Issue
Consider adoption of a Resolution authorizing the Town Manager to sign and/or submit all
appropriate documents for the FY22 Community Impact Market Analysis Grant and appropriate
funds in the amount of $45,000.00
Summary
Vinton staff applied for the Community Impact Market Analysis Grant in December of 2021 from
Virginia Housing Development Authority to facilitate projects supporting economic development
and affordable workforce housing. The defined study area for the site plan development and
feasibility study phases includes four parcels, one of which hosts the River Park Shopping Center.
The grant is reimbursable at the end of the project and no local match is required.

AT A REGULAR MEETING OF THE VINTON TOWN COUNCIL HELD ON
TUESDAY, JUNE 21, 2022, AT 6:00 P.M., IN THE COUNCIL CHAMBERS OF THE
VINTON MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET,
VINTON, VIRGINIA
COMMUNITY IMPACT MARKET ANALYSIS GRANT - HOUSING STUDY
WHEREAS, on September 7, 2004, the Town Council adopted a “Comprehensive Plan”
which recognized the importance of housing and maintaining sound neighborhoods to provide
for the stability of the community; and
WHEREAS, in 2020, when Council members and staff worked together to develop three
overarching goals to include in a five-year Strategic Plan for the future of the town, one of the
goals was to “enhance the town's infrastructure and livability” with the defined strategy to
“encourage homeownership, housing rehabilitation, and the creation of new, high-quality, and
affordable housing stock;” and
WHEREAS, in December 2020, a comprehensive housing needs assessment was
completed and outlined housing challenges in Roanoke County, which included a growing
elderly population, 13% of households being considered cost-burdened with 10% being
considered severely cost-burdened; additionally, the number of households that qualify for
affordable housing outweighs the current housing supply and home and rental prices have risen
significantly over the last decade; and
WHEREAS, on December 10, 2021, the Town Manager applied for the FY22
Community Impact Market Analysis Grant from the Virginia Housing Development Authority
which assists in the facilitation of projects supporting economic development and affordable
housing; and
WHEREAS, the study area consists of four parcels with the primary parcel hosting the
River Park Shopping Center; and
WHEREAS, on February 22, 2022 the Town was notified that the grant was awarded for
a total of $45,000 which is reimbursable with no local match required; and
WHEREAS, this is a reimbursable grant program; therefore, the Town Council will have
to authorize the monies be appropriated from the general revenue fund to the general expense
fund for the area market study, site plan development, and feasibility study of the study area, and
other related expenses of the housing study.
NOW, THEREFORE, BE IT RESOLVED, that the Vinton Town Council does hereby
authorize the Town Manager, for and behalf of the Town Council, to sign and/or submit all
appropriate documents necessary for the completion of the housing study.

Consideration of public comments regarding the proposed conveyance (either of the fee simple interest

transfer of the Town’s water and wastewater system to the Western Virginia Water Authority
Summary
Vinton Town Council at their special called meeting on June 7, 2022 adopted Resolution No. 2500
approving a Transfer Agreement with the Western Virginia Water Authority (Authority) for the Town’s
water and wastewater system to the Authority.
As a part of the transfer the Town has agreed to convey to the Authority the fee simple interest in the
real property described in subpart 1 of Exhibit A by Special Warranty deed if the property was conveyed
to the Town by General or Special Warranty deed or by quitclaim deed, subject to any and all
encumbrances and easements of record and to convey less than the fee simple interest in the real property
described in subpart 2 of Exhibit A by lease, license, easement or other means.
Council must comply with Virginia Code §§ 15.2-1800 and 15.2-2100 in order to convey the real
property referenced herein.

