee policies recommend a target balance of the operating reserve of 20% of the operating
budget. Current reserves do not meet this target balance due to the effects of compensation adjustments in FY2022.

VINTON MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON,
VIRGINIA 24179.
WHEREAS, the Town of Vinton, along with Roanoke County and the City of Roanoke pursuant
to ordinance, have established the Roanoke Valley Regional Cable Television
Committee, in part to assist with the development of educational channels and
governmental access cable programming; and
WHEREAS, each member jurisdiction annually approves the operating budget prepared by the
Cable TV Government Access Director and recommended by the Roanoke Valley
Regional Cable Television Committee for operation of the cable access Channel 3.
NOW, THEREFORE, BE IT RESOLVED that the Vinton Town Council does hereby approve
the 2024-2025 operating budget for Roanoke Valley Regional Cable Television Committee in the
amount of $620,187, of which Vinton’s allocation based on subscribers is four point one percent
(4.10%), or the amount of $25,614 of the total budget.

WHEREAS, the Town of Vinton appreciates the sacrifice that veterans in this region have made
and wants to continue and enhance the promotion of this monument by acting as the
account holder for funds related to the appropriate upkeep of this monument.
NOW, THEREFORE, BE IT RESOLVED that the Vinton Town Council will accept the
remaining monies held by the dissolving Vinton/Roanoke County Veterans Monument Committee,
hold them in a specially designated account via committed fund balance, and allocate them, along

Summary
The Roanoke Outside Foundation Project Outside Fund Grant has been awarded to the Town
of Vinton. As per the notice of award received in March of this year, the grant has been
granted to the Town of Vinton in the amount of $4,500. The purpose of this grant is to
facilitate the update and repair of the Wolf Creek Greenway parking lot as well as the Tinker
Creek Canoe Launch Rack and perimeter fencing. This project aims at improving the
aesthetics and usability of the project areas which aligns with Vinton's long-term goal of
enhancing the Town’s infrastructure and livability.

ROANOKE OUTSIDE FOUNDATION PROJECT OUTSIDE GRANT
WHEREAS, on September 7, 2004, the Town Council adopted a “Comprehensive Plan”
which mentioned the need to have a robust park system to provide recreational and physical
activity for the community; and
WHEREAS on September 7, 2004, the Town Council adopted an “Economic and
Community Development Plan” which included citizens comments from the 2001 Survey for
Downtown Vinton and the 2002 Homework Summary of the Citizens Planning Academy, and “the
two community workshops indicate a need for a more extensive park system,” and
WHEREAS, in 2016, The Town of Vinton adopted an Urban Development Area Plan as
part of the Town’s Comprehensive Plan, in which the plan highlighted the opportunities for pocket
parks which allows for both active and passive recreation; and
WHEREAS, in 2020, when Council members and staff worked together to develop the
Town of Vinton’s Strategic Plan which included three overarching goals, including one of the
goals to “enhance the town's infrastructure and livability” with the defined strategy to “continue
to enhance the condition and appearance of the Town’s public infrastructure and amenities;” and
WHEREAS, in 2022, the Roanoke Regional Partnership developed a regional 5-year
strategic plan called “Thrive 2027” which involved developing sustainable funding for outdoors
preservation and enhancement by convening businesses and government leaders to formulate and
implement a sustainability model for outdoor assets; and
WHEREAS, town staff and citizens raised awareness about the deteriorating condition of
the Wolf Creek Greenway parking lot and the Tinker Creek Canoe Launch and Town staff applied
for the Project Outdoors Grant from the Roanoke Outside Foundation on January 19, 2024; and
WHEREAS, the grant was awarded on March 1st 2024 in the amount of $4500 with a
closing date of December 31st, 2024 and there is no match requirement for this grant; and
WHEREAS, this is a grant program; therefore, the Town Council will have to authorize the
monies be appropriated from the general revenue fund to the grant expense fund for activities
necessary for the updating of the Wolf Creek Greenway parking lot and the Tinker Canoe
Launch Rack and perimeter fencing.
NOW, THEREFORE, BE IT RESOLVED, that the Vinton Town Council does hereby authorize
the monies to be appropriated from the general revenue fund to the grant expense fund, for
activities necessary for the updating of the Wolf Creek Greenway Parking Lot and the Tinker
Canoe Launch project which includes updating the Wolf Creek Greenway Parking lot with
asphalt millings and replacing the Tinker Creek Canoe Launch Rack and parking lot perimeter

VML has five policy committees that meet in July to learn about current issues, review current
VML policy positions, revise current positions, propose new positions, and recommend issues
for consideration by VML’s legislative committee.
• Who’s eligible to serve? Full-member local governments may nominate their governing
body members and appointed staff to serve on a committee.
• How do committees meet? Committee meeting dates and times will be announced soon;
all meetings will be held on Zoom.
• Who serves from my community? We are attaching the 2023 committee lists so you can
see who from your local government served on policy committees last year. Your
representatives can stay on the same committees, or they can move to a different
committee.
• If no one served on a committee last year, make some appointments this year! Just
remember that an individual can only serve on one committee per year.
