Mullins STAFF PRESENT: Richard Peters, Town Manager Cody Sexton, Deputy Town Manager Antonia Arias-Magallon, Town Clerk/Administrative Manager Fabricio Drumond, Police Chief Anita McMillan, Planning and Zoning Director Nathan McClung, Assistant Planning and Zoning Director Fayula Gordon, Associate Planner Jeremy Carroll, Town Attorney Mayor Grose called the meeting to order at 6:00 p.m. The Town Clerk called the roll with Council Member Liles, Council Member McCarty, Council Member Mullins, Vice Mayor Stovall, and Mayor Grose present. After a Moment of Silence, Executive Director of the Vinton Area Chamber of Commerce led the Pledge of Allegiance to the U.S. Flag. announcements, and Council Activities, Council Member McCarty announced the following: April 20 – parking lot from 9 a.m. to 12 p.m.; April 25 – Arbor Day Celebration at the Vinton Library at 10:30 a.m.; April 26 – Vinton Dogwood Festival Concert at the Farmers Market at 6 p.m.; April 27 – Vinton Dogwood Festival from 10 a.m. to 4 p.m.; May 6 – Blood Drive at the War Memorial from 10 a.m. to 2 p.m.; and May 18 – Vinton History Museum Garage Sale. Council Member McCarty encouraged everyone to venues in the community and to follow the Town’s social media and website for more information. Council Member Mullins announced the following Council activities: April 4 – State of the Town Address; April 4 – Council Members McCarty and Mullins attended the Breast 2 10 – Council Members Liles and McCarty attended the Community Development Committee meeting; April 15 – attended the Finance Committee meeting. Under requests to postpone, add to, or change the order of the agenda, Town Manager Peters requested to add item requiring action, to consider the adoption of a Resolution submit and sign the necessary paperwork for the Trails Program (RTP) grant application for the Wolf Creek Greenway Restroom Facility Project. Council Member Liles made a motion to approve the Consent Agenda as presented; the motion was seconded by Council Member McCarty and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Liles, McCarty, Mullins, Stovall, Grose; and Nays (0) – None. March 22, 2024, and the Regular Meeting of April 2, 2024. Under awards, introductions, presentations, and proclamations Rachel Nunley, Community Programs Supervisor of Marketing and Events. Mr. Peters commented on the two positions and what they entail. Council welcomed the two new members to the Town. Under awards, introductions, presentations, and proclamations, Angie Chewning and Kathryn Sowers, Executive Chamber of Commerce, Vinton Area Chamber. Ms. Chewning and Ms. Sowers commented that the Chamber started 2024 with a successful casino night with tons of positive feedback. The annual senior services expo was a hit, and many showed up. The State of the Town had one of the largest turnouts which showed that many people wanted to know what is happening in Vinton. There will be two golf tournaments. One is Market will start in the summer, with three bands scheduled for the first commented that the Chamber has h Lunch N Learn and will have four for the rest of the year. Ms. Chewning was on the radio to talk about Vinton. There are several after-hours scheduled for the year. Council Member Mullins presented the Arbor Day Proclamation to Ms. Gordon. Under awards, introductions, presentations, and proclamations, Rebecca Craft, Emergency Communications Manager with Roanoke County expressed appreciation towards Council for having her there for National Public Safety Telecommunicators Week. Vice Mayor Stovall presented the National Public Safety Telecommunicators Week Proclamation to Ms. Craft and expressed appreciation for all she does. Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution approving the 2024-2025 operating Television (RVTV) Committee. 4 Scott Ramsburg, Director at Roanoke Valley Television, commented on RVTV’s FY25 budget. Mr. Ramsburg commented that RVTV serves Roanoke County and the Town of Vinton. RVTV carried out 480 new projects last year. For the Town of Vinton, RVTV helps with promoting events, live streaming the State Address, drone photography, and more. Council Member Mullins and Marshall Stanley, Economic Development Specialist, are members of the RVTV Committee. operating request from the Town of Vinton is $25,614.00 of the FY25 budget. Council expressed appreciation towards RVTV and all that they do for the Town. Council Member Mullins approve the Resolution approving the 2024-2025 operating budget for the Roanoke Valley Regional Cable Television Committee seconded by Vice Mayor Stovall Vote 5-0; Yeas (5) – Stovall, Grose; Nays (0) – None. Approved Resolution No. 2590 approving the 2024-2025 operating budget for the Roanoke Valley Regional Cable Television Committee. Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution to create a designated account to hold proceeds allocated for enhancement, and promotion of this structure. Deputy Town Manager Sexton commented on the R will allow the Town to hold the remaining monies from the C received. Approved Resolution No. 2591 monies held by the dissolving Vinton/Roanoke future donations and grant proceeds allocated for the ongoing maintenance, enhancement, and promotion of this structure. 