ON TUESDAY, DECEMBER 5, 2023, IN THE COUNCIL CHAMBERS OF THE VINTON
MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON, VIRGINIA

Mayor Grose called the meeting to order at 6:00
p.m. The Town Clerk called the roll with Council
Member Liles, Council Member McCarty, Council
Member Mullins, Vice Mayor Stovall, and Mayor
Grose present.
After a Moment of Silence, Council Member
Liles led the Pledge of Allegiance to the U.S. Flag.
Under upcoming community events/
Member McCarty announced the following events:
Chamber Holiday Open House on December 14th
from 5 p.m. to 7 p.m. and Santa Crawl at 5 p.m.
starting in Downtown Vinton.
Council Member Mullins announced the following
Council activities:
RVARC legislative luncheon on November 30th;
Council Member McCarty, Council Member Liles,
and Mayor Grose attended the Town Christmas
Tree Lighting on November 30th; Vice Mayor
Stovall, Mayor Grose, Council Member Liles and
Council Member McCarty attended the Christmas
Parade on November 30th; Mayor Grose attended
the Gish Mill property closing on December 1st;
Council Members Liles, Mullins, Vice Mayor
Stovall, and Mayor Grose attended the State of the
County Address for Roanoke County on December
5th.
Council Member Mullins made a motion to
approve the Consent Agenda as presented; the
motion was seconded by Council Member McCarty
November 21, 2023.

voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins,
Stovall, Grose; Nays (0) – None.
Under awards, introductions, presentations,
and proclamations, Bo Herndon recognized Kevin
Town of Vinton. Mr. Orange dedicated 18 years to
the Town of Vinton.
Council expressed their apprec
Orange and wished him luck on his retirement.
Under Briefings, Town Manager Peters
introduced Sri Nathella, Brownfield Program
Manager, and Megan Cleinmark, Senior Geologist
with TRC to Council. They reviewed a PowerPoint
that will be available at the Town Clerk's Office as
part of the permanent record. Mr. Nathella went
over the previous work that was done in Vinton and
what the future would look like with the Brownfield
program and grant.
Council expressed appreciation for their work and
presentation.
The next item on the agenda was the
Consideration of public comments authorizing the
Agreement to accept a $500,000 Community-wide
Environmental Protection Agency (EPA).
Mayor Grose opened the Public Hearing at 6:32
p.m.
Mr. McClung commented that the resolution covers
Manager to sign the agreement to accept those
funds
therefore a Public Hearing is required.
Resident Daniel McCulloch on 806
Street expressed his concern about a hotel being
built in the Town. He questioned if a hotel would be
good for Vinton due to issues in the southeast.
Mayor Grose and Council
Town would take time to analyze all the details and
look at all issues and concerns before starting the
hotel project.

approve the Resolution
Manager to execute a Cooperative Agreement to
accept a $500,000 Community-
Protection Agency (EPA);
seconded by Vice Mayor Stovall and carried by the
Vote 5-0; Yeas (5) – Liles,
Stovall, Grose; Nays (0) – None.
Approval of Resolution No. 2576 authorizing the
Agreement to accept a $500,000 Community-
U.S. Environmental Protection Agency (EPA).
Under items requiring action under the agenda,
there was a presentation of the June 30, 2022,
Annual Comprehensive Financial Report by Brown
Edwards & Company, LLP, and
considering the approval and acceptance of said
Report.
Mr. Keen introduced Travis Gilmer with Brown
Edwards & Company, LLP. Mr. Gilmer presented
the Fiscal Year 2022 Audit that will be available at
the Town Treasurer’s
permanent record.
Council thanked Mr.
and the details that were provided.
Vice Mayor Stovall made a motion to approve
the Resolution approving and accepting the June
30, 2022, Annual Comprehensive Financial Report
by Brown Edwards & Company, LLP Council
Member McCarty and carried by the following roll
call vote, with all members voting: Vote 5-0; Yeas
(5) – Liles, McCarty, Mullins, Stovall, Grose; Nays
(0) – None.
Approval of Resolution No. 2577 approving and
accepting the June 30, 2022, Annual
Edwards & Company, LLP
Town Manager Peters commented on the
par
the farmer’s
print, and the expectation is that it will be directly
mailed to residents and arrive at Christmas time.
Town Manager Peters expressed appreciation to
all participants for the Christmas parade. He

staff for their hard work on the parade and the
decoration of lights around the Town.

Mayor Grose gave a shout-out to Town staff for
their hard work for the parade. He also commented
on the VML Legislative Lunch.

adjourn the meeting; the motion was seconded by
Council Member Mullins
following vote, with all members voting: Vote 5-0;

Consider adoption of a Resolution appropriating funds in the amount of $610.60 received for scrap
metal to the Public Works budget.
Summary
A check for $610.60 has been received from D. H. Griffin Wrecking Co., Inc. and deposited in
Revenue Account 10035003 190204 Recoveries and Rebates. The check for $610.60 is for scrap
metal from the Public Works Department.
It is necessary to appropriate the $610.60 to Public Works Administration Operating Budget Account
Number 10041104 505040, Maintenance Highways, Streets and Bridges Admin Other.

WHEREAS, the revenue received from the scrap metal has been received into the Revenue
Account 10035003 190204– Recoveries and Rebates in the amount of $610.60; and
WHEREAS, in order that the money can be used for maintenance and repairs to Public Works
building, it is necessary for the Vinton Town Council to appropriate the funds from
the Revenue Account 10035003 190204 – Recoveries and Rebates to the Public
Works Maintenance Highways, Streets and Bridges Operating Budget Account
Number 10041104 505040, Admin Other Maint. Cost.
NOW, THEREFORE, BE IT RESOLVED that the Vinton Town Council does hereby approve

Issue
Consider adoption of a Resolution appropriating funds in the amount of $500.00 received from
AMVETS to the Vinton War Memorial Operating Supplies Account
Summary
AMVETS made a donation to the Vinton War Memorial in the amount of $500.00. The donation has
been received into the Donations for Veterans Monument Revenue Account and needs to be
appropriated to the Vinton War Memorial Operating Supplies Account.
The Finance Committee reviewed this request at their January 8, 2024 meeting and recommends
Council approval.

