Meeting of February 7, 2023
Resolution No. 2533 appropriating funds in
Operating Supplies Account.
Mayor Grose questioned the history of AMVETS
information at a later time when the allocation of the
funds is decided.
Under awards, introductions, presentations and
proclamations,
Valuation Director, Ken Fay, gave a briefing on the
2023 Roanoke County Real Estate Reassessment.
Mr. Fay reviewed a PowerPoint presentation, which
will be on file in the Town Clerk’s Office as part of the
permanent record. Mr.

Estate to be assessed at 100 percent of fair market

year, the Federal Reserve continues
interest rates. Real estate markets are slowing as a
result of these increased rates. Assessment notices
were mailed in January. The final deadline to apply
for an appeal is September 8, 2023.
Council Member Mullins questioned if the tax freeze
option is still available to residents

collection is at 43%. The occupancy taxes for short
term rentals is at 88%. Cigarette stamp sales are at
66% of budgeted revenue. Real Estate tax revenue
generation was at a 44% collection rate for the fiscal
year. Mr. Keen commented that many residents pay
their taxes during the first billing in May, causing the
previous fiscal year.
Mr. Keen commented that the cash and financial
health remain strong at $
investments and operational cash. The Grant Fund
payment to the Western Virginia Water Authority. $2
million was moved from the utility fund to an
investment fund. The Town o

ARPA funds which is fully insured by the FDIC.
Mr. Keen commented that AMVETS, which supports
the nation’s 20 million veterans, donated $500.00 to
the Vinton War Memorial.
Mr. Keen commented on the Town is awaiting final
numbers from VDOT for the Mountain View Road
project. There is approximately $600,000 of Town
money and $500,000 of VDOT
money on the project. The Town has plans to put
another $500,000 of local dollars on the project from
future Water Authority revenues in fiscal year 2024.
The total of the project is estimated by VDOT to be
$1.6 million. The use of local Town money will help
expedite the project, whereas going to more revenue
sharing
project. The project that VDOT has put forward will
help the Town receive some savings.
Mr. Keen commented that Ms. Collins stopped by to
discuss a possible change in the classification of a
full-time employee to be decreased from 40 hours to
30 hours per week, which is more in

time benefits as those working 40 hours a week. Ms.

exempt employees to fill out their timesheets unless
they use PTO. The current PTO policy proposes that

for holiday pay allows full time employees receive a
full day of 8 hours pay. The new policy would allow
depending on their hours.
Ms. Keen next commented on Ms. Collins’ proposal
on the Police Department Contract which proposes
that recruits who are not certified would be required
years after training. If the recruits resign prior to the
number of years required by contract, they would not
receive the PTO payout made up of the time accrued
during their dates of employment. They will also be
required to reimburse the Town $400 for the cost of
a vest fitted specifically to the individual.

provided the Town with the design concepts and the

Annex before the meeting. The Annex project has
been going through a lot of in-house work. Currently,
the Annex is going through data wiring and interior
infrastructure. The Annex will be a secure space that
will not have a reception area and will be by
appointment only.

Grant that will provide a list of all of the trees on the

staff has provided for decades on the water system.
Mayor Grose commented on the Water Authority
working on Cleveland Avenue.
McCarty commented on a local networking event at
the Twin Creeks Brewery on February 28 from 5 to
7 pm that the Chamber will be hosting.

Issue
Consider adoption of a Resolution authorizing the Town Council to appropriate funds of $10,000
for Vinton’s Tree Inventory Project.
Summary
Vinton staff applied for the Urban and Community Forestry Grant Program in September of 2022
from the Virginia Department of Forestry. The purpose of this grant is to have a better
understanding of the state of trees in the Town, which can be used for future comprehensive
planning purposes and ongoing maintenance/replacement strategies. The final product of this grant
will include a robust list of trees and their current health and will be focused specifically on trees
on town-owned properties and in the public right-of ways.

