Presentation and discussion regarding a complete streets and safety project on Gus Nicks
Boulevard from U.S. 460 in Roanoke City to South Pollard Street in the Town of Vinton
Summary
In September 2024, Town Staff met with Roanoke City Staff regarding the opportunity for a
complete streets and safety project on Gus Nicks Boulevard. The City has a complete streets
program that looks to enhance safety and multimodal opportunities whenever paving a road in
order to receive economies of scale for the construction of the improved road design. The City had
been looking at a redesign of Gus Nicks Boulevard for some years. With the plan to repave Gus
Nicks Boulevard in the City moved up to 2025, City staff reached out to the Town regarding a
partnership on the project.
Gus Nicks Boulevard in the Town of Vinton is due for repaving and has seen development and
traffic that would benefit from a complete streets design. Moreover, the intersection of Gus Nicks
Boulevard and South Pollard Street would provide a more natural transition point for the new road
design than the Town/City line at Glade Creek, allowing the travelling public a seamless
experience along the entire corridor between the two jurisdictions.
For this project, the City has agreed to design the entire corridor in both jurisdictions and
incorporate the milling, paving, and striping of the Town’s portion of the road into the City’s
construction contract. In exchange, the Town will pay for traffic counts along the road and the
materials for a demonstration of the proposed new traffic patterns. The Town will also reimburse
the City for the cost of the milling, paving, and striping in the Town.

6:00
Council Member Liles, Council Member McCarty,
Council Member Mullins, Vice Mayor Stovall, and
Mayor Grose present.

Liles led the Pledge of Allegiance to the U.S. Flag.

Vice Mayor Stovall made a motion to approve

October 15, 2024, and the minutes of the Work
Session on October 1, 2024; Resolution No. 2618
budget; and Resolution No. 2619 appropriating
funds in the amount of $16,112.65 for the receipt
of an insurance claim made on a Town Vehicle
that was damaged during a storm event.
Under awards, introductions, presentations,
and proclamations, Marshall Stanley recognized
the following Vinton restaurants for winning The
Roanoker Magazine 2025 Best Dining Award:
Dogwood Restaurant, Macado’s, New York Pizza,
Our Daily Bread, Pok-E-Joe’s, Pollard 107 South
and RND Coffee. Representatives from RND

Under reports from committees, Bo Herndon
commented on the November 13, 2024, Public
Works Committee meeting. Mr. Herndon

intersection of 5th Street and Cedar Avenue. Both
issues involved speeding on those roads and
citizens asked Public Works to investigate it.

Town Manager to sign a Contract of Sale with
developing a limited-
intersection of South Pollard Street, 1st Street, and
Cedar Avenue in the Town of Vinton to be known
as the Vinton/East County Hotel Project
Under items requiring action under the
agenda, there was a motion to consider the
adoption of a Resolution
between the Town of Vinton, the Roanoke County
developing an Extended Stay America Premium
hotel at the intersection of South Pollard Street, 1st
Street and Cedar Avenue in the Town of Vinton to

Authority, has negotiated the
LLC. The agreement extends over a five (5) year
development of the hotel.
Terms of the Agreement include a minimum
Capital Investment of $12,000,000, a contribution
of a maximum of $100,000 annually for 5 years to
incentivize the project, and

should generate a minimum of $100,000 annually
in Transient Occupancy Tax Revenue.

session on December 3rd at 5:15 p.m. to discuss
the Gus Nicks Boulevard project.

Creative Occasions, and Magnets USA received
the first BEAP Grants offered by
County Economic Development Authority. Mr.
Peters then commented on the Christmas Parade
and Santa Crawl that will be coming up soon and
building.

Summary
Council needs to approve the regular meeting schedule for Calendar Year 2025. This will include
cancelling the August 5, 2024 meeting, which falls on National Night Out Day and cancelling
November 4, 2024 meeting, which falls on Election Day.

