Approved minutes of the Regular Meeting of May 17, 2022 The next item under awards, introductions, presentations and proclamations was a proclamation for National Safety Month. Council Member Stovall read the Proclamation. Donna implementations Safety Committee. The next item on the agenda was the proposed FY 2022-2023 Town of Vinton Budget. p.m. Cody Sexton first presentation tonight was provided previously at the May 17, 2022 m Town Manager. Mr. Sexton next reviewed the PowerPoint presentation, which was a part of the agenda package and Clerk’s Office as a part of the permanent record. With regard to the breakdown of the total budget, the majority of the expenditures in FY23 are from capital due to the one-time funds from American Rescue Plan Act (ARPA) and the transfer of the Utility Fund which is allowing us to pursue capital projects within the next year. It is anticipated that this posture will continue for two to three years. Mr. Sexton next commented there is consistent growth across all revenue projection of a 30% increase Property Taxes. We continue to see taxes such as pari-mutuel, meals and sales taxes to be very robust, but we are trying to account for what the economy consumer driven. The major increase in the Grant Fund comes from Government. We are budgeting the second payment of $4.2 million and using that for capital expenses and a part of the transition of the water and wastewater system to the Western Virginia Water Authority (Water Authority). Public Hearing opened 3 It has not been too many years ago that we had no capital fund. In FY23 we are using the one- Fund and a small transfer from the General Fun We are proposing more than $2.6 million in capital projects which are Some of the largest capital and stormwater projects. The Mayor commented noting that this year’s paving budget will be over $1 million. Mr. Sexton commented this is due to expenditure savings throughout the year. Mr. Sexton next commented that we are investing in engineering and design for Road to continue to move that project forward Also, we are Greenway Phase 2b, planning for 3rd Street, traffic signal improvements, museum repairs and other equipmen operations of the Town. Prior to FY23, the Stormwater Fund was funded equally 50% from the Utility Fund and 50% from completely from the General Fund. With regard to the Debt Schedule, commented debt associated with the utility system moving considering an increa pay-off all remaining debt that the Town holds and has a 100% obligation on. With the FY23 budget the Town will not have any debt that obligation to the Town. Mr. Sexton next commented that no action will be required after the Public Hearing and Council will consider adoption of the FY23 budget on June 21, 2022 effective July 1, 2022. After comments from Council regarding the debt, Mr. Sexton commented that it is very unusual for a locality to be in this position. We are very blessed with our financial circumstances coming out of the COVID-19 pandemic and going through 4 off the debt. Since we have such a strict fund balance policy, paying off that debt was one of the ways that we were able to make the utility system budget to continue and even increase the level of services that we will be providing moving forward. Hearing no further comments, t the Public Hearing at 6:26 p.m. Public Hearing Closed The next item on the agenda was the consideration of public comments concerning the proposed amendment to the Town of Vinton’s FY 2021-2022 budget to appropriate funding for VML 2018 Knuckleboom Bond, street maintenance projects, and projected $1,371,790.38 in the General Fund, Utility Fund, and Capital Fund. The Mayor opened the Public Hearing at 6:27 pm. Cody Sexton first commented that over the past several years the Town has done a very active job of monitoring our revenue streams projections expenditures. This item serves as an end-of-year clean- before the end of the year. Council has been provided with a of the budget transfers. The grand total of $1,371,790.39 revenue streams. Mr. Sexton next commented that one of the new expenditures to be c transfers in addition to covering some overages in departments are striping and marking program in the entire Town for all 88 lane miles. Public Hearing Closed amending the Town of Vinton’s FY 2021-2022 budget to appropriate funding for VML 2017 Virginia Water Facilities Revolving Fund GO projected operational expenditures in the total Fund, Utility Fund, and Capital Fund The next item on the agenda was to consider Funds to the Water Authority in the amount of up to $5.7 million. Cody Sexton commented that Authority is the Town’s ARPA funds to the Water Authority for 6 agreement formalizes the transfer of those funds and provides some guidelines and stipulations for subrecipient. The Town Attorney commented that as a recipient of the ARPA funds we can grant the funds to a subreci degree of control to make sure they are used for a proper purpose. We were able to structure this which obligations that the Water Authority and the Town have to the Department of Treasury. Adopted