5 Under items requiring action under the agenda, there was a motion to consider the adoption of a Resolution authorizing the Town Council to accept the Roanoke Outside Foundation Project Outside Fund Grant in the amount of $4,500 with no match requirement. Fayula Gordon commented that the Town applied for the Roanoke Outside G received confirmation in March that the Town was awarded the grant. This grant will update the Wolf Creek Greenway parking lot and take boards from the Tinker Creek perimeter fencing. T came about with complaints from a few residents. There was a kickoff meeting on March 30 where staff came together on the decision process for the grant. The Public Works Department responsible for handling most of the project and it should be completed in around 2 months. Anita McMillan commented that application is due May 7 by 4 p.m. applied for the points. The Town is applying again this year. This grant is just for the restroom facility on Wolf Creek Greenway. With regard to the nominations for the 2024 VML Policy Committees, the Town Clerk commented that Council was polled and provided the proposed slate of nominees and all indicated committee. Council Member Liles approve the Slate of Officers as presented; the motion was seconded by Council Member Mullins and carried by the following vote, with all members voting: Vote 5-0; Yeas (5) – Mullins, Stovall, Grose; Nays (0) – None. Slate of Officers as presented Under reports from committees, Mr. Sexton Committee meeting. Mr. Sexton commented on the signs that are being replaced and updated around Town. The Town will be keeping the signs and making them available to the public for purchase. The fall paving schedule that extended into spring is complete. The next streets that will be worked on include 8th Street, West Jackson Avenue, and West Lee Avenue improvements by the farmer’s market. Today, the Town sealed the parking lot in the back of the municipal building and will begin striping tomorrow and Thursday. The Town ordered a new refuse truck. There will be an announcement when it is delivered. On Pollard Street and Virginia Avenue, the Town ordered new infrastructure for the signal lights. One big change that will be happening is there will be a blinking yellow arrow from Virginia Avenue onto Pollard Street. In addition, there will be a blinking yellow arrow on Washington Avenue onto Bypass Road. The installation will be sometime over the summer. Mountain View Road pre-construction meeting is scheduled for tomorrow. The Town paid its part of the revenue sharing. South Pollard Street is still undergoing incidental repairs water line project. As that continues, the Town will announce as it is. The farmer’s market has a new pad that has been poured. The Vinton War Memorial playground trees have been removed. 7 and demolish the Flood Mitigation Hazard properties. Under reports from committees, Mr. Sexton reported on the April 15, 2024, Finance Committee meeting. Mr. Sexton commented on highlights of going out this week, and the real estate taxes are being printed and going out next week. Mr. Sexton commented on the financial statements for February 29, 2024. The Town usually sees cash flow more in the spring versus in the fall because well in a high-rate environment. starting to get reimbursements promptly for projects. Overall, the Town is doing well and should see more in the springtime. Mr. McClung commented on the transportation updates. start after the school year is completed. Glade Creek Greenway Phase 2B has been delayed due to the issue of a cavern underneath the creek that what do to with the water line. Gus Nicks Boulevard and Hardy Road crosswalk projects will begin on May 6 and are scheduled for completion on August 6. Kennedy declared May 15 as Peace Officers Memorial Day, and the week in which it falls as National Police Week. We would like to recognize our law enforcement officers that serve the Town with a proclamation which recognizes National Police Week, which begins on May 12, 2024 and ends on May 18, 2024. Attachments Proclamation Recommendations Present Proclamation Town Council Agenda Summary PROCLAMATION WHEREAS, the Congress and President of the United States have designated May 15 as Peace Officers Memorial Day, and the week in which it falls as Police Week; and WHEREAS, the members of the Vinton Police Department play an essential role in safeguarding the rights and freedoms of the citizens of the Town of Vinton; and WHEREAS, it is important that all citizens know and understand the problems, duties, and responsibilities of their police department, and that members of our police department recognize their duty to serve the people by safeguarding life and property, by protecting them against violence or disorder, and by protecting the innocent against deception and the weak against oppression or intimidation; and WHEREAS, the Vinton Police Department has grown to be a modern and scientific law enforcement agency and provides a vital public service. NOW, THEREFORE, Mayor Bradley E. Grose and the Town Council of the Town of Vinton on behalf of all our citizens, do hereby proclaim May 12 to May 18, 2024, as NATIONAL POLICE WEEK in the Town of Vinton and call upon all citizens of the Town of Vinton and surrounding areas that are served by the Vinton Police Department to observe this week and to join Town Council in recognizing officers for their faithful and loyal devotion to duty and dedicated service to their community. Grose, Mayor Meeting Date May 7, 2024 Department Finance/Treasurer Issue Presentation of Certificate of Distinguished Budget Presentation Award for the Fiscal Year beginning July 1, 2023 awarded to the Treasurer/Finance Department Summary The Town Staff is pleased to announce that we have received notification that the Town of Vinton has received GFOA’s Distinguished Budget Presentation Award for the Fiscal Year 2023-2024 Budget. This is the eigth year that the Town has received this award, which represents a significant achievement for the Town. In order to receive the award, a budget document must satisfy criteria to operate as a policy document, a financial plan, an operations guide, and a communications device. Budget documents must rate “proficient” in all four categories, an in the fourteen mandatory criteria within those categories to receive the award. Without support from the Mayor, Town Council, Town Management, and all Departmental Staff, this budget document and GFOA Distinguished Budget Award would not be possible. The Finance