AT A REGULAR MEETING OF THE VINTON TOWN COUNCIL, HELD ON
TUESDAY, JUNE 21, 2022, AT 6:00 P.M., IN THE COUNCIL CHAMBERS OF THE
VINTON MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON,
VIRGINIA.
AN ORDINANCE approving the conveyance of real property (either the fee simple
interest or a lesser interest) to the Western Virginia Water Authority (“the Authority”) as part of
the transfer of the Town’s water and wastewater system to the Authority, as set forth in detail in
the List of Properties attached hereto as Exhibit A.
WHEREAS, Vinton Town Council at their meeting on December 7, 2021 adopted
Resolution No. 2468 certifying its intention to have formal discussions with the Authority
regarding the Authority’s ownership and operation of the Town’s public water distribution and
treatment system and the sanitary sewer collection system; and
WHEREAS, the Authority Board of Directors at their meeting on April 21, 2022
adopted Resolution No. 445 approving a Transfer Agreement and Vinton Town Council at their
special called meeting on June 7, 2022 adopted Resolution No. 2500 approving said Transfer
Agreement; and
WHEREAS, as a part of the transfer of the Town’s water and sanitary sewer system to
the Authority, the Town has agreed to convey to the Authority the fee simple interest in the real
property described in subpart 1 of Exhibit A by Special Warranty deed if the property was
conveyed to the Town by General or Special Warranty deed or by quitclaim deed, subject to any
and all encumbrances and easements of record; and
WHEREAS, as a part of the transfer of the Town’s water and sanitary sewer system to
the Authority, the Town has agreed to convey to the Authority less than the fee simple interest in
the real property described in subpart 2 of Exhibit A by lease, license, easement or other means;
and
WHEREAS, the Town Council must comply with Virginia Code §§ 15.2-1800 and 15.2-
2100 in order to convey the real property referenced herein; and
WHEREAS, the Town Council held a public hearing on Tuesday, June 21, 2022, for
public comment on the proposed conveyance of the real property (either the fee simple interest
or a lesser interest) described in Exhibit A to the Authority.
NOW THEREFORE, BE IT HEREBY ORDAINED by the Council of the Town of
Vinton, Virginia, that:
1. The Town Council hereby approves the conveyance of the fee simple interest in
the real property identified in subpart 1 of Exhibit A attached hereto to the
Western Virginia Water Authority.

2. The Town Council hereby approves the conveyance of less than the fee simple
interest in the real property identified in subpart 2 of Exhibit A attached hereto to
the Western Virginia Water Authority.
3. The Town Manager is hereby authorized, for and on behalf of the Town, to
execute and attest, respectively, the necessary documents, including any Deeds
conveying said properties.
4. All documents necessary to accomplish this acceptance shall be in form approved
by the Town Attorney.
5. This ordinance shall take effect immediately upon passage.

Consider adoption of an Ordinance approving the Town of Vinton, Virginia budget for the fiscal year
beginning July 1, 2022 and ending June 30, 2023
Summary
This year’s budget represents a balanced budget with an optimistic outlook despite the modest concerns
of an elevated inflationary national outlook and the potential for enduring COVID-19 variants. The
FY23 Budget for the General Fund totals $10,246,696, which represents an increase of 27.6% or
$2,214,438 over the previous fiscal year. The FY23 Budget for all funds totals $17,744,709.
RECOMMENDED BUDGET ALLOCATION BY FUND
Allocation by fund, as well as a comparison to the previous FY22 budget, is as follows:

JUNE 21, 2022 AT 6:00 PM IN THE COUNCIL CHAMBERS OF THE VINTON
MUNICIPAL BUILDING, 311 SOUTH POLLARD STREET, VINTON, VIRGINIA.
WHEREAS, the Town Charter requires that a budget be adopted by July 1st for the new fiscal
year; and
WHEREAS, the Council has reviewed the proposed budget and is of the opinion that the Town
government can operate for the twelve-month period beginning July 1, 2022 to June
30, 2023, with the revenues and expenditures contained in the attached budget; and
WHEREAS, any funds appropriated in this budget to any Town department may be used as
participating funds in any Federal Aid Programs for like purposes, with the prior
approval of the Town Council.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Town of Vinton, Virginia, that
the budget for the fiscal year beginning July 1, 2022 and ending June 30, 2023 be set forth herein.
BE IT FURTHER ORDAINED that this ordinance provides for the daily operation of the
department of law and the department of finance, and in an emergency.
BE IT FURTHER ORDAINED that this Ordinance takes effect July 1, 2022.