Issue
Recognition of 2023 Employees of the Year
Summary
In November of 2016, the Town established an Employee of the Year Program. The purpose of
the Program is to recognize employees who have served the Town of Vinton in an exceptional
manner, by exemplifying outstanding service through his or her work and have exhibited a positive
and supportive attitude.
These employees were recognized at the Employee Holiday Luncheon in December as Employees
of the Year.

whEREAS, the Town of Vinton, Virginia, takes great pride in acknowledging the outstanding achievements and dedicated service of its distinguished residents; and
whEREAS, Senator John S. Edwards, born on October 6, 1943, in Roanoke, Virginia, has consistently demonstrated unwavering commitment and exceptional leadership in service to his community, the Commonwealth of Virginia, and the United States of America; and
whEREAS, Senator Edwards, a product of Roanoke City public schools and a graduate of Patrick Henry High School in 1962, has exemplified excellence throughout his educational journey, graduating cum laude from Princeton University in 1966 and obtaining his law degree from the University of Virginia Law School in 1970; and
whEREAS, Senator Edwards has not only served his country with honor as a Captain in the U.S. Marine Corps from 1971 to 1973 but has also contributed significantly to the legal profession, including serving as United States Attorney for the Western District of Virginia and practicing law with dedication and distinction; and
whEREAS, Senator Edwards has been an active and engaged member of the Roanoke community, participating in numerous civic and professional organizations, demonstrating a commitment to the betterment of the region; and
whEREAS, Senator Edwards has showcased unparalleled leadership in elected government service, having been appointed to Roanoke City Council in 1993 and subsequently elected as Vice-Mayor, and later winning a seat in the Senate of Virginia in 1995, where he has been re-elected multiple times and has served in key leadership positions, including Chair of the Judiciary Committee; and
whEREAS, Senator Edwards has sponsored and championed notable legislation, addressing critical issues such as education, transportation, mental health reform, environmental protection, and renewable energy, leaving an indelible mark on the legislative landscape of Virginia.
NOw, ThEREfORE, Mayor Bradley E. Grose and Vinton Town Council of the Town of Vinton, on behalf of all our citizens, do hereby pay tribute to Virginia Senator John S. Edwards for his outstanding service, unwavering commitment, and tireless efforts in advancing the interests in the well-being of the citizens of Vinton and the Commonwealth of Virginia.

Consider adoption of a Resolution authorizing the Mayor and/or Town Manager to execute all
documents necessary for the purchase of two (2) parcels of property located on Glade Road and
Cedar Ave in the Town of Vinton, Virginia and identified as Tax ID# 060.15-02-15.00-0000 and
060.15-02-24.00-0000.
Summary
The subject property is located entirely within a 100-year floodplain, substantially within the
floodway, and is routinely threatened by high water and property damage from the nearby
intersection of Tinker and Glade Creeks. The property owner approached the Town in early 2023
about his desire to sell the property due to an inability to redevelop the site due to flood hazard
conditions.
The Town Manager previously signed a Sales Contract in April 2023 indicating the Town’s desire
to purchase the property, subject to the owner moving forward with his plans to relocate all
remaining tenants. As of January 1st, 2024, all tenants have been successfully relocated and the
Town and Owner have agreed to formally transfer ownership of the subject property.

MUNICIPAL BUILDING, LOCATED AT 3ll S. POLLARD STREET, VINTON, VIRGINIA.
A RESOLUTION AUTHORIZING THE PURCHASE OF REAL ESTATE
TAX PARCELS NOS. 060.15-02-15.00.0000 and 060.15-02-24.00.0000
(COLLECTIVELY THE “PROPERTY”) LOCATED IN THE TOWN OF
VINTON.
WHEREAS, H&W Properties expressed a desire to sell certain real estate located in the Town of
Vinton, Virginia having Tax Parcel Nos. 060.15-02-15.00.0000 and 060.15-02-
24.00.0000 due to his inability to redevelop the properties due to each being
substantially located within the floodway and entirely within the 100-year
floodplain; and
WHEREAS, The Property is routinely negatively impacted by high water causing property
damage and threatening the wellbeing of those residing on the property due to it
being located in very close proximity to the intersection of Tinker and Glade Creeks;
and
WHEREAS, Council finds it to be in the best interest of the Town of Vinton to purchase the
Property to preserve the property as green space, thereby reducing the likelihood of
property damage and physical harm to any future inhabitants; and
NOW THEREFORE, BE IT RESOLVED that the Vinton Town Council does hereby authorize
the Mayor and/or Town Manager to execute all documents necessary to purchase the Property as
per terms and conditions of the Sales Contract.

Appointments to Boards/Commissions/Committees
Summary
Requesting Council make the following appointments:
Board of Zoning Appeals
Staff recommends that Josh Mullen be appointed to the vacant position in the Board of Zoning
Appeals that expires on February 15, 2026. Council is being asked to appoint Josh Mullen to a
term beginning February 1, 2024, and ending February 15, 2026.
Western Virginia Regional Industrial Facility Authority
Council is being asked to re-appoint Richard W. (Pete) Peters as a full member and Sabrina
McCarty as an alternate member to the Western Virginia Regional Industrial Facility Authority to
new four-year terms beginning February 3, 2024, and ending February 3, 2028.