Department is looking forward to continuing to submit the budget document for the GFOA award, and to implement improvement recommendations from the reviewers. AT A REGULAR MEETING OF THE VINTON TOWN COUNCIL HELD ON TUESDAY, MAY 7, 2024, AT 6:00 P.M., IN THE COUNCIL CHAMBERS OF THE VINTON MUNICIPAL BUILDING, LOCATED AT 3ll S. POLLARD STREET, VINTON, VIRGINIA. WHEREAS §15.2-1506 of the Code of Virginia requires that every locality which has more than fifteen employees shall have a grievance procedure and a personnel system; and WHEREAS, on August 18, 2020, Vinton Town Council adopted the Employee Handbook by Resolution No. 2374; and WHEREAS, said Employee Handbook has been updated based on feedback from Town Staff and the Town Attorney has examined the proposed updates to the Handbook and has certified that all legal requirements have been met; and WHEREAS, Council was furnished a copy of the proposed updates of the Employee Handbook and briefed at their May 7, 2024, Council Meeting. NOW, THEREFORE, BE IT RESOLVED by the Vinton Town Council as follows: 1. The aforesaid updated Employee Handbook of the Town of Vinton is hereby adopted and shall be effective from this date until amended or revoked by further resolution of Council. 2. Each employee of the Town of Vinton shall be furnished a copy of the updates to the Employee Handbook along with a copy of this Resolution included therein. Grose, Mayor ATTEST: _____________________________________ Antonia Arias-Magallon, Town Clerk Proposed Changes to the Employee Handbook May 7, 2024 Current Proposed Full-time Employee – an individual hired on either an exempt or non-exempt basis for an established position for an indefinite term who is expected to work a minimum of (40) forty hours a week. Full-time Employee – an individual hired on either an exempt or non- exempt basis for an established position for an indefinite term who is expected to work a minimum of (30) thirty hours a week. Part-time Employee – an individual hired on either an exempt or non-exempt basis for an established position for an indefinite term who is expected to work an established period of time that is less than (40) forty hours per week. Part-time Employee – an individual hired on either an exempt or non-exempt basis for an established position for an indefinite term who is expected to work an established period of time that is less than (30) thirty hours per week. Employee Classification Section 2: General Employment Practices Purpose of Change: To be aligned with the Affordable Cares Act 's definition of a full time employee. Current Exempt employees are required to submit a timesheet every pay period regardless of using any leave. Discretionary time not defined. Proposed Exempt discretionary employees are presumed to work more than 40 hours in a week based on their level in the Classifiaction Plan and are not eligible for overtime per the Fair Labor Standard Act. Any hours exceeding 40 are considered discretionary and hours should not be perceived to accrue and have no cash value. Exempt discretionary employees may use up to eight (8) hours of discretionary time without using any PTO hours. Discretionary time may not be used in excess of eight (8) hours consecutively unless approved by the Town Manager in advance. Any use of PTO will require a timesheet to be submitted for record keeping purposes, otherwise no timesheet is required. Any time off regardless of the type of leave utilized should be communicated to your supervisor in advance of the leave beng taken. Exempt Employees Section 6: Payroll Practices, Time Keeping Procedures Purpose of Change: To streamline the payroll process and define discretionary time. Current Proposed The only time an employee cannot accrue PTO is when: The employee is on administrative leave. 1. The employee is or suspended by the Town. 2. Addition of two occurrences when an employee cannot accrue PTO: 3. The employee is on any type leave unpaid of greater than 40 hours, per biweekly pay period, including absences for FMLA reasons. 4. The employee is using any type of accrued leave to reach their retirement or exit date. PTO Policy Addendum I Purpose of Change: To remove the liability of an exiting employee having a large leave payout that causes an undo hardship on hiring a replacement. To ensure employees are only accruing leave hours for actual hours worked. Current When holidays fall or are celebrated on a regular work day, eligible employees will receive one (1) day's pay at their regular straight-time rate. Eligible employees who are called in to work on a holiday will receive one (1) day's pay at their regular straight- time rate, and an additional payment of straight-time for the actual time they work that day. If a holiday falls within an eligible employee's approved vacation period or while on sick leave, the eligible employee will be paid for the holiday (at the regular straight-time rate) in lieu of using vacation or sick time. If a holiday falls within a jury duty or bereavement leave, the eligible employee will be paid for the holiday (at the regular straight- time rate) in addition to the leave day, or the eligible employee will receive an additional day off at the option of the Town of Vinton. Proposed If a holiday falls during an employee’s period of Sick Leave, Leave without Pay, Military Leave, Short-Term Disability or Long-Term Disability, the employee is not entitled to and shall not receive compensatory leave in observance of the holiday. Full-time employees shall receive full pay for each holiday period. Permanent part-time employees shall receive full pay for half of each holiday period (i.e., for an 8- hour holiday, receive 4 hours paid time; for a 4-hour holiday, receive 2 hours paid time). Holiday Policy Section 7: Time Off and Leaves of Absences Purpose of Change: To add a benefit to our permanent part time employees.