Presentation of Certificate of Distinguished Budget Presentation Award for the Fiscal Year
beginning July 1, 2024, awarded to the Treasurer/Finance Department
Summary
The Town Staff is pleased to announce that we have received notification that the Town of Vinton
has received GFOA’s Distinguished Budget Presentation Award for the Fiscal Year 2024-2025
Budget. This is the ninth year that the Town has received this award, which represents a significant
achievement for the Town. In order to receive the award, a budget document must satisfy
the criteria to operate as a policy document, a financial plan, an operations guide, and a
communications device. Budget documents must rate “proficient” in all four categories, and in the
fourteen mandatory criteria within those categories to receive the award.
Without support from the Mayor, Town Council, Town Management, and all Departmental Staff,
this budget document and GFOA Distinguished Budget Award would not be possible. The Finance
Department is looking forward to continuing to submit the budget document for the GFOA award,
and to implement improvement recommendations from the reviewers.

This resolution emphasizes the Town of Vinton’s commitment to:
1. Protecting its residents and businesses from the negative effects of "skill" gaming
machines.
2. Upholding the existing statewide ban on these machines.
3. Collaborating with state and local authorities to ensure comprehensive enforcement and
effective penalties for violations.
4. Advocating for policies that require local input before any reconsideration of "skill"
gaming machine legalization.
The resolution will be sent to representatives of the Virginia General Assembly and the Governor

A RESOLUTION URGING THE VIRGINIA GENERAL ASSEMBLY TO UPHOLD THE
BAN ON “SKILL” GAMING MACHINES TO ENFORCE MEASURES THAT
PROTECT COMMUNITIES FROM THEIR PREDATORY NATURE.
WHEREAS, the Town of Vinton, Virginia, is committed to fostering a safe, healthy, and
prosperous community for all its residents and businesses; and
WHEREAS, "skill" gaming machines, often resembling slot machines, have proliferated
in many communities and have been associated with negative social and economic impacts,
including addiction, financial hardship, and the exploitation of vulnerable populations; and
WHEREAS, the Virginia General Assembly previously enacted a ban on "skill" gaming
machines, recognizing their predatory nature and the harm they cause to individuals, families,
and communities; and
WHEREAS, the proliferation of unregulated gaming establishments undermines
legitimate businesses, poses enforcement challenges, jeopardizes public welfare; and
WHEREAS, legalizing “skill” games without appropriate safeguards and without
allowing localities to opt-in via referendum would be detrimental to our residents and would
create a negative impact on the investments by other businesses within the Town of Vinton.
NOW, THEREFORE, BE IT RESOLVED, BY THE COUNCIL OF THE TOWN OF
VINTON, VIRGINIA, AS FOLLOWS:
1. The Town of Vinton strongly urges the Virginia General Assembly to uphold the existing
ban on "skill" gaming machines, thereby maintaining its commitment to protecting
communities from their predatory impacts.
2. The Town of Vinton further calls on the General Assembly to ensure adequate
enforcement measures are in place to prevent the operation of such machines and to
impose meaningful penalties on violators.
3. The Town of Vinton commits to working collaboratively with state and local authorities
to advocate for policies that safeguard residents from the detrimental effects of
unregulated gambling.

4. A copy of this resolution shall be forwarded to members of the Virginia General
Assembly representing the Town of Vinton, as well as to the Governor of Virginia, to
express the Town’s firm stance on this issue.

CERTIFICATION THAT A CLOSED MEETING WAS HELD
IN CONFORMITY WITH THE CODE OF VIRGINIA
WHEREAS, the Town Council of the Town of Vinton, Virginia has convened a closed meeting
on this date, pursuant to an affirmative recorded vote and in accordance with the
provisions of the Virginia Freedom of Information Act; and,
WHEREAS, Section 2.2-3712 (A) (1) of the Code of Virginia requires a certification by the
Vinton Town Council that such closed meeting was conducted in conformity with
Virginia Law.
NOW, THEREFORE, BE IT RESOLVED that the Vinton Town Council hereby certifies that
to the best of each member's knowledge:
1. Only public business matters lawfully exempted from opening meeting
requirements by Virginia law were discussed in the closed meeting to which this
certification applies; and
2. Only such public business matters as were identified in the motion convening the