Summary
Vinton Town Council at their meeting on March 1, 2022, adopted Resolution No. 2481 appointing
Cody Sexton as Interim Treasurer effective March 3, 2022. Mr. Sexton has successfully filled the
position of Interim Treasurer and Council now desires to appoint Cody Sexton as the Town
Treasurer.

Consider adoption of a Resolution approving the updated Emergency Operations Plan for the
Town of Vinton
Summary
The Virginia Department of Emergency Services (VDEM) requires a locality that chooses to have
an emergency services program, to have an Emergency Operations Plan (EOP) that is approved
by the governing body of that locality. The EOP is required to be re-approved by the governing
body every four years. Council approved the last update on May 15, 2018.

Record of Changes
Changes to the Town of Vinton Emergency Operations Plan (EOP) are made following an After
Action Review and Lessons Learned from previous disasters and/or training exercises. The EOP
is updated annually to ensure accuracy of capabilities and plan content. Suggested changes or
recommendations to enhance the EOP should be submitted to the Coordinator of Emergency
Services.
All agencies who have responsibilities in the EOP should notify the Coordinator of
Emergency Services immediately if their capabilities change, regardless of benefit or
detriment, thus ensuring the EOP doesn’t make the agency responsible for capabilities
that no longer exist and prevent the assignment of new responsibilities.

RESOLUTION NO.
AT A REGULAR MEETING OF THE VINTON TOWN COUNCIL HELD ON TUESDAY,
JUNE 21, 2022, AT 6:00 P.M., IN THE COUNCIL CHAMBERS OF THE VINTON
MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON,
VIRGINIA
WHEREAS, the Vinton Town Council recognizes the need to prepare for, respond to, and
recover from natural and man-made disasters, and has a responsibility to provide for
the safety and well-being of its citizens and visitors; and
WHEREAS, the Virginia Department of Emergency Management requires an updated
Emergency Operations Plan be adopted by the Town of Vinton every four years, and
the plan adopted in 2018 has been updated; and
WHEREAS, the Town of Vinton has established and appointed a Director of Emergency Services
and a Coordinator of Emergency Services, who are tasked and authorized to
maintain and revise as necessary this document over the next four (4) year period;
and
WHEREAS, upon adoption by Town Council, the newly revised plan will be in full effect at the
time of adoption.
NOW THEREFORE, BE IT RESOLVED, that the Vinton Town Council does hereby adopt the
updated Emergency Operations Plan dated June 21, 2022 and grants it full operational authority.

Summary
The terms of Council on the four Council-appointed Committees (Economic Development,
Finance, Public Safety and Public Works) will expire on June 30, 2022. Due to the fact that
Council elections have been moved from May 2022 to November 2022, Council needs to re-
appoint Council members to their respective Committees for six-month terms beginning July 1,
2022 and ending December 31, 2022. Following the election in November, new appointments
will be made at Council’s organizational meeting on January 3, 2023.

Summary
Council needs to make appointments to the following:
Board of Zoning Appeals
Meghan Noga and Kellie Moore’s terms expire on June 30, 2022. Both Ms. Noga and Ms. Moore
have been contacted and are willing to serve again. Council needs to re-appoint Ms. Noga as a
full member and Ms. Moore as an alternate member to new five-year terms beginning July 1, 2022
and ending June 30, 2027.
Greater Roanoke Transit Company
Nathan McClung’s term expires June 30, 2022. Staff recommends that Andrew Keen be appointed
to replace Mr. McClung for a one-year term beginning July 1, 2022 and ending June 30, 2023.
Roanoke Valley-Alleghany Regional Commission
Pete Peters and Cody Sexton’s terms expire on June 30, 2022. Council needs to re-appoint Mr.
Peters as a non-elected member and Mr. Sexton as an alternate member to new three-year terms
beginning July 1, 2022 and ending June 30, 2025.
Roanoke Valley Greenway Commission
Rob Lyon and Bud LaRoche’s terms expire on June 30, 2022. Both Mr. Lyon and Mr. LaRoche
have been contacted and are willing to serve again. Council needs to re-appoint Mr. Lyon and Mr.
LaRoche to new three-year terms beginning July 1, 2022 and ending June 30, 2025.