MUNICIPAL BUILDING LOCATED AT 311 SOUTH POLLARD STREET, VINTON,

VINTON’S TREE INVENTORY PROJECT
WHEREAS, on September 7, 2004, the Town Council adopted a “Comprehensive Plan”
which has a strategy to “encourage the retention of existing trees…and the planting of additional
trees;” and
WHEREAS, in December 2004, the Economic and Community Development Plan was
developed to include the enhancement of the entrances and corridors to Vinton, including one of
the overarching goals to enhance streetscapes by planting trees and shrubbery; and
WHEREAS, The Downtown Vinton Revitalization Plan suggested that a tree planting
campaign should be initiated for the town’s parking lots to encourage planting canopy trees in both
public and private parking areas; and
WHEREAS, in 2020, when Council members and staff worked together to develop three
overarching goals to include in a five-year Strategic Plan for the future of the town, one of the
goals was to “continue to enhance the town's infrastructure and livability” with the defined strategy
to “continue to enhance the condition and appearance of the Town's public infrastructure and
amenities;” and
WHEREAS, in September 2022, the Planning and Zoning Department applied for the
Urban and Community Forestry Grant Program which aims to encourage projects that promote the
protection and enhancement of urban and community forest ecosystems, tree planting, the care of
trees, and education on tree issues in cities, towns and communities; and
WHEREAS, the grant will be used to conduct a tree inventory for trees on public land and
right-of-ways to determine the current location of trees, their health and any impairment to public
safet y; and
WHEREAS, in December 2022 the Town was notified that the grant was awarded for a
total of $5,000, which is reimbursable with a local match of $5000 required in cash or in-kind; and
WHEREAS, this is a reimbursable grant program; therefore, the Town Council will have
to authorize the monies be appropriated from the general revenue fund to the general expense fund
for the tree inventory project.
NOW, THEREFORE, BE IT RESOLVED, that the Vinton Town Council does hereby authorize
the monies be appropriated from the general revenue fund to the general expense fund for the tree
inventory project.
BE IT FURTHER RESOLVED, that the Town Manager, for and behalf of the Town Council, is
authorized to sign and/or submit all appropriate documents necessary for the completion of the
tree inventory project.

Summary
On November 7, 2022, Unit 1114 was damaged after being struck by a vehicle. The proper insurance
filings were made to the Virginia Risk Sharing Association (VRSA) and has been received into the
Revenue Account 200.1901.001 – Recoveries and Rebates in the amount of $6,342.86. It is necessary

WHEREAS, on March 3, 2022, our police department received donations toward expenses for a
Law Enforcement Summit
WHEREAS, The cash donation was received into the Revenue Account 200.1899.016 – Police
Donations in the amount of $150.00; and
WHEREAS, in order for the funds to benefit the intended use, it is necessary for the Vinton Town
Council to appropriate the funds from the Revenue Account 200.1899.016 – Police
Donations to the Police Department Operating Budget Account Number
200.3101.316 – Police Donations Used.
NOW, THEREFORE, BE IT RESOLVED that the Vinton Town Council does hereby approve

development authority and economic development authority are required to receive FOIA training
"within two months after assuming the local elected office and thereafter at least once during each

permanent file.
Summary
As of December 31, 2022, the water and sewer accounts over five years old and inactive have been
deemed uncollectible in the amount of $8,602.61. All efforts have been made to collect the
delinquent water and sewer bills, including submitting them to debt set-off program for collection.
The delinquent listings are available in the Treasurer’s office and will be maintained in the event that
an opportunity should arise to collect one of these outstanding accounts.

According to State Code Section 58.1-3940, collection of local taxes is only enforceable for five
years following December 31 of the year for which such taxes were assessed. All efforts were
made by the Treasurer’s Office to collect the delinquent taxes, including reporting them to the
State Debt Set-Off Program.

WHEREAS, the Treasurer’s Office/Finance Department has made all efforts to collect on these
balances and has turned them over to collections and the State of Virginia Debt Set-
Off Program.