Resolution No. 2502 authorizing the Subrecipient between the Town of Vinton and the Western Virginia Water Authority for the award of ARPA Funds to the Authority in the amount of up to $5.7 million The next item on the agenda was to consider Manager to execute a Public Right-of-Way owned by Greenway Construction, Inc. – 1323 public right-of- along the western boundary of the two properties. Anita McMillan first commented that Tim Greenway contacted Town staff to make sure the vacant parcel (1323 Duke Drive) property has to have a road frontage. Adopted Resolution No. 2503 authorizing the Town Manager to execute a Public Right-of- Agreement between Greenway Construction, Inc. and the Town of Vinton for access to two properties owned by Greenway Construction, Inc. – undeveloped public right-of- from Duke Drive along the western boundary of the two properties Cody Sexton commented that beginning this water will be flowing into the Town from Carvins Cove through Water Authority and the Town. Mr. Sexton next commented that the Carvins Cove water is softer than the well water, so as it starts to flow into the Town’s pipes, it will dissolve minerals and can lead to cloudiness. Adopted Resolution No. 2504 authorizing the Community Impact Market Analysis Grant and appropriate funds in the amount of $45,000.00 The next item on the agenda was the consideration of public comments regarding the properties to the Western Virginia Water Authority wastewater system to the Western Virginia Water Authority. The Mayor opened the Public Hearing at 6:08 p.m. The Town Manager commented that at the June Virginia Water Authority. There are a number of properties owned by the Town, Roanoke County, the Roanoke County School Board and there will be some additional documents such as leases or easements to come before Council at a later retain ownership. Public Hearing closed Adopted Ordinance No. 1045 approving conveyance (either of the fee simple interest or less than fee simple interest) of properties to the Western Virginia Water Authority as part Water Authority The next item on the agenda was to consider adoption of an Ordinance approving the Town of beginning July 1, 2022 and ending June 30, 2023 The Town Manager commented on the proposed budget for each fund: General Fund- $10,246,696; Grant Fund-$4,208,017; Capital Fund-$2,669,000 and Stormwater Fund- $620,996 for a total of $17,744,709. The Public Hearing was advertised in The Vinton Messenger Public Hearing was held on June 7, 2022. Adopted Ordinance No. 1046 approving the Town of Vinton, Virginia budget for the fiscal year beginning July 1, 2022 and ending June 30, 2023 The next item on the agenda was to consider adoption of Treasurer. The Town Manager commented that Cody Sexton was appointed as Interim Treasurer position. Andrew Keen has been hired as our Finance Director and in order to allow him time to get acclimated to the Town, public finance and the Treasurer’s functions recommended that Council appoint Mr. Sexton as the Town Treasurer for the foreseeable future After Mr. Keen get back to Council at a later date Treasurer. 4 After additional comments, Council Member Mullins made a motion to adopt the Resolution as presented; the motion was seconded by Council Member Liles and carried by the following roll call vote, with all members voting: Vote 5-0; Yeas (5) – Liles, Mullins, Stovall, McCarty, Grose; Nays (0) – None. Adopted Resolution No. 2505 appointing Cody Sexton as Town Treasurer The next item that was added to the agenda was to consider appointing a Deputy Town Treasurer. The Town appoint Lydia Verdillo, the capacity. Adopted Resolution No. 2506 Deputy Town Treasurer The next item on the agenda was to consider Emergency Operations Plan (EOP) for the Town of Vinton. Bo Herndon commented four years we are required to update the EOP contact information for the Western Virginia Water Authority, Roanoke Gas and American Red Cross. importance of the EOP for the health and safety of our citizens in times of disaster. He appreciates all of the work that goes into reviewing the Plan. Mr. Herndon next comment Virginia Department of Emergency Management (VDEM) for its review and approval. The Town Manager expressed appreciation to the staff that worked on the update. This is not just a document that sits on a shelf. Even during the COVID-19 pandemic, we found this Plan to be useful and on the early onset of the pandemic. Adopted Resolution No. 2507 approving the updated Emergency Operations Plan for the Town of Vinton The Town Manager commented that a kick-off meeting was held with Shentel about the GloFiber installation. They are applications for June and anticipate construction beginning later this summer. They have mapped out the Town for the install and there is not a lot required because most of it will be in overhead utilities or underground without disturbing the ground. They are also planning a expect construction to be completed around this time next year. With regard to the preventive maintenance on the Garthright Bridge, construction services are out