Meeting Date December 3, 2024 Department Administration Issue Presentation and discussion regarding a complete streets and safety project on Gus Nicks Boulevard from U.S. 460 in Roanoke City to South Pollard Street in the Town of Vinton Summary In September 2024, Town Staff met with Roanoke City Staff regarding the opportunity for a complete streets and safety project on Gus Nicks Boulevard. The City has a complete streets program that looks to enhance safety and multimodal opportunities whenever paving a road in order to receive economies of scale for the construction of the improved road design. The City had been looking at a redesign of Gus Nicks Boulevard for some years. With the plan to repave Gus Nicks Boulevard in the City moved up to 2025, City staff reached out to the Town regarding a partnership on the project. Gus Nicks Boulevard in the Town of Vinton is due for repaving and has seen development and traffic that would benefit from a complete streets design. Moreover, the intersection of Gus Nicks Boulevard and South Pollard Street would provide a more natural transition point for the new road design than the Town/City line at Glade Creek, allowing the travelling public a seamless experience along the entire corridor between the two jurisdictions. For this project, the City has agreed to design the entire corridor in both jurisdictions and incorporate the milling, paving, and striping of the Town’s portion of the road into the City’s construction contract. In exchange, the Town will pay for traffic counts along the road and the materials for a demonstration of the proposed new traffic patterns. The Town will also reimburse the City for the cost of the milling, paving, and striping in the Town. Presentation materials will be made available during the work session. After a Moment of Silence, Council Member Liles led the Pledge of Allegiance to the U.S. Flag. announcements, and Council Activities, Council Member McCarty announced the following: November 28 and 29 – Town Offices Closed in Observance of Thanksgiving; December 5 – Tree Lighting and Christmas Parade at 6 p.m.; December 10 – Santa Crawl starts at 5 p.m. from the Vinton War Memorial; December 24 and 25 – Town Offices Closed in observance of Christmas; and January 1 – observance of New Year. Council Member McCarty 2 entertainment venues and to follow the Town’s social media and website for more information. Council Member Mullins following Council activities: October 16 – Council Members Liles, McCarty, and Mullins attended the Offsite Virginia Rural Planning Caucus Workshop; October 26 – Mayor Grose and Council Member Mullins attended the Shred Event; October 29 – Members Liles and McCarty attended Downtown Trick or Treating; November 12 – November 13 – Mayor Grose and Council Members McCarty and Mullins attended the Field of Honor Celebration; November 13 – Council Public Works Committee Meeting; and November 18 – attended the Finance Committee Meeting. October 15, 2024, and the minutes of the Work Session on October 1, 2024; Resolution No. 2618 budget; and Resolution No. 2619 appropriating funds in the amount of $16,112.65 for the receipt of an insurance claim made on a Town Vehicle that was damaged during a storm event. Under awards, introductions, presentations, and proclamations, Marshall Stanley recognized the following Vinton restaurants for winning The Roanoker Magazine 2025 Best Dining Award: Dogwood Restaurant, Macado’s, New York Pizza, Our Daily Bread, Pok-E-Joe’s, Pollard 107 South and RND Coffee. Representatives from RND Coffee and Pok-E-Joe’s receive the certificate later date. Mayor Grose expressed appreciation towards the business owners. and proclamations, Donna Collins recognized the following Veteran staff members work and dedication: Mayor Bradley Grose, Chief Fabricio Drumond, Sergeant Brandon Alterio, 3 organization who were unable to attend the meeting, Public Works Mechanic Officer Sean McKittrick, and Officer Jacob Miller. Ms. Collins handed the their flags and thanked them for their service. Council expressed appreciation to the staff for their hard work during Celebration. Under awards, introductions, presentations, and proclamations, Donna Collins and Amanda Payne for their hard work in Vinton being Performer by the Department of Defense Vietnam War Commemoration. Under awards, introductions, presentations, and proclamations, Chief Drumond recognized Jesse Dibble for his promotion from Officer to Corporal. Chief Drumond next recognized Sergeant Jeremy Shrewsbury and Sergeant Brandon Alterio for completing the FBI-LEEDA Trilogy Series. Chief Drumond then recognized Officer Jason Call for during a storm and helping clear branches. Lastly, Grant Shepherd for his promotion from Officer to Corporal. Department and all of their hard work. Under reports from committees, Bo Herndon commented on the November 13, 2024, Public Works Committee meeting. Mr. Herndon commented citizen comments regarding Ruddell Road and the intersection of 5th Street and Cedar Avenue. Both issues involved speeding on those roads and citizens asked Public Works to investigate it. Street Sign Replacement was completed for Midway. Public Works ordered a third set of signs which have arrived. working on Niagara Road and has put in the new sewer line. The Town sent out draft bids to Town Attorney Carroll for the stormwater projects on South Pollard Street and Jefferson Avenue for his review. The Thrasher Church stormwater project is going well and looking good. Under reports from committees, Andrew Keen commented on the November 18, 2024, Finance 4 Committee meeting. Mr. Keen commented that th October financial statements. The revenue and expenditures exceeded expectations with lower than expected during those months. Cash reserves remain high. The Committee then reviewed the that were approved in the in the Consent Agenda. Lastly, the Committee approved the 2025 Finance Committee Meeting Calendar. Vice Mayor Stovall made a motion to approve the September and Statements; the motion was seconded by Council Member Mullins; and carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. The next item on the agenda was the consideration of public comments Avenue and 1st Street, identified as Tax Map ID 060.15-06-38.00-0000, 060.15-06-39.00-0000, 060.15-06-40.00-0000, 060.15-06-41.00-0000, 060.15-06-42.00-0000 and 060.15-06-43.00- 0000 in the Town of Vinton, upon certain terms and conditions. The Mayor opened the Public Hearing at 6:49 p.m. Mr. Peters commented the Town issued a Request for Proposal (RFP) Development in August of 2024, and received two formal proposals Community Hospitality LLC company proposal. A Contract of LLC Company has been agreed to in principle and will include a due diligence period through June 30, 2025, performance ag (development incentive grants), finalizing building franchise for the project. Public Hearing Opened 5 Hearing no comments, the Mayor closed the Public Hearing at 6:56 p.m. Council Member Liles approve the Ordinance authorizing Manager to sign a Contract of Hospitality LLC for limited-service hotel at the intersection of South Pollard Street, 1st Street, and Cedar Avenue in the Town of Vinton to be known as the Vinton/East County Hotel Project; the motion was seconded by Council Member McCarty Vote 5-0; Yeas (5) – Stovall, Grose; Nays (0) – None. Approved Ordinance No. 1061 Town Manager to sign a Contract of Sale with developing a limited- intersection of South Pollard Street, 1st Street, and Cedar Avenue in the Town of Vinton to be known as the Vinton/East County Hotel Project Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution between the Town of Vinton, the Roanoke County developing an Extended Stay America Premium hotel at the intersection of South Pollard Street, 1st Street and Cedar Avenue in the Town of Vinton to Project. Authority, has negotiated the LLC. The agreement extends over a five (5) year development of the hotel. Terms of the Agreement include a minimum Capital Investment of $12,000,000, a contribution of a maximum of $100,000 annually for 5 years to incentivize the project, and maintenance of at least 10 new jobs. The Hotel should generate a minimum of $100,000 annually in Transient Occupancy Tax Revenue. Council Member Mullins approve the Resolution between the Town of Vinton, the Roanoke County Economic Development developing an Extended Stay America Premium hotel at the intersection of South Pollard Street, 1st Approved Resolution No. 2620 Authority (EDA), and KARA Hospitality LLC for South Pollard Street, 1st Street and Cedar Avenue 6 to be known as the Vinton/East County Hotel Project; the motion was seconded by Council Member McCarty, carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; Nays (0) – None. Vinton/East County Hotel Project Town Manager Peters commented on the work session on December 3rd at 5:15 p.m. to discuss the Gus Nicks Boulevard project. commented that the December 17, 2024, meeting if no items require action. Mr. Peters commented that Pok-E-Joe’s, Creative Occasions, and Magnets USA received the first BEAP Grants offered by County Economic Development Authority. Mr. Peters then commented on the Christmas Parade and Santa Crawl that will be coming up soon and building. and commented on the VACo Award for the Town Application and Vinton Businesses receiving the recognition for the Best Dining Award. This is the ninth year that the Town has received this award, which represents a significant achievement for the Town. In order to receive the award, a budget document must satisfy the criteria to operate as a policy document, a financial plan, an operations guide, and a communications device. Budget documents must rate “proficient” in all four categories, and in the fourteen mandatory criteria within those categories to receive the award. Without support from the Mayor, Town Council, Town Management, and all Departmental Staff, this budget document and GFOA Distinguished Budget Award would not be possible. The Finance Department is looking forward to continuing to submit the budget document for the GFOA award, and to implement improvement recommendations from the reviewers. This resolution emphasizes the Town of Vinton’s commitment to: 1. Protecting its residents and businesses from the negative effects of "skill" gaming machines. 2. Upholding the existing statewide ban on these machines. 3. Collaborating with state and local authorities to ensure comprehensive enforcement and effective penalties for violations. 4. Advocating for policies that require local input before any reconsideration of "skill" gaming machine legalization. The resolution will be sent to representatives of the Virginia General Assembly and the Governor to communicate the Town's stance. A RESOLUTION URGING THE VIRGINIA GENERAL ASSEMBLY TO UPHOLD THE BAN ON “SKILL” GAMING MACHINES TO ENFORCE MEASURES THAT PROTECT COMMUNITIES FROM THEIR PREDATORY NATURE. WHEREAS, the Town of Vinton, Virginia, is committed to fostering a safe, healthy, and prosperous community for all its residents and businesses; and WHEREAS, "skill" gaming machines, often resembling slot machines, have proliferated in many communities and have been associated with negative social and economic impacts, including addiction, financial hardship, and the exploitation of vulnerable populations; and WHEREAS, the Virginia General Assembly previously enacted a ban on "skill" gaming machines, recognizing their predatory nature and the harm they cause to individuals, families, and communities; and WHEREAS, the proliferation of unregulated gaming establishments undermines legitimate businesses, poses enforcement challenges, jeopardizes public welfare; and WHEREAS, legalizing “skill” games without appropriate safeguards and without allowing localities to opt-in via referendum would be detrimental to our residents and would create a negative impact on the investments by other businesses within the Town of Vinton. NOW, THEREFORE, BE IT RESOLVED, BY THE COUNCIL OF THE TOWN OF VINTON, VIRGINIA, AS FOLLOWS: 1. The Town of Vinton strongly urges the Virginia General Assembly to uphold the existing ban on "skill" gaming machines, thereby maintaining its commitment to protecting communities from their predatory impacts. 2. The Town of Vinton further calls on the General Assembly to ensure adequate enforcement measures are in place to prevent the operation of such machines and to impose meaningful penalties on violators. 3. The Town of Vinton commits to working collaboratively with state and local authorities to advocate for policies that safeguard residents from the detrimental effects of unregulated gambling. 2 4.
