Under briefings, Town Manager Peters
reviewed the recommended budget for FY2023-
2024 with a PowerPoint that will be on file at the
Fiscal Year 2024 is $12,532,963, the Grant Fund
is $4,000, the Capital Fund is $1,336,000 and the
proposed Stormwater Fund is $409,153. The total

Mr. Sexton commented that the Public Hearing for
the FY23-24 budget will be held on May 16 and
advertised on May 4 and May 11 in
Messenger.
The next item on the agenda was to consider
MARCUS Alert Program for behavioral health.
Chief Drumond commented on the importance of
procedures in place.
Mandy Lee, Director of MARCUS Alert and Crisis
Intervention Team
will be on file at the Town Clerk’s office as part of
health crisis.
Vice Mayor Stovall commented on the response
and how it would work. Ms. Lee commented that
when a 911 call comes in, a police officer will be

title.

PROCLAMATION
WHEREAS, the Roanoke Rail Yard Dawgs competed in and won the franchise’s first-ever
President’s Cup Championship title; and
WHEREAS, the Roanoke Rail Yard Dawgs made history this season with a record-breaking 32 total wins and a 9-game winning streak led by head coach, Dan Bremmer; and
WHEREAS, the Town of Vinton is proud to celebrate this victory with the Rail Yard Dawgs and
be a part of hockey history in the Roanoke Valley by once being home to the Virginia
Lancers, a predecessor of the Rail Yard Dawgs, whom played at the LancerLot Sports
Complex in Vinton; and
WHEREAS, Henry Brabham, a former Vintonite, founded the East Coast Hockey League and helped construct the LancerLot Sports Complex to be home to the Virginia Lancers; and
WHEREAS, the LancerLot Sports Complex helps to grow the sport of hockey in Vinton and the greater Roanoke Region by providing a sheet of ice for organized and recreational hockey activities.
NOW, THEREFORE, I, Bradley E. Grose, Mayor of the Town of Vinton, and on behalf of Town Council and all our citizens, do hereby express our sincere appreciation and congratulations to the Roanoke Rail Yard Dawgs for their winning.

Proclamation – National Public Works Week
Summary
The American Public Works Association advocates the recognition and celebration of Public Works
Week in all cities, counties, and towns across the U.S. Public works is the thread that connects us all, no
matter where we live in the world. The Week proudly honors the vital contribution Public Works
professionals make every day to communities all across North America and invites the public to celebrate
their dedication and influence on our society. From disposing of solid waste to maintaining our roads and
bridges, removing snow on our roadways or devising emergency management strategies, Public Works
services help determine the quality of life of our community.
"Connecting the World Through Public Works" is the theme for the 2023 National Public Works
Week. This year’s theme highlights the way public works professionals connect us physically, through
infrastructure, and inspirationally, through service to their communities as they carry out their duties with
pride.
For sixty-three years, this celebration has highlighted the impact that public works has on our daily lives.
Our community of 8,000 citizens in the Town depends on the men and women of the public works
profession who work tirelessly every day and often at night and on weekends, under all weather conditions
with quiet dedication to serve and support our community. Traditionally, the week is recognized by
proclamations from the U. S. Senate, U.S. House, and the Governor of Virginia. This will be the eighteenth
year of celebration in the Town of Vinton.

PROCLAMATION
WHEREAS, Public Works services provided in the Town are an integral part of our citizens,
institutions, businesses, and industries’ everyday lives and well-being; and
WHEREAS, public support of the importance of effective and efficient Public Works services
such as street maintenance, sidewalk repair, solid waste collection, recycling,
traffic signal & sign maintenance, snow & ice removal, and stormwater
collection, improves the morale and performance of Public Works staff; and
WHEREAS, the health, safety, economic growth, and quality of life in our Town greatly
depend on these vital Public Works services; and
WHEREAS, Public Works staff also provide critical response capabilities, experience, and
support in times of emergency; and
WHEREAS, the efficiency of the qualified and dedicated people who staff Public Works is
positively influenced by the citizens’ attitude and understanding of the important
services the staff provides.
NOW, THEREFORE, I, Bradley E. Grose, Mayor of the Town of Vinton, and on behalf of Town Council and all our citizens, do hereby proclaim May 21, 2023, to May 27, 2023, as NATIONAL

WHEREAS, May is Business Appreciation Month in Virginia and was created by the Virginia
Department of Housing & Community Development to honor our local businesses; and
WHEREAS, Our private sector partners play an integral role in making the Town of Vinton more than just a locality, but a community with unique opportunities and offerings; and
WHEREAS, The local business community creates jobs, grows the local tax base, and drives
traffic within the Town of Vinton to support the local economy; and
WHEREAS, Public-private partnerships are the backbone of economic development which
catalyze the attraction of new businesses and the retention and expansion of existing
businesses; and
WHEREAS, the Town of Vinton recognizes the accomplishments of Vinton’s entrepreneurs, small and medium-size businesses, and major employers that contribute greatly to building and sustaining Vinton’s’ economy.

Consideration of public comments regarding the proposed FY2023-2024 Town of Vinton Budget
Summary
This year’s budget represents a balanced budget with an optimistic outlook. The proposed FY24 Budget
for the General Fund totals $12,532,963, which represents an increase of 22.3% or $2,286,267 over the
previous fiscal year. The proposed FY24 Budget for all funds totals $14,282,116, which represents an
overall decrease of 19.5%.
RECOMMENDED BUDGET ALLOCATION BY FUND
Allocation by fund, as well as a comparison to the previous FY23 budget, is as follows:

Comprehensive Economic Development Strategy (CEDS)
Staff recommends that Council Member Mullins be appointed to replace Vice Mayor Stovall, to
the Board for a three-year term beginning July 1, 2023, and ending June 30, 2026.
Chris McCarty’s term, on Comprehensive Economic Development Strategy (CEDS) expires on
June 30, 2023. Mr. McCarty is interested in being re-appointed. Council needs to re-appoint Chris
McCarty to a new three-year term beginning July 1, 2023, and ending June 30, 2026.
Greater Roanoke Transit Company Board
Andrew Keen’s term, on the Greater Roanoke Transit Company Board (GRTC) expires on June
30, 2023. Mr. Keen is interested in being re-appointed. Council needs to re-appoint Andrew Keen
to a new one-year term beginning July 1, 2023, and ending June 30, 2024.
Roanoke Valley Transportation Planning Organization (RVTPO)
Cody Sexton’s term, on the Roanoke Valley Transportation Planning Organization (RVTPO),