and July 15th. The work will closures and we will do our best to notify citizens and the commuters that come through Town and will try to minimiz commuting hours. Cody Sexton commented that the bid is due back on July 15th and the pre-bid meeting will be in the morning. Bo Herndon also commented that most of the work will be done at night. The Town Manager further commented some additional maintenance two or three years later will prolong the life of the bridge for 50 plus years. The Town Manager next commented that Jamie Hurt, Capital Projects Manager, has been working with a consultant to lay out some design plans for the community park at the former swimming pool site and will be weeks to flush out the details With regard to the parking lot behind the Farmers’ Market, Mr. Hurt engineering firm to do the design work. We are address before any construction gets under way and looking at some overhead utilities and stormwater utilities underground and the 6 for that. We do not have an exact timeline for construction to begin, but it will be approximately a year before it will be ready for public parking. We have secured a firm to handle the Stormwater Local Assistance Fund grant (SLAF) project at Woodland Place to repair drainage problems there and we consultant working on the final scope of services on that design. been hired to do the Hardy Road and one on Gus Nicks. Council Member Liles asked how far down in the Capital Improvement Program (CIP) is the traffic signal synchronizations. The Town Manager responded that an order has been placed for Niagara, Vinyard and Hardy By-Pass and will be installed mid- installed, they will proceed synchronization. Under reports from Council Committees, Cody Committee met on June 13, 2022. The Committee reviewed the Market Analysis Grant that was already approved under the Consent Agenda community impact market on housing. There were no additional budget adjustments. 30th represents 10 months of the fiscal year. The balances on the usually show a depletion of cash because this report collections in May and June. Our total at the end of April was $10,033,323.31 representing about a $200,000 decrease in the operation cash. We do anticipate replenishing that in both May and June and we are currently projecting the possibility of a contribution end of the year. The Town’s finances continue to be strong. Out of the total cash, $4,537,864.38 is in restricted funds and our total investments are 8 The General Fund is in a strong position and year- to-date is $333,085 over budget in revenues. The expenditures are $1,135,911 under budget, which is due in large part to throughout the year and $300,000 in paving that will be done in August. With regard to the Grant Fund, we do not accrue those revenues until we are ready to spend them. The Utility Fund shows our revenues are at $109,895, which is where we would expect them to be. Some of this is attributed to the every other month billing that was still in effect, but we are projecting it will catch up as we get to the end of Expenditures are over and most of that is due to spending on capital projects paid for through the bond. Once we do the audit and close the books backed out. We are still very hopeful and positive that we will meet our target of $2.5 million which will be transferred to the Capital Fund. We do not realize until those will be rolled into the next fiscal year. The Stormwater Fund is treated the same way. and in a good position. WHEREAS, in accordance with the Commonwealth Transportation Board (CTB) construction allocation procedures, it is necessary that a Resolution be received from the sponsoring local jurisdiction requesting the Virginia Department of Transportation (VDOT) to establish a SMART SCALE project in the Town of Vinton, Virginia; and WHEREAS, the prioritization process for Smart Scale shall be based on an objective and quantifiable analysis that considers, at a minimum, the following factors relative to the cost of the project or strategy: land use, congestion mitigation, economic development, accessibility, safety, and environmental quality; and WHEREAS, an intersection improvement project at Hardy Road and Bypass Road was identified in the Roanoke Valley Area Metropolitan Planning Organization Long Range Plan; and WHEREAS, intersection improvements at Hardy Road/Bypass Road were identified and a conceptual roundabout rendering was created which incorporated Traditional Neighborhood Development (TND) elements within the Mid-Town Bypass Road/Hardy Road UDA as part of the Urban Development Areas (UDA) Plan of the Town of Vinton, as adopted by this Council on August 16, 2016; and NOW, THEREFORE, BE IT RESOLVED, the Council of the Town of Vinton endorses the SMART SCALE candidate project for the conversion of the intersection of Hardy Road/Bypass Road (Rt. 24) and Hardy Road (Rt. 634) from a signalized intersection to a two-lane roundabout with additional pedestrian and bicycle accommodations in the immediate area, and directs staff to formally apply for the project by the August 1, 2022 deadline